This refers to the regulations and rules that is set by the institution or organizations so that the information that is external and internal can enable the institution to gain access to resources. On the other hand, this can relate to quality of services that is of quality. This is because it can be applied to the priorities of the users and the people in the workgroup. Therefore, this paper will focus on the policies that are applied in the local public primary schools and how they are to be applicable to the necessary people. The first law or policy that is usually common with the public schools is the duty of care. This is usually a collection of principles that are legal and have been established by the court of law. This law is very essential for the working staff in the school and is the way in which the teachers and the staff in the schools exercise their duties in schools. This has been seen to be the driving tool in most of the schools. Moreover, this is what some people say is the teaching staff way of discharging their duties to the students. At the same time, the non-teaching staff are also obligated to provide the duty of care to the students (Paquette 2002). Nevertheless, there are ways in which the people in charge implement the policies and this is known as the policy statement. The first people that the policy statement apply to are the teaching staff. This policy in the school ensure that the teaching staff are obliged to take reasonable care that will ensure that the safety of the students are in the hands of the teaching staff while they are at school. This shows that whenever anything happens to the student, while he or she is in the school compound, then the teaching staff should be the one that is questionable. Therefore, this is the reason why the teaching staff ensures that the students are placed in a position that will see to it that they are safe whenever they are in the school compound. Moreover, the activities that are in the school compound are safe and are the ones that ensure that the student is in safe hands. Such measures are usually taken to guarantee both the parent and the student of their safety. in a nutshell, the students are usually protected from the foreseen incidents that may prove to be harmful to the students. Moreover, the teaching staff are required to be watchful and ensure that whenever they are performing their responsibilities in the duty of care, they should also ensure that the safety measures are their first priority. This includes the time that they will be performing their professional judgment. They are also required to implement a balanced judgment that is not biased to one party whenever there is a problem to be solved. By doing this, they will be taking care of each and every student. This will encourage the independence of the student and at the same maximizing the opportunity of learning (Rubin 2008). The policies also do not exempt the non-teaching staff. This means that the volunteers and the people, who provide external assistance to the school department, are also mandated to ensure the students are taken care off. This is usually done in the absence of the teaching staff or the school superiors. They are expected to treat the students with total care as if they were their teaching staff. On the other hand, they are required to ensure the safety of the students from the foreseen harmful circumstances. By understanding the policies, one is also required what the policies are expected to be based on. The first factor that the policy handles is the care. The policies always determine the care that is required by the students. This care might be related to different aspects depending on the context of the policy and the setting of the person. The caring includes the safety and the wellbeing of the student, which is always in the hands of the people that surround the students. Therefore, the schools are required to ensure the safety of the students by taking all the precautions necessary for managing the risk that might be in the school compound and the surrounding. This also include taking precautions, following the procedures that ensure safety of individuals and intervening whenever there is a case that might prove to be hazardous. The students are also provided with safety instructions that are adequate (Cosmo 2005). The other aspect of the policy is the external provider. This policy ensures that anybody who is not the teaching staff or a staff at the school provides the services that are of quality to the school. This might include the cleaners and any other service providers that might bring an impact to the school. the electricity providers and the other service providers are obliged to quality service to the schools. This is able to ensure that the school activities in the school go on as usual without interference. The non-teaching staffs are also on the upper hand when it is a question of implementing the policies in schools. The non-teaching staffs are required to perform duties that will ensure that the school program goes on as usual. These activities might in the school compound or in the premises in the school. in addition, the policy is also aimed at controlling the registered training organization. This is aimed at the people who are responsible for training the pupils and the teachers of the required ethics. These organizations are required to offer teaching that is appropriate to the staff and the teachers (Cosmo 2005). The activities that take place in the school compound are also monitored by the policy. This will enable the school to undertake activities that are relevant to the school learning curriculum and the things that the students require to have a better learning environment. This will help the student to stay focused in schoolwork and help him to concentrate in the activities (Gamoran 1992). Some activities are usually in schools that make the student not to concentrate in school and overindulge in these activities. Therefore, it is the obligation of the policy to ensure that the students stay focused in the schoolwork even if he or she is participating in co-curricular activity. The school is also expected to offer reasonable care that will ensure that he or she is safe and is able to learn peaceful without external interference. Therefore, the schools are expected to take care of the students that are in the school compound. Some scenarios explain more about the policies that are found in the schools. The first scenario is, A number of students arrive early to school at about 7:40 am each morning. The first teachers usually arrive about thirty minutes later. To now, take charge of the situation and the learning environment. From this scenario it is clear that the teaching staff have been left with the obligation of taking care of the students. The reason why the teacher comes to the school late is because it is easy to determine the number of students who have not arrived in school and it will be easy to understand the problems and the challenges that the students are facing. This is also necessary for the student to adjust to the school’s environment. The second scenario is on teaching staff, this during the school activities and it implies, A teacher who supervises a group of students from a number of different schools during an inter-school sports carnival will owe a duty to all of the students under his or her control to take such measures as are reasonable in all the circumstances to protect them from risks of harm that reasonably ought to be foreseen. This scenario shows that the teachers are expected to take care of the students even if they are not in the school compound. This is also in the policy that governs the activities of the school. this is usually very essential with the school activities that may involve the other schools. The policy ensures that the students are taken care of even if they are out of the school compound but they are under the umbrella of the schools activities. Suppose the teachers neglect the students when they are out of the school compound and something happens to them, who will be questionable? That is why the policy is required to govern the activities that the students undertake in and outside the school compound. The other scenario is much involved to the non-teaching staff; this is usually common to the students who think that they can do things as they wish. This scenario occurs when. Where groups of students are very immature and are known to 'play up' when supervised by anyone other than a member of the teaching staff This type of scenario is very common in schools. This is because most of the students do not know the policy that mandates them to cope up with people who are not members of the teaching staff. The policy requires the non-teaching staff to be in a position of handling the students even if they are not the teaching staff (Slavin 1987). Conclusion The policy that governs the students in primary schools are not applied to the students alone but also to the teachers and the people who are concerned. This has been the case with the policy in a lot of primary school. These policies may be different compared to the school but there are others that are universal to the schools ad are followed in majority of the schools. These policies include the ones that are related to duty of care, teaching staff and the non-teaching staff.
