The American citizens settled abroad due to personal or private commitments have the right to register their vote; the dependents also enjoy the same right; however, it is important that expatriate Americans and their dependents should be registered with the federal departments and agencies. Under apportionment method, the inhabitants of Puerto Rico, District of Columbia and U.S. Island Areas are excluded from the voting process; the reason because members of U.S. House of Representatives do not have seats from these areas (Lawrence, 1994).

As per the Apportionment method, every state enjoys weight on the basis of its population; the state with a large population has a larger number of voting seats in the House of Representatives. As per the Article-I of the American Constitution, the Apportionment method shall be applied within 10years period. This method has provided legal authority and coverage to the unregistered population of America to cast their votes. The requisite of this system is that the census shall be conducted prior to its application to ensure that new voters are registered and receive actual representation (Lawrence, 1994).
