Governance Organisational Decision Making The organisation has a community based structure for governance. The grass roots structure is built upon ten elected members from the community that serve as the management of the Centre. The community serves as the beacon for decision making. Members of the management are entrusted with making decisions on problems and issues confronting the community. Decision making involving community members aids in creating a more coherent picture of community requirements.
Service Delivery ModelThe following services are expected from a family worker:1. Engagement, Referrals and AssessmentAll incoming referrals should be responded to;Provide relevant information, advice and continued support to identified families in order to encourage their participation in providing services;Provide a comprehensive preliminary assessment for service needs;Offer families any information and discuss any available services that address their specific needs and to offer referrals to other services as deemed appropriate.2. Direct ServicesThe client’s service needs will be assessed in regards to both multiple as well as complex needs and priority will be given to families in the greatest need;Offer support as well as intervention through for example parental education for child development, managing behaviours, home support services, organising households, budgeting etc.
;Create a case plan that has agreed upon outcomes in consultation and with agreement of the client that reflects the client’s assessed needs;Create, advance and implement a complete referral system which ensures the provision of appropriate services to families;Provision of indirect familial support through assistance and advocacy for establishing sturdy connections between family members as well as care for children;Provision of any other services as deemed appropriate.3. Group WorkCreate and advance well structured cluster programs for families aiming to garner personal and social development.4. VolunteersIf need arises, volunteers should be recruited and trained in order to provide greater support.
Connections and AssociationsCreate and advance pathways for referral to key agencies such as education, human and health services which would include schools, health institutions for primary and mental health, Families SA, contraband services, homeless shelters etc.;Contribute to and participate in regional and state wide family servicing networks such as The Child and Family Welfare Association (CAFWA-SA);Team up with Families SA in order to boost referrals both to and from their services.Pinnacle policy making will still be a portfolio of The Committee of Management whose members will be four service users, four community members, one Uniting Church representative and a Port Adelaide Enfield Council representative.
The power level below this will be composed of a coordinator and a family worker who will be on par. The coordinator will head the tutors while the family worker will head the volunteers but both will be at par.The administrator’s role is served by The Committee of Management in the Centre. Its various functions are to decide the agency’s purpose, to create and implement administrative guidelines, allocate funds as deemed appropriate to run the Centre (Buckley 2007, pers.comm.9 November; Sheafor & Horejsi 2006, p.64) etc. In much the similar way Sheafor and Horejsi (2006, p.63) delineate the administrator’s roles as planning, developing and implementing various policies, services and programs in any human service organisation.
