In the context of improving learning outcomes among community collaboration plays an important role in providing strong support systems andsafety nets that students can depend on to complement their learning activities inside the classroom. For community collaboration to be effective, cooperation among government officials, organizations and groups such as 4-H, Elks, and Veterans, and local newspapers and district public relations offices are imperative. First, 4-H, as a community-based learning program, provides students with different avenues to apply what they learn inside the classroom to real-life situations, while at the same time engaging families and other members of the community in student learning.

Second, government officials, through their programs and reform initiatives affect student productivity, attendance, and the rate of students promoted to subsequent grades, while at the same time serving as role models for future students. Third, local groups like Elks, by providing financial and other forms of support, provide significant assistance to teachers in taking effective leadership positions among their students. Fourth, veterans, with their knowledge and the respect they earned in the community, serves as a source of wisdom in imparting to younger generations priceless life experiences to guide their futures.

And last, local newspapers and district public relations offices help boost student esteem and morale by serving as an outlet for student works and publishing morale boosting articles about students and their schools. Each group successfully improves student learning through programs and strategies unique within the segment they represent. 4-H, for example, improves student behavior and encourages healthy development by involving all members of the community to work together to support learning both in school and beyond the classroom.

It builds upon students' prior knowledge, challenging them, and elevating their skills to produce concrete improvements and provide accountability beyond what test scores achieve; while still improving test scores in various subjects. Thus, students gain improved problem solving skills and increased academic interest, while becoming more engaged in school and developing a sense of educational accomplishment. School board members, law enforcement, and other government officials, on the other hand, influences good behavior and academic progress, not only through the reforms and programs they initiate but also through their actions affecting the school and their community.

To reinforce the value of education and the school, and effectively improve student learning, these government officials must become role models by addressing the needs of the community, being reliable, responsible, trusting and trustworthy, and responsive to the youth, while earning the respect of the community. With regard to veterans, it is important to celebrate and honor their deeds during the war, but without losing sight of the more important life lessons it entails. Furthermore, collaboration will be more effective if students engage with veterans by meeting with them, developing bonds, and asking about their experiences.

Organizations like Elks, on the other hand, have a vested interest in improving student learning and achievement. Thus, they extend different forms of assistance to school initiatives, while developing a greater sense of civic responsibility and service ethics to students and young people in general. Lastly, local newspapers and district public relations offices make a difference by giving students a sense of ownership and pride in their school and individual achievements by showcasing students' works and accomplishments, communicating the needs of the community, developing awareness of ethnically diverse groups, and improving understanding of a community's socio-cultural history.

Thus, they provide students with a crucial service that will make a difference at present, and later in their lives by instilling social wisdom and concern for others.
