There are many things that are needed in a campaign plan apart from the goal and objectives of the campaign. These include the formulation of strategies that are clear enough for the achievement of the set goal and objectives; coming up with tactics that could be employed in the communication of the required message; scheduling of activities to make sure that they fall within the allocated time for the program; budgeting for the resources needed in the campaign process so that all costs to be incurred are estimated; and finally, monitoring and evaluation methodology that will be applied in order to establish the course of the program and carry out control measures in case the program is not on target.

This paper takes a look at the planning process for a campaign program by the government which seeks to pass and enacts legislation. The legislation is aimed at reducing the number of under-16-year-old children who benefit from a free medical prescription and brings about the eligibility on the basis of the means-tested criterion. This criterion stipulates that only parents who earn less than 125, 000 USD per year could be considered for the free medical prescription for their under-16-year-old children.

There is expected to be a public misgiving of this legislation while at the same time the legislators are hoping that the majority of the public will accept and support this initiative for the good of the nation and for the benefit of sustainability. This calls upon the public relations to be engaged in the process so that campaigns can be carried out to make the public aware and see to it that the enactment of the legislation in the next six months succeeds. The role that public relations concepts play in this campaign program is very crucial to the success of the legislative agenda.

A conclusion is made at the end of the rationale and this part gives a summary of the issues that have been discussed throughout the paper.
