?First 5 Ventura County and Local Economic Development Introduction.Early Childhood Education is providing education services for children starting age 6 through nursery schools, pre-schools, or play clubs. A lot of parents are embracing this because of the many positive effects this gives not only an individual child but at the same time society as a whole.Some of the good effects of which holistically would be an improved socialization by nurturing interpersonal skills early; develops resiliency and good adaptation skill as children are exposed to different kinds of settings that would promote logic, problem-solving, comprehension and etc.; and lastly, trains children at an early age to be more independent as they are being made to do things on their own (Developing the Workforce in the Early Childhood Care and Education Sector Background Discussion Paper, 2009). The First Five Ventura County.First 5 Ventura County is an organization that supports early childhood education by helping families get easy access to affordable and high quality preschool. This is because early childhood education has been proven to produce highly productive and developed citizens. First 5 Ventura County believes that the first five years of a child is a very important phase that is conducive to effective learning (First 5 Ventura County| First 5 Ventura County, n.d.).This program aims to promote not only health in children but at the same time create wholesome and favorable environments they could thrive and hone them to be productive citizens in the community in the future. This is done by educating children early and preparing them to be equipped to face real life challenges. Thus, children in The First 5 Ventura County are given easy access and high quality preschool facilities. This is based on research that concluded the relationship of each child’s success in being a social and intellectual being to early education. Those that got education at a later age did not show as much success in school and society as those who did (CED, 2002). If societies start educating their children early, we will create people that would be considered lucrative in the workplace and society. Early education and local economic development.Looking at the strongest benefits of early childhood education, economic would be the first that comes to mind. Dr. Bartik, who studied the probability of creating a generation of skilled workers through early childhood education proved this true. Results show that by looking at the program in a long term manner, children who are exposed to cognitive and logical scenarios at an early age will become more creative, adaptable, and well-rounded future employees for local businesses (the First 5 Ventura County Strategic Plan FY 2010–2015). According toDr. Bartik, the key to an effective economic development strategies that would help promote higher per capita earning in the local economy would be to establish significant business incentives. Moreover, they need to directly encourage businesses to expand and increase the quality of the local labor supply which would be made possible by producing a generation of workers that are strongly considered as assets in the company (What Measurable Human Factors Drive an Individual’s Business Performance, n.d.). The strategic planning process.Funding early child education is correlational to economic growth. Individual productive capacity honed through early education & training is human capital. By starting to embrace the 5 Ventura County Program,individuals will become more productive through an increased human capital that will subsequently reflect a higher pay (Tatlah, Naz, &Iqbal, 2011).This will then result to a stronger buying power and lessen the problem of poverty. Criticisms on First 5 Ventura County Policy. Though the idea of early education is faced with criticisms such as it not being an effective program in times when economic rate is zero, 5 Ventura County program still leads to a good outcome when seen in the big picture. There is no doubt that there are a lot of positive effects of early childhood education. Despite the early investment parents are going to have to make, it is guaranteed that the fruits of education will overpower the costs. An example of which would be a child’s ability to at least get a decent job and being able to support oneself independently. However, considering poor families who are not able to afford early education, there is an alternative for the government to still make this possible: making the cost of education cheaper by building more public schools for free but still promising high-quality training (Tatlah, Naz, &Iqbal, 2011). There are also significant benefits that come from promoting early education. Some of which are equality in opportunities of making wealth for everyone and a potential for better social and economic circumstances. With free primary education, there will be a decreased number of poor children to remain uneducated that in the long run would lessen issues of poverty, crime, and a wide economic class gap (Education and Poverty Eradication, n.d.). Also, producing a whole generation of schooled individuals would not be a burden for the government to make more jobs available for them because the market for persons with scientific, professional, and technical training is international. This has been proven even in the early days where the U.S immigration, in the year 1962, had needed people skilled uniquely and hired half a million population that had engineering, professional, and other specialized training. If this was a need yesterday, how much would it be today when globalization and modernization is at its peak?(Tatlah, Naz, &Iqbal, 2011). Promoting Early Education. With all these said, there is a need to build more childcare and preschool centers to make this program flourish and achieve their mission vision for the society. Certain policies and programs should be made effective, including funding systems which plays a big role in allotting budget for building these facilities that would make early childhood education affordable and accessible to parents and their children. Also, with adequate funding, fewer kids will surely not miss out on school and get quality education that is a right everyone should enjoy and cultivate (First 5 Ventura County| First 5 Ventura County, n.d.). Conclusion. Indeed, as the development of humans are of utmost importance because it affects not only individuals but also institutions and the whole community, investing in better and early education would promise us the highest level of human capital, more-benign politics, less violence, and more political stability, which is basically some of the basic ingredients for a successful and peaceful society (Mamoon&Murshed, 2009). With this in mind, First 5 Ventura County is the policy that is key to not only promoting early childhood education in certain states but making the program mainstream in the future, to benefit the local economic conditions of every society. The planning and most especially execution for this project is critical for the success of the new program, yet the obstacles and challenges pales in comparison to the benefits we will all reap in the future – the creation of a band of high skilled population and good workers.
