Government as Catalyst Grade: July 22, Government must be a catalyst for change. The research delves into collaboration of all parties. The research delves into the Thompson- Perry argument. Government must act as catalyst to ensure favorable collaboration among concerned parties. The Government as Catalyst through Collaboration The government is the catalyst for filling the public’s needs, ultimately supporting the Thompson-Perry argument (Stillman, 2009). The government must catalyze by creating a favorable collaboration or teamwork among the affected parties. Catalyzing includes collaboration. Collaboration includes negotiation, commitment, assessment, and implementation help from all concerned individuals, entities, and groups. Government catalyzing includes favoring maximizing the different parties’ selfish intentions as the groundwork for an action or action that benefits the most number of parties. Catalyzing in includes creating mutual recognizing, collective will, and sympathy of all parties with the aim of coming up with the most favorable alternative solution. The key ingredient to the catalyst process is collaboration. Thompson-Perry correctly argued that the government must act as a catalyst for the delivery of public service. As a catalyst, the government must act as promoter of collaboration (Stillman, 2009). The government brings in all interested parties to the negotiating table. The parties offer their own contributions to the government’s aim of managing the community. The parties help in the decision to implement the best alternative solution to a pressing public service situation. For example, in the construction of highway, the government acts as catalyst among the affected persons. In this situation, the collaboration parties are the vacant land owners who refuse to the government’s intention to buy their land. In addition, the government catalyzes the collaborative efforts of the private construction supply companies and the government’s road construction department to ensure the early completion of the road project. In addition, the government must explain to the affected community residents they must bear with the change, as part of the government’s catalyzing act. The community’s store and restaurant owners are affected by the road constructions project. The road construction blocks the entry of the usual volume of customers visiting the stores and food chains in the area. Consequently, the stores’ current customer volume is reduced, temporarily. The government must assure the affected store owners that the accomplishment of the new road project will bring more customers to the temporarily affected stores and food chains. The government will also catalyze to explaining to the other affected sectors the reason for allocating funds away from one proposed project or current project to the construction of the road (Stillman, 2009). The government will assure the health care patients that the funds allocated for the road projects were not diverted from the health care services funds. The government must also convince the police officers that the road construction funds were not diverted from the funds earmarked for the purchase of high tech crime prevention and control funds. Further, the government’s catalyzing or collaboration efforts includes making all parties understand the limits of the government’s public service. The government must explain that budgetary constraints prevent the completion of many vital government projects. The government explains to the public’s demand to lower taxes that the taxes are meant for the benefit of the tax payers. The government explains that taxes needed because taxes are needed to fund the public service activities like road construction, paying teachers of public schools, paying the police and military officers to keep the peace, health services of the elderly population and the general public and other public services (Stillman, 2009). Furthermore, the government catalyzes by explaining to the public that there are budgetary limits to the government’s capacity to fund health care services. The government explains to the complaining elderly healthcare patients that healthcare costs must be paid from the government’s limited healthcare fund allocations. Government’s catalyzing collaboration acts include getting the public’s support in the formulation of controls that would prevent ethical irregularities and inefficiencies in the management of government resources. To prevent or reduce the strong invitation to commit irregularities, that include corruption, the control of government assets should be divided into smaller controllable units. Doing do would appeal to the public’s will and control. The government leaders must keep to heart that public service is a public trust. Definition of Collaboration Process and Argument Both Perry and Thompson explained that collaboration is grounded on change (Stillman, 2009). Collaboration includes getting the favorable inputs and other contributions and agreements from all interested parties. Collaboration is a team effort from all concerned parties who are eager to help in the accomplishment of government’s public service goals. For example, the government must appease the complaints of one country’s representative the reason why this year’s road construction projection was allocated to one county and no funds were set up for another county’s road project. The government’s collaboration efforts includes persuading all concerned parties that they must do their own share to help in the accomplishment of the government’s overall goal of serving the needs of the general public. The government’s collaboration activities include making all parties realize that the government needs to allocate the scarce public funds to lowering public costs and expenses and providing benefits for the most number of people, especially in emergency response cases. The government’s collaboration efforts include rallying all concerned parties to do their share in enhancing the currently favorable public service performance. On the other hand, the government must exert extra efforts to explain to the detractors of the government’s catalyzing efforts that collaboration from all parties, including the detractors, will hasten the successful implementation of public service projects (Stillman, 2009). The government’s collaboration activities must include swaying the government detractors to trust the government’s intentions to provide the most number of people with government services, especially in terms of peace and order, laissez faire free business environment, health services, public road and bridges construction, education, and other public service projects. The government will persuade the detractors that the essence of the current and future government projects is to provide the necessary government help to all parties, especially the detractors. The government’s collaboration efforts must be in line with Thompson-Perry’s argument that the government must implement public service change. The government must continually implement new government activities that will keep abreast of the constantly changing needs of the community. For example, the government collaboration includes the government’s allocation of scarce funds for emergency situations like floods, hurricanes, California’s forest fires, earthquakes, and other natural calamities. In calamities, the victims will surely be happy to receive government help that includes the arrival of government rescue choppers, police and military personnel searching for victims of natural calamities, and healthcare services for the calamities’ victims. Thompson Perry Case Model Further, the Thompson Perry case offers a different more convincing model. The case shows that government’s public service collaboration model should be public-centered, not government centered (Stillman, 2009). The government must act to help the community. The government leaders must be public servants not kings or pharaohs. As government leaders, the government thrust is to implement the true government owner’s instructions. The true government owners are people who elected the leaders of government. As such, the government leaders must not introduce programs that will serve the self-interest of the elected government leaders (Stillman, 2009). Summarizing the above information, the government should be a catalyst for change. The government must persuade all parties to collaborate in order to hasten the attainment of government goals. The Thompson- Perry argument places importance on collaboration from all concerned parties. Evidently, the government must act as catalyst to guarantee the favorable collaboration of all affected parties, precipitating to faster accomplishment of government goals and objectives.
