Negative geopolitical agendas on countries that require WFP program are; cross-border land purchases or long-term leases by affluent importing countries in those countries, signing of long-term bilateral trading contracts between food-producing countries and food-buying ones and finally, major and minor grain exporting countries limit or ban exporting of their grain to protect domestic food prices.

Currently, not all land acquisition agreements are used for food commodities. As of 2009, 30% was the approximate deficit of the human demand abilities of the planet relationship. A government that no longer has control of all or part of its territory boundary and cannot provide individual security for its citizens is termed as a failed state. Such a state cannot offer basic services like healthcare, education and food security to its population.

The annual population growth of the top twenty failed states generally exceeds 3%.  An increased rate of population growth as it leads to stressful demographic statistics that cause demographic exhaustion to governments of such states since they cannot provide basic services like education, and healthcare to their people. An environmental refugee is an individual who leaves his/her country due to harsh environmental conditions such as increased desertification and water shortage in such of better conditions in other countries.
