The two types of programs that come under Title 1 are the “School wide program”, a flexible assistance scheme where schools are free to utilize funds as needed and “Targeted assistance program” where the funds are specifically used to identify and support students at risk of failing. This refers to the determination of a minimum level of competence that school systems require from their various grades level. A standardized test is used to measure students level of skill is basic reading, writing, arithmetic and application of these skills.
School graduation is given on the basis of the results. While the system attempts to hold schools to higher accountability and they are required to provide special help to students being unable to pass the tests (with funding being tied in certain cases to overall results achieved) , there has been controversy regarding the effectiveness of Minimum testing requirements in actually increasing educational skills of the nation. This is the title of the report that was released by National Commission on Excellence in Education in 1983.
The report provided a detailed critique of the US education system focusing on secondary education. The report revealed that the curricula being utilized could no longer provide students with a unifying knowledge regarding the major academic courses and American students were falling behind the world average as a result of this discrepancy. The 18 month study indicated that around 23 million American adults and 13% of 17-year-olds were functionally illiterate and this could go on to impact the economic growth and development of the country in a significantly negative way.
The report concluded that the education system needed to enforce increasing times for studying and course work for all students as well as bringing in standardized curricula and better support system for the educators.
