Homeland Security, a relatively new agency was created by George Bush after the terrorist attacks on America. President George Bush established the agency so that there would be no more terrorist attacks on America. It can be said that The US Department of Homeland Security came into being in the wake of the 9/11 terrorists to keep America safe from natural and man-made disasters. The aim of this department was to undertake counter-terrorism measures, and in the event of an attack coordinate rescue and recovery actions. The mission statement of this agency is to prevent terrorist attacks and to keep the damages to a minimum and recover from attacks when they do occur. To address these challenges states have to do two things: 1) secure their territory from attack and 2) try to end the threats at their source. The Homeland Security agency helps the states to do this and also analyzes how America and other countries work towards achieving these goals. It suggests measures that states may have to take, such as creating a national infrastructure that is resistant to physical damage and augmenting domestic security. The program also explores how best countries can fight global terrorism by increasing cooperation between countries that are facing a common threat. It carries out activities like coordination between intelligence agencies, domestic nuclear detection and protection of top-level government officials. The department is made up of agencies that take care of customs and border protection, immigration and citizenship services, quick response and recovery during emergency and research in science and technology. Today homeland security measures include a wide range of efforts to prevent terrorist attacks. This void has its own effect. An attempt has been made here to see how the 9/11 attacks and Hurricane Katrina had affected the psychological symptoms of the victims. A disaster is always accompanied with the need for different resources like food, treatment, etc.
As a result of research it was suggested that the urgency, with which the department of homeland security was created after the September 11 attacks, raised the question whether America would successfully fight against the international terrorists, more specifically al-Qaeda and its Taliban allies who threatened the nation.
The school has the highest number of black students in the state with 93% of the students being black, followed by a 4% white, then Hispanic and Asian respectively. Parents’ income in the school is high compared to that of most people in the county ranging between $50-125,000 per annum.
This led to the demise of thousands of people, startling the whole world. This did not just end here, at approximately the same time another hijacked airplane also hit into one wing of the Pentagon and a fourth one crashed in Somerset County, Pennsylvania.
For this case, many aspects of the above mentioned laws will come into play. The purpose of this memo is to highlight how these laws may affect the case and its outcome. I will analyze the issues that are likely to arise under these laws for this particular case.

According to Alperen (2011), the Department of Homeland Security is a cabinet department within the United States federal government and its is mainly mandated with the task of protecting the territories of the United States and strategically responding to potential natural disasters, terrorist attacks, and man-made attacks to ensure that they do not occur or possibly reduce the severity.
The Department of Homeland Security was established in November after Congress passed the homeland Security Act in 2002. This facilitated the combination of over 20 federal departments in the United States of America making it a more integrated and effective department.
The author states that the U.S Department of Homeland Security has a wide jurisdiction that includes immigration enforcement, cyber security, countering terrorism, emergency response to all disasters, and custom issues. The U.S federal government formed the U.S Department of Homeland Security to respond to the September 11 terrorist attacks.
