Public Governance in the Modern Day Era Introduction There is a growing emphasis on redefining public governance and how it should be shaped in the modern day era. The inability of public organizations to solve the problems of public effectively requires effective integration of technology within the public management in order to increase the capabilities of public organization. This paper will discuss 7 scholarly written articles on the benefits of modern technology for public management and how it can improve public management. Details of Articles Summary of Articles Column 1 Most of the articles taken under this review belong to period from 2006 to 2011 as the requirements were to choose scholarship from 2005 onwards. Colum 2 This column contains the names of the authors whose work has been discussed in this paper. Most of the writers are of America origin however, research work has also been done in other parts of the world also. Column 3 This column indicates that most of the scholarship on the subject took place in the domain of sociology. Most of the authors were sociologists who attempted to discuss as to how technology can actually help to achieve more benefits for the people and citizens. The overall emphasis of the sociologists has been on determining how actually people’s problems can be overcome with the help of technology. Authors on the subject of business have mainly focused upon the connection between how private sector organizations can actually take benefit from the implementation of technology at public management institutions. The overall focus is on mimicking the strategic innovation achieved by public management institutions which have been achieved through technology. Column 4 Most of the articles under review have considered public sector organizations as their unit of analysis. More focus has been on the interaction of technology with the public sector organizations. Most importantly, the units under analysis were public sector universities and educational institutions involved in departing education facilities. Research has also focused upon Police Departments wherein authors have focused upon how by integrating modern technology can improving the modern policing methods. Research has also focused on schools wherein effective integration of technology with the learning aids can actually help children to learn quickly and under better learning environment. Column 5 Most of the research conducted has been done through survey methodology wherein researchers attempted to review and survey the existing literature and practices in order to outline how the integration of technology is taking place with that of the public organizations. Few authors have also chosen interviews as methodology to collect data however more focus has been on the survey methodology. Sampling techniques have also been used to define different sampling criteria used to determine how the data will be collected. Column 6 One of the key questions asked as to how technology can actually help to improve the e-governance mechanism. It has been suggested that the next wave of change in the public management will be based upon improving the e-governance mechanism and as such implementation of technology may greatly help the next wave of e-governance. Another important question raised is based upon how information technology has been marginalized in the public management. Research has also focused upon how modern technology can be integrated with the project management techniques and can be reapplied on the public management. Research studies outlined above have also shed light upon how employee performance can be actually managed and improved in public sector organizations if public managers can effectively use information technology. Researchers have also raised questions regarding the role of technology in improving the overall efficiency of police. Column 7 Some of the major findings of the research indicate that the use of modern technology can greatly improve the overall efficiency of the public management process. It has been suggested that by integrating technology with e-governance, governments can improve their efficiency and overall governance mechanism. Further findings also tend to indicate that there is a greater need for developing theoretical frameworks which can help researchers to critically evaluate the link between the two and how modern technology can actually be better integrated with the public management. Some findings also indicate that integration of ICT can actually improve the performance management of the employees and public managers can actually integrate ICT with their performance management systems in order to better manager employee performance. Findings further reveal that the private firms can actually learn a lot from the public institutions to understand as to how technology can be used to achieve strategic innovation. Further finding reveal that implementation of technology within Police department can improve its performance however, there are certain organizational factors which need to be taken into account while integrating IT within Police Department. Column 8 The overall implications of the research studies indicate that these studies can be utilized to improve the employee performance in public sector organizations. Further, a theoretical framework can be constructed to better align technology with the public management in order to take full advantage of modern technology. While implementing modern technology, organizational factors should also be taken into consideration so that resistance to change can be minimized. Private sector managers can learn from public sector managers to implement IT for strategic innovation whereas public sector managers can learn to improve the performance of their employees through modern technology. Conclusion The overall research studies conducted during the period increasingly focuses upon the implementation of information technology in public sector universities. More focus has been made on understanding how technology can actually help public sector universities to improve their performance. Certain themes such as performance management, strategic innovation, learning improvement, better surveillance etc have been highlighted in order to outline as to what benefits technology actually can provide to the public management. It is critical to note that modern research on the topic however, is not narrowly focused and discusses more about the broader areas as to how technology can actually help public management in improving its overall delivery processes.
