According to BS 9999, fire risk assessment is carried out by identifying the fire hazards in construction and the individuals at risk to remove or reduce the hazards' risk as low as reasonably possible. This aim is to minimize any risk which is likely to harm the public, employees, and the project objectives. The management of risk in this project will involve risk assessment and risk treatment processes. Risk assessment focuses on the technique applied in identifying, analysing, and evaluating various risks that may be encountered in the project (Kendrick, 2009).

The risk management plan aims to provide a framework structure used to manage risks related to the construction of the water features and the adjacent public realm's improvement. Besides, all of the risks assessment will focus on one main issue: people's health and safety.This report focuses on eliminating or reducing all possible risks that may affect the project objectives and the project stakeholders. The project’s success and the public's safety are dependent on assessing all of the possible risks.

This section will identify the related risks, their analysis, and the extent of the problem that may be caused. This risk assessment process complies with ISO 31000:2009 It is a requirement to assess the risk management plan and provide definite roles and responsibilities to every internal stakeholder. It is essential to understand the circumstances of the possible risks. In this case sources of risk include;Other factors also like temperature. The fire spread rate in liquid or gas fuel mainly depends on its temperature and whether it is below the flashpoint.

The concentration of vapour above the liquid's surface will be above the lower flammability limit at ignition. If the liquid's temperature is above the flashpoint, the flame will diffuse and burning will follow.

But, if liquid temperature is below the flashpoint, it will behave differently. The surface ahead of the flame is heated to enable the flame to spread and low rates are observed. Also the rate of fire spread is directly proportional to atmospheric pressure (Drysdale, 2011). b. Fall incidences There is the risk of the workers being injured due to incident falls between different floors or within the same floor. The fall can between the floors since the ship has three floors or can be within the same floor after sliding.

Possible Treatment Actions In compliance to ISO 31000:2009, there are a number of actions that can be taken to treat risks. The treatment of the risks can be put into the following options. Providing appropriate means of communication between the workers in the ship Prioritizing treatment of the injured workers Preparing and implementing risks treatment plan to avoid future occurrences Balancing the cost of the implementation The stakeholders perceptions Timing and monitoring the risks Treatment of risks which may come up in the process.

Prevention measures There are different techniques that can be used by the fire safety personnel as a preventive measure due to the risk of fire at this stage. The main approaches that will be used include: Inspecting for materials that can cause fire around the site. Do material and equipment maintenance such as maintaining electrical equipment and systems, Ensuring that there is no leakage of oil or gases and ensuring that all flammable materials are isolated. The electrical wires should not be left exposed which include ensuring that the wires are not exposed.

Another approach is to provide training to the workers on fire safety strategies. Education of the crew is a regulatory requirement in the approved document B. The crew is taught on the basic fire safety issues that will prepare them on how to respond fire emergency situation as well equip them on the safety procedure to prevent fire. The main focus will be providing training to fire service department. There should good housekeeping to ensure that the exit routes are free from obstructions that can hinder free movement to a place of safety in an emergency.

The security should also be provided round the clock to prevent external fire risk from attack by arsonists. Furthermore, the individuals who are specialized in fire safety should ensure that the workers follow the safety procedures all the time, and contact the fire department in case of a fire incident. The workers should be discouraged from doing unsafe acts like smoking next to a combustible substances or doing unsafe procedure like mishandling of electrical systems. Finally, the combustible materials such as wood, paper or highly flammable substances such as petroleum and solvents must be kept in a safe place, preferably in a compartment (CIBSE, 2010).

Finally, an effective communication channel and among all the stakeholders can reduce or eliminate risks that may affect the effectiveness of the project and the safety of the public. The objective of communication in risk management is for gathering information from the stakeholders and to find areas that are of great concerns. Ensure periodic update on the project progress. It also ensures transparent and clear sharing if information and detection of roles for all the stakeholders (Carroll, 2009).

Detection and Alarm systems Fire detection and alarm systems are very important in protection against fire as they detect and give an alarm at early stage of fire development. Alarm systems may not be necessary at this stage as there are a lot of fire works through welding and other activities in construction, as a result smoke detection equipment will cause unnecessary alarms. In addition, the operation at this stage is performed in an open space and the alarm system may not work. Manual alarm which can be operated by pressing can be used effective to warn the people to move away from danger (CIBSE, 2010).
