However, with the reduced budget allocations to the healthcare sector and the regulatory obligation to attain a higher price on healthcare facilities maintaining the quality to be intact, it is quite likely for the medical organizations to face inevitable challenges in terms of quantity issue. For instance, in order to offer services with a higher degree of quality assurance balancing the scarcity of resources, owing to the budget deficits, the most probable strategy to be taken by the organizations are the minimization of the quantity of patients.

Therefore, it is likely to become quite challenging for the healthcare organizations to balance the quality and quantity aspects with the imposition of the new healthcare reform (Guardian News and Media Limited, 2012). Hence, the prime objective of introducing this act is to deliver superior quality as well as affordable healthcare facilities for a greater proportion of the American population.

The act also intends to improve as well as to increase the competence of healthcare by incentivizing the doctors, nurses along with the hospitals with the intention of improving healthcare qualities and simultaneously diminishing unnecessary cost burdens on the patients. The major aim of HIZ has been thus to evaluate as well as to test the various delivery methods of offering effective healthcare facilities to the community focusing on their needs in smaller divisions.

In this similar context, HIZ facilitates the improvement of teaching hospitals which in turn is likely to contribute towards enhanced medical facilities restructuring the delivery methods. A few of the most virtuous qualities of HIZ can be identified as it encourages the community leaders as well as the clinicians to enhance the standard of the patients’ care along with decreasing the cost burden over the community, preserving the vision of the industry (Health Care Realty Development Company, 2010).
