The country being limited by the amount of rainfall cannot thus depend on agriculture, but has come up to be a rich mine of the gas and oil which are the main sources of per capita income and which has now been used to better the education sector in order to raise a generation that can fend for itself in the near future. Qatar National Development Strategy 2011-2016 was implemented towards the achievement of Qatar National Vision 2030. The Vision aims to create sustainable economic prosperity, promote human development, creating a sound social development and sustaining the environment for future generations (Zellman, 2007). The national strategy is one of the key issues that take into consideration the cultural and religious values of the state with an overall mission of providing a balanced and sustainable growth by the year 2030 (Davis, 2012). Among the key elements that the government factored to be used as a tool for sustainable development was education which was to be made available to all citizen and foreigners cheaply (Boys, 2011). Qatar National Development Strategy 2011-2016 was implemented towards the achievement of Qatar National Vision 2030. The Vision aims to create sustainable economic prosperity, promote human development, creating a sound social development and sustaining the environment for future generations (Zellman, 2007). The national strategy is one of the key issues that take into consideration the cultural and religious values of the state with an overall mission of providing a balanced and sustainable growth by the year 2030(Davis, 2012).Among the key elements that the government factored to be used as a tool for sustainable development was education which was to be made available to all citizen and foreigners cheaply(Boys, 2011). To achieve continuous modernization requires the development of the education system and public institutions which aim at providing quality management and services to the general public. The aim of the National Strategy is also to highlight the key areas to address the position of the state in global economic trends and clearly state the roles to be played to enhance both regional and international levels of production.
Chapter four of the strategy provides for the human development and highlights the critical issues with regard to education.
