? Site Survey By of Introduction This report paper entails a feasibility study conducted on potential sites perfect for learning centers. The potential sites will be refurbished in favor of the proposed training centers. This paper will demonstrate the connection between the proposed sites, current usage, and the role the building plays to the community. Any probable impact on the usage development will have upon the community will also be analyzed. Sites survey It is now possible for ordinary citizens to set up and run their own centers, for training after a law was passed three years ago by the local authorities. However, a huge task lies ahead in identifying and locating suitable buildings where these training centers will be set up. A lot has to be considered in identifying this structure because they have to be already in existence and not newly constructed for this purpose (Parkinson, 2001). Therefore, one has to take into consideration the building’s location, volume; distance from major traffic routes and also the effect on the community regarding the structure development in usage (Fowler, 2002). Three potential sites were chosen for an adult education and community centre in this subject. The first site is The Hillingdon House. This building sits at the heart of the St. Andrew’s Park, London. It is a grade II listed three story building built in the 1717 and was used as a hunting lodge, a residence, a training centre for members of the RAF in the 1918 during the war among others, and now the building is currently vacant containing office accommodations used by previous owners (ASLIB, 2002). The second site is The Stratford High Street Property. This potential space is available at 252 Stratford High Street, Stratford London. It is spacious and can accommodate a good number of people. It is at the heart of M25, at the junction with Rick Robert’s way (Dobson, 2002). The property was previously used for office space and the latter as a retail store, but it is currently vacant. The city has been under regeneration over the past few years to provide a mixture of residential and commercial properties (BUG Backpackers Guide, 2005). The third site is Dreams Curtains Designs. This is a curtains manufacture and retail building; it is located on Old Kent Road (Andrews, & Teller, 2004). Plus features and drawbacks for the potential sites Plus points for The Hillingdon House are centered mainly on its location and atmosphere. The atmosphere surrounding the building is serene which makes it a suitable place for a training center. The building is located among some residential area so people can walk there without the need of transportation. The building has a parking space, and there are other parking spaces within walking distance to the building which makes it even more perfect. The building is also located within walking distance from many transport links. The only disadvantage of the structure is that it is not located in a significant market centre; where it would have been accessible to people living in other towns as well other than Holborn town. The advantage of The Stratford High Street is; it is within walking distance for residents in the city. Transportation is excellent with several bus routes and Stratford High street (DLR line) station being located approximately 300 meters form the premises. This makes it very easy to access it. The building’s position could also be a disadvantage because it is right in the middle of traffic; which means that there could be a lot of noise and other distractions which are not suitable for a training center. The plus point of the Dreams Curtains Designs is; it has the ability to hold a large number of individuals. This structure can be accessed on foot. There is a large parking space that can accommodate over 90 vehicles. The significant disadvantage of the site is; the presence of another adult learning center. Chosen potential site I will base my research on the third building, the Dreams Curtains Designs. This is because the building is still in use currently and not abandoned; which shows its potential and it is the best position for an adult centre for its accessibility to a huge number of people. The change of use of the building to an adult centre will produce positive outcomes. It is useful for a community to have an adult center in that it gives members of the community an opportunity to advance their education to a higher level. A higher level of education means better chances of employment and entrepreneurial opportunities (Hamdi, & Handal, 2005). The adult centre will also bring job opportunities to the community as it will require team members to run it both teaching and non teaching staff (Field, 2006). An adult centre will also bring about other facilities in the community like libraries, book shops, cyber cafe, hotels, restaurants, taxi services among other social amenities that will ultimately improve the quality of life for the people in the community. It goes without saying that these changes will improve the economy and social status of the area. Another factor to consider when surveying is transport links. It is necessary that the classified site, has good reliable transportation (Zmud, Lee-gosselin, & Carrasco, 2013). This site has excellent transport links as it consists of significant traffic junctions; therefore there would be no need to construct new stations, which would bring about adverse effects such as land and property inflation. Problems on the chosen structure development of usage Should the premises change usage to and adult centre, there would be problems to the people of the community. To run a business like this one would require a lot of manpower in terms of employment; and so the building hosts a large number of people who work there on a daily basis. Unemployment would be a significant issue to the community. Most manufacturing companies hire a high number of people, and also open opportunities for other people in the same area of business for example; transportation of goods, marketing, and distribution and if this were to happen, it would add to the list of the unemployed in the country which will in turn affect the economy (O'Callaghan, 2010). Socially, the community depends on the possible proposed site as a curtain manufacturer factory. Closure of this business will socially affect the many community members in that they will lose touch with their social lives as well as their daily income. Change of usage of this site will greatly affect the community socially. Another problem is the presence of an adult center in the city. In this case, there is a community college –London Community College- in the area and so efforts to set up another adult centre will be greatly opposed. This could be because of several reasons like completion among others.Another adult center in the area would mean that more courses will be offered to the community, and also the quality of education will greatly increase; because there will be no congestion of students in the adult centers (Tight, 2002). The general public is another vital factor to be considered when surveying for a set up site (Roberts, 2009). If the public disapproves of the area or the building identified, then it is likely that the set up will not be successful. Therefore having a positive public opinion and taking into consideration the public say is vital. The area has a high population of people as it is home for the large Metro Central Heights Residential blocks therefore, setting up another adult center will be useful to the community. The state’s approval will also have to be considered because the institution will need to be licensed and approved formally to make it legitimate (Thomas, 2003). Therefore, the site on which the building is situated should be as per the government policies on land and construction to avoid being on the wrong side of the law (Smith, 2003). Approvals from other relevant persons should also be considered for example; the stakeholders involved in the property. They will have to agree to give up the premises for the proposed project, and without it the project will not materialize. The stakeholders will have to be approached so that the project and its benefits to the community can be explained to them; and also why their building is the perfect place for the project (Freeman, 2010). This will also have to be done in good time so as to allow them to think about the proposal and look for another place for their business. In conclusion, I would like to say that the law passed by local authorities will be of great benefit to all communities, and they should be made available everywhere.
