HAARP Controversy and Conspiracy Theory High Frequency Active Auroral Research Program (HAARP) is a research project funded by the U.S Air Force, U.S Navy and the U.S Senate, along with the assistance of different educational institutions. The project, however, was built by the BAE Advanced Technologies (BAEAT) for the sole purpose of utilizing the ionosphere to conduct radio communication as well as navigation activities. This project has multiple different instruments which have been conceived for different missions and reasons which will further be discussed in detail in the paper. The initial reason which was given for the development of the project was communication with the submarines which are deep into the oceans since the ionospheric rays can easily penetrate the deep water allowing effective surveillance and communication. The conspiracy theorists deem this project as a planned and full proof plan aimed at propagating various natural disasters. However, there is no proof after the victimization and as a justification; the scientists argue that the mysterious nature of the project owes much to the rigorous victimization by many. The project was a product of the efforts of Ronald Reagan in 1983 to promote world peace and to ensure that the world does not go for any war in the future (Vassilatos 18-19). For this purpose, he ordered many scientists to produce state of the art instruments which can be utilized to prevent wars in the future. The basic mechanism behind the invention lies in the ionosphere which is one of the three layers the sun controls, the other two being magnetosphere and the atmosphere. Thus, to understand its applications for enhancing world peace by allowing effective surveillance, it is important to analyze the structure and the concepts behind the research project. The ionosphere begins after about 70 to 80 km of altitude and consists of highly charged particles. The ionosphere varies in its profile, i.e. it changes consistently with the timelines making it more complicated. Various instruments used for surveillance generally make use of the electromagnetic waves to track these particles for the purpose. The main feature of the particles present in the ionosphere, however, is that these particles allow worldwide communication all at once. The lower frequency allows worldwide communication while the higher frequency allows an effective surveillance system to monitor and track communications around the globe. This is possible due to the direct communication of the sun with these particles. Talking specifically of the Aurora research project, it constitutes of an HP transmitter along with all other diagnostic equipment, and is based in Alaska, Gakona (Ryutov 99-100). The HP transmitter is situated below an auroral circuit which is electro-dynamic in nature providing the HAARP with an innovative communications networks system for the users. The HAARP transmitter is set to a frequency of 2.8 to about 10 MHz for monitoring and surveillance activities. Since the details that can be studied under the ionosphere are much stronger and clearer due to the stronger solar energy, it allows the scientists to use it for the production of many innovative instruments. By utilizing the strong influence of this ionosphere, the scientists have been able to produce HAARP, which is a research project aimed at effective communication and navigation (Ryutov 80-81). The project enables highly reliable technical performance systems which allow communication around the globe as well as innovative and more transparent surveillance systems. These instruments will have varied uses in the civil as well as military departments of the U.S. For instance, the system will allow a more reliable and an effective navigation deep into the seas where submarines can be tracked since the ionosphere has the capability to do so (Begich 24-25). These departments can thus use these systems for research activities which need to be conducted underwater; also the seas can be secured from any external threat. Furthermore, these civil and military services require effective navigation systems to track and monitor various activities. HAARP also aims at facilitating the departments in terms of 3G surveillance services. However, the underground activity is the most crucial element of the HAARP project, as it will allow an effective mapping of the area under study and the mineral contents in water can be traced (Ryutov 20-21). Submarine communication for civil or military reasons is also improved for effective functioning. HAARP, though victimized by many conspiracy theorists throughout the world, aims at creating a transparent system which is open to all. According to those managing the project, scientists as well as others having the required authority can access the project without any hindrance to assure that a proper check and balance is maintained. Also, various events are encouraged by the administration, for instance, an open house available for even the civilians is hosted every once in a while. Tours can be arranged even for the civilians on request or on special occasions. HAARP also publishes its own journals to propagate the research reports and the other findings for the public. Summer schools and other similar activities are also arranged where even the foreign students have access to oversee the project details (Vassilatos 18-19). Thus, any kind of conspiracy theories generating due to the misinformation or the gaps of knowledge are addressed through the transparency mechanisms mentioned above. However, many aspects of the project still remain mysterious and not known much about to the general public, thus many unfortunate events have been associated with the project without any proof. It is also important in this context to study the controversies attached with the project as well as the conspiracy theories associated with the research project. The aspects mentioned above relate to the ionosphere being used for surveillance and monitoring. However, the conspiracy theorists believe that the antennas used in the HAARP project have the potential to influence weather situation, create perceptions in the mind and even produce natural disasters. They argue that the sun energy is too strong and influential and, thus, all these effects are highly achievable through the HAARP project. They suspect that a huge amount of money is being spent on the project with some of the aspects hidden from the general population. This indicates that the motives behind the projects are too suspicious. There are many different natural disasters which are somehow connected to the HAARP project, for instance, the earth quake which occurred in Mexico on March 2nd in 2012. It is said to be influenced by the strong radio waves projected through the antennas associated with the project. Others are saying that the waves are too strong for the earth to handle, moreover, as a huge amount of electricity is being spent over the project, the side effects of the project are definitely going to be devastating for the planet. Some of the Internet videos are also targeting the HAARP project in context to the world network which implies that the virtual as well as other modes of privacy and security have been challenged due to the project, and if such a big amount of money is being funneled for the purpose, there must be some hidden motive of the superpower. “HAARP clouds” is another conspiracy which says that certain clouds have been produced by the radio waves which will also have devastating effects on the planet (Smith 44-45). Though many conspiracy theories are floating around for years, no single proof which testifies authentically to the victimization has been confirmed. Without proves the conspiracy theories have no logical or even legal base and, thus, believing the over faulty assumptions is not a rational proposition to be believed in. However, the environmental threats being portrayed by the conspiracy theorists are true as the radio-waves are very harmful for the earth in the long run (Begich 88-89). Also, investing huge amounts of energy for the project without any justification is also questionable as tax payers money is also being spent over the project. Otherwise, there is no proof supporting the proposition that pre-planned efforts are being put in to project natural disasters in the world to achieve some objectives, as it is not a believable statement. Conclusively, HAARP is an innovative research project which makes use of the ionosphere, which is a very influential layer of space where the effect of the Sun is quite strong. Thus, when the scientists mitigate these rays with the radio waves, at a set frequency by setting up a transmitter, various objectives can be achieved. Firstly, a worldwide communication network can be achieved which can be very useful for the civil as well as the military services. Similarly, different departments can also use this technology for proper surveillance and monitoring of the activities going on around the world. Since a lot of resources are being funneled for the project it poses question marks over the project. People are associating various natural incidents with the project, arguing that the antennas can influence the situation to a large extent. Though it is a fact that environmental hazards are being posed by the HAARP, however, there is no evidence that pre-planned efforts are being put in to affect the world to a large extent. Also, transparency is being assured which also indicates that the proposition of conspiracy theorists stand false.
