Abstract There arte many causes of vegetation fires that are in many countries. This leads to reduction of productivity that can be received in an area. Therefore there are methods that can be used so that they lead to reduction of forest fires in a place. Introduction Many forest fires have been catastrophic in many countries this is because they occur frequently in those countries. Forest fires are very harmful to human survival and also, living things this is because they lead to damage of the top layer of land that can be used for growing of plants that will be important to survival of human lives. Therefore if they have effect to the top layer then it means that it will not be possible to have high production that will cover the high population in that particular country and those will lead to more damage been caused. The main cause of forest fires are high population in that with high population then it means that people will have increased to a point that will have to move and search for means of survival this will lead to burning of forests. These come up because as the population continues to increase then the land becomes limited for the operations to be carried out this means that they will lead to the desire that people have to move in forest so that they can settle and carry out their activities. Therefore this forest fires are very frequent as people will have to interfere with forest so that they can have means and ways of survival. (Bird, 1994, pp, 48) There has been progressive abandonment of rural areas, this will mean that as people move from one place to another then it means that they are ready to have better lives and this will mean that as they move to other areas then they will be forced to interfere with forests because they have already left the areas that could be used for their activities and have gone in other areas where they are supposed to have changes made on them so that they can have the right lives that they have been in need of as they were leaving their rural areas. The unfavorable meteorological situation due to climate change in those changes in climate will have an impact to vegetation structure, this is due to the fact that people have no the right information in relation to climate and this will mean that they will interfere with vegetation leading to many problems. Methods of fire prevention and fighting that has to be used in every place will be similar this is because there are no differences in forest fires and the only ways to prevent them in one area should be the same to be used in another place. In project presentation there is need to have preparation and implementation of common program between local agents in the areas that are mainly affected so that they can have forest fire prediction and prevention, systems and procedures that have to be evaluated mainly aimed at comprehensive fighting of forest fires. In order to manage forest fires then it is important to analyze the core elements and determine where to intervene with new and more effective strategies. The project GRINFOMED+MEDIFIRE has information that can be followed so that it gives the right fire prevention approaches. (Bird, 1994, pp, 46) Objectives This project has the description of forest fore program that is based on the system of monitoring and evaluation of general fire risk and make alerts in the critical situations that experience occurrence of large forest fires. The objectives are to intensify risk monitoring and improve the prediction that has to be made on the areas that are mainly affected by forest fires this is important so that they can balance the use of fire fighting resources during the time when they have this prevention made. Another objective is to carry out specific pre suppression management in large forest areas, this is important because in carrying out this research then they will come up with the right approach that will lead to prevention of fire in those places as in the large forest there is the probability that if fire gets in such a place then there will be high loss as these places have continuous vegetation cover. Another objective is to analyze device images like satellite to monitor fires, drought and also territorial management and control. In order to meet the set goals then the project should have several areas of actions in that have fire danger assessment systems and large forest fire danger prediction systems. One will need to have territorial planning for forest areas and satellite and vegetation. (Anon, 1997, pp, 245) Methodology In this project there is establishment of a common language in terms of fire risk and integration of the knowledge from forest management for the regions that are covered in the project. The project has to achieve a comprehensive management model and have general application of suitable common terms and techniques that will have to compare date and exchange of ideas. (Anon, 1997, pp, 236) Methods of data collection Fire assessment systems and large forest fire prediction systems in this action there are other sub divisions so that they can give clear information on forest fire and they are as follows: risk assessment systems. In this system the information that is required is limited and often the relevant information is lacking this is because there is no sufficient detail at a territorial level. There is vegetation sampling which will include the direct observation of the vegetation and in this observation then one has to do it so that they can avoid the situation where the estimation of risk has no real information on the territory that is covered and has the improvement of understanding of behavior of vegetation in case of forest fire. In this sampling then the information should be received from several plots so that the information that is given will not be biased. The periodic samples are made in the filed and prepared in labs with the use of common instructions adjusted to the specifics of each region. Territorial planning for forest areas in this planning then it is important so that there can be reduction of vulnerability to forest fires and the planning is carried out based on the definition of priority protection perimeters and this rule is defined through making studies of forest area that is potentially threatened by large fires and with this information then one will be able to follow a criteria for area management that is defined as infrastructure management specific to the area in this there is the work plans and maintenance of the areas, there is the study of various possibilities of fire development according to fire starting points. In this action then the work will be done in several phases: inventory whose objective will be to collect information for a description of the current situation in that selected area and the collected information will be based on road network, water points and other sites that a person will be interested on so that they give information that will lead to the right prevention measure taken. Ethical consideration In this project the methods that can be commonly used will be through observation after one has taken several samples. This is be cause there are many plots that have to be put in place so that they give information that one will be in need of. This means that in use of simple methods then one will have clear information on what is required in a place. Time planning There is need for time planning this is because as one will have to go out then one will require to know the time that will have to be taken so that they do not spend a lot of time in one place which will not given the information that is required. This means that it is important for one to plan time. (Andrea, 1998, pp, 28) In remote sensing an image will be received from a satellite and the information will useful because it allow a low cost, rapid and regular coverage of areas that are mainly affected by fire, there will be capturing of types of data that humans can not be able to get and this will mean that they will have extra information on fire. With post fire information then it will mean that the active fire product can be used and in several ways in that one should first support a policing role , second for products can be used to document fire activity in a certain place and it can have information of individual fire fronts and size of fire that contribute the burned area. (Andrea, 1998, pp, 23) There is baseline data that is the information that is provided by burned area products will give the directions that have to be taken so that they can have fire frequency maps that will be produced by a number of successive burned area products. In dealing with forest fires then the public should be aware so that they can have the right measures taken this is because if there is an out break of fire in a place and the public is not aware then it will lead to high damage as they will take a lot of time in dealing with this fire out break. Use of bill boards that can be placed along the main roads, there can be distribution of posters that have several languages this is very important so that they can have assurance that all have been able to get the information the way it is required. There should be use of radio programs in that it can be placed in a radio program where by as people will be listening to radio will be attracted by the information that will be given this will mean that this advert should be immediately before and after news so that they can have many people informed. There can be designing and distribution of a national fire logo so that people can have this logo which will keep them informed that incase of fire they are supposed to take a particular measure. This can also be done through educating people in schools and drama performances this is very important because it will lead to many people been aware of what is required by the nation so that they can fight fire. Another way they can have people informed can be through community level activities in that at a community level, financial and technical assistance can be provided so that they have a cut line construction and maintainace. (Anderson, 1990, pp, 115) Dissemination and outcome Generally in fire management in forest then the projects that are carried out are very important this is because they will assist a person in knowing the right measures that have to be taken. This will mean that in any fire out break then there will be a way through so that they can be able to know exactly what this fire has to be done. Therefore in a fire management the best measures has to be informed to people and mainly the public so that they can be ware that in case of fire they are supposed to carry out a particular measure. (Anderson, 1990, pp, 100) Conclusion Most of the vegetation fires are caused by activities that are carried out by man this will mean that if they do not take the appropriate action to curb the forest fires then there will be more harm to the growing populations. It if therefore important to keep the public informed in case of fire want they are supposed to do. This will change the behaviors of many people because they will know the harm that is caused by vegetation burn and will have to take the right measures to have protection that is recommended.
