Otherwise, we fail to reject the null hypothesis. Then if it is greater than -1.645, we will fail to reject the null hypothesis and say that the test was not statistically significant.

Possible reasons why the sodas have less than 16 ounces
The instruments being used have not been calibrated.
The quality control testing machines and methods may be outdated.
Maybe some of the staff members have inadequate skills on how to handle quality procedures.

Calibrate all quality control instruments.
Test all the machines to find out if they are still functioning properly
