It was launched in 2011, and its major mission is to ensure that the techniques that are used to generate energy are effective and efficient, and more importantly ensure that these methods to not have negative impacts to the environment or to the climate. Its functionality is made effective by integration of some operational criteria which is guided by its major objectives which are with inclusion of provision of timely and impartial data related to scientific and economic analysis as supported by various researchers of environment and climate change (Lucy, 2013). It also functions with a focus of providing technological solutions through implementation of various policies directed to climate and energy predicaments. The organization works with an intention of bringing close business and environmental communities to attainment of mutual understanding and comprehension on issues that contribute to climate change, and derive consensus solutions regarding the challenges in energy sectors. It works closely with policymakers and government among other stakeholders in ensuring that solutions to the challenges in energy and climate change sectors are established. Some of the examples that support this move are with inclusion of integration of collaborative efforts to reduce operations that highly facilitate to climate change and those that negatively affect the environment(Ruddiman, 2003: 261-293). Additionally, research has showed that most populations have no idea on the effects of climate change to the environment or to their individual lives. It is therefore essential to understand the inner meaning of climate change and some of the factors that contribute to climate change, which are with incorporation of methods of energy production that emit huge amount of carbon to the environment. Climatic change is a systematic variation of natural weather over a long period of time. The earth’s temperature is directly proportion to the heat energy entering and leaving the whole planet earth. The energy from the sun has a significant impact on the earth’s surface. According to Center for Climate and Energy Solutions, climate change is a phenomenon brought about by the changes that occurs when the sun rays reaches on the earth’s surface. Many factors including natural and human activities can alter energy changes and balance on the earth. Changes on the greenhouse effect, affects the amount of heat that is retained on the earth’s surface. Scientists have tried to explain the causes and trend of global climate change since time immemorial, with some arguing that human activities lead to greenhouse emissions that later contributed to climate change. There were many scientific theories that explain climate change which include theory of volcanism to solar variation (Mento, 2003). Though carbon dioxide was considered to be the most contributors to the climate change, scientists have linked human activities in form of atmospheric pollution as significant contributor to the climate change. According to the understanding drawn from the Milankovitch theory (1990), there is a clear explanation on the consensus position that the greenhouse effect gases and human emissions contributed to a paramount effect on the climate change and global warming. From 1990, scientists have used more sophisticated machines to research and analyze a data on the climate change. These scientific reports have increased the human knowledge on the climate change. The formation of Intergovernmental Panel on Climate Change in 1990 has boosted scientific knowledge on the matters of climate change. They have formulated Assessment Reports which explains further on both the causes and the dangers posed by climate change to the human existence. From the understanding derived from Center for Climate and Energy Solutions’ efforts of dealing with climate change and energy solutions, there are different issues or factors that contribute to climate change. The major causes of climate change have been linked with the oceanic process such as the oceanic circulations, biotic processes such as change in the solar energy on the earth’s surface, plate tectonics and gases from eruptions. Human activities such as deforestation and the gases from industries have altered the normal atmospheric conditions. All these factors have caused the most devastating effects global warming that has significant impacts on the climate change. Some of these gargets include Earth-orbiting that assists scientists to gather large and many different types of information on climate (Emanuel, 2005: 686-8). From these climatic data, it has been found that carbon dioxide has a high ability to trap a substantive heat, a condition that increases the greenhouse effect, hence climate change. The organization uses findings from various researchers to support their measures regarding the solutions that they strategize on in controlling activities that contribute to greenhouse effects or climate change (Chris, 2010).  There are several researches from different fields which includes, Greenland, Antarctica and tropical mountain glaciers, which provides relevant scientific information on climate change. These reports indicates that, the current geological climate change has taken place over a short period of time, meaning that there is large increase of carbon dioxide emissions (Chris, 2010). The evidence on these climate changes include, rise in sea level in about 17 centimeters, global temperature increase, warming oceans in about 0.302 degrees Fahrenheit, declining of Arctic sea ice and oceanic acidification. There are many different policies that have divergent perspectives on the matters of climate change, but scientist has provided warning that human activities have a starling threats on the atmosphere. There is always a contention between scientific reports and government policy (Mento, 2003). The way that government enact policy and enforce environmental law, affects scientific research on the environmental matters. This therefore, leads to impairment of positive progress on the remedies to promote sustainable environment and eradicate environmental degradation. This scenario espouses on the scientific advocacy on environmental matters and the perspective of the government policy on the scientific research on the climate change. The organization focuses on science and technology studies which work in the society to provide relevant information that affects natural environment for sustainability. Therefore, there is a good and reliable co-operation on scientific proves among politics and society in general when making decisions (Castree, 2007). This is contrary to traditional norms that viewed scientific study in a different perspective. They argued that scientific studies were a separate organ that did not have any influence on the public policy. There is argument that most scientific skills and knowledge in one way, influences the likelihood of political cooperation.
