Through the IMO, or a consortium of shipping companies, training and skills upgrading of reserve marine officers shall be developed and instituted. Since the requirements of the shipping industry is not localised, an international consortium that would be created, would recruit talented officers from many countries. The consortium will have various functions such as screening, recruitment and training of officers based on need. Since the consortium is need-based, recruited candidates may be assured of jobs when they are recruited.4.
