Part Charles’s parents have to rely on IDEA, which is an act that the government established to ensure that all the children facing disability problems have an access to instructions that fulfill their needs in a unique way (IDEA). The law calls for the provision of Free Appropriate Public Education to all children with disabilities. IDEA demands that schools have to embark on the development of an Individual Education Program (IEP), which represents the educational map needed by the child and directs on improvement in terms of goals attainment. The parents have to quote this to the administration of the new school in an effort to convince the administration to take the child and engage in education. IEP includes special designed instructions, which have to be provided to the child and other services that the child may need. These have to be satisfied throughout in order to eliminate in any form of conflict with the child. IDEA also provides the room for education and placement of the disabled children with their non-disabled colleagues within a Least Restrictive Environment. This ensures that both the disabled and non-disabled children are able to interact freely. This means that the school should provide educational services to Charles including the special instructions without any discrimination or seclusion from the other students who are not disabled. In one of the court cases, “Cedar Rapids v. Garrey F., 526 U.S. 66 (1999), the Supreme Court provided a favorable decision with respect to a child who could not be granted special education services and admission to school based on disability. Charles parents have to quote this court case and provide to the administration the ruling, which was issued by the Supreme Court in favor to the child in question. According to IDEA section 300:8 part a (2i), a child with disability does not need special education, but the provision of related services, which will support the education of the child. Part b (1) argues that such a child has developmental delays (IDEA 1). Therefore, such a child should be accorded the relevant instructions and education services, which will ensure that he or she has the ability of attaining the ultimate goal of education. This means that Charles should not be denied admission into the new school and he should be accorded the necessary education services, which will ensure that he has the ability and power to attain the desired success level. Another regulation, which Charles parents need to adopt in making their accusations, is the part 2 (11), which talks of language or speech impairment that is based on communication disorder. This is relevant to Charles articulation and stuttering problem, which makes him to communicate very fast and not pause while typing. Therefore, the parents have to use this regulation to argue for provision of education services, which will enable Charles to overcome the communication disorder he is suffering from. Charles parents have to argue that Charles is not an anti-social person and nor does he cause harm to other peers. This is because he has the ability of interacting with the other peers effectively. The only challenge he has is that of communicating effectively. As such, the school environment has to accept his nature. The parents have also to argue that they have lived with Charles for long and they have not seen any negative effect or impact he has on the other children. In fact, Charles has responded positively in previous school where he been taught to communicate and type slowly with pauses. This is what the new school has to embrace in order to ensure that this child realizes the goals and dreams of education. Moreover, during the previous sessions where Charles has been taught, he has not depicted any form of challenge in terms of taking instructions. Therefore, the new school has to ensure that it provides instructions to Charles in an effective manner. Actually, Charles does not need to be isolated from the other children since he likes the company of others. However, he needs special instructions on how to communicate slowly since on his own he has not been able to address this problem. The new school should also provide a laptop for Charles to enable him learn to communicate purposefully. This is because Charles has previously demonstrated higher levels and abilities of communicating purposefully if directed and guided effectively. This includes conversing with teachers and peers intelligibly and carrying out the academic work successfully. Therefore, Charles should not be denied an opportunity to enjoy the fruits of education. Part 2 Many people have different reasons, which compel them to become teachers and teach in school setups where there are students with disability. However, some teachers tend to forget that they bear the passion and love to educate and inspire children so that they can be able to attain their desired educational goals. As such, I intend to use my personal philosophy and beliefs in education career, which includes making the classroom the most enjoyable place for the students, establishing procedures and rules for the classroom, incorporating multi-cultural awareness in the formulation of the classroom curriculum, being a role model and exercising an effective leadership that is based on patience and humor. I believe that all children are equal irrespective of the few cases of disability. Hence, primary language, national origin, socioeconomic status, religion, and race will not play any role in distinguishing among my students. I believe in ensuring that I create a safe haven in class where these students can interact effectively and learn as they feel secure and safe from outside world anxieties. I will ensure that the students enjoy a conducive learning environment, which will enable them to respect and appreciate each other irrespective of their natural status. Communication is a common problem that students often face. This is highly felt by the disabled children who find it complex to communicate effectively with their peers and teachers. As such, I will respect the language and communication problems of all students and focus on establishing measures and strategies, which needs to be adopted so that effective interaction of these students occurs successfully. This includes provision of special services for these students and instructions, which are aimed at ensuring that their communication skills are improved significantly. The curriculum is also designed such that all the students have an equal opportunity of benefiting from it and there is no bias on who should benefit from the curriculum. I tend to believe that both success and mistakes create an opportunity for one to learn from each other. Personally, I have realized that I learn more from mistakes than from success. Therefore, students have to be provided with an opportunity, which enables them to make mistakes and attain success. This will enable them to learn more in addition to what they learn from the classroom. Nevertheless, the classroom should have rules and regulations, which act as the guiding principles on how students interact with each other and the teachers. I believe in providing to students my expectations from them. This includes a list of the class procedures and rules, homework policies, grading criteria, and course expectations. This will foster and cultivate an effective relationship with the students and generate parental involvement, which contributes significantly towards the success of the students. Disability and diversity should not be taken for granted. I focus on ensuring that all the children have the ability and power to have their own individuality, which is based on how they can improve. I am ready for different learning styles, which are aimed at creating individual attention and assessments. This is necessary to ensure that each student has the ability of attaining success and improvement in whatever he does, as well as comprehending the needs of students at individual level. My teaching philosophy is aligned to Constructivism Theory as postulated by Jerome Bruner. In this theory, the learner selects information and transforms such information, constructs hypotheses, and engages in decision making process. As such, this theory is based on the need for knowledge construction based on beliefs, previous knowledge and personal experiences. Therefore, as an educator I focus on encouraging students to discover principles and knowledge on themselves. This includes proving an opportunity for students to interact among themselves and the teacher. The curriculum is developed in a spiral manner such that students are able to develop based on what they have already learned in class. I will also modify teaching strategies to encourage students to engage in information, analyzes, interpretation and prediction during the learning process. My philosophy is based on Progressivism education philosophy, which is based on the curriculum development and design. The curriculum will focus of enhancing progress and development in society and individual level capabilities. The main emphasis will be in creation of interpersonal relationships, developmental thinking skills, and improvement in learning process. As such, students will have an opportunity of creating and expressing individual ideas and appreciate differences, which may occur among them.
