Facilities management covers a wide variety of services or partial failure of an organization's business and relies on the management of those services. These services include utilities supplies property management, financial management, human resource management and domestic services. It is the task of the facility management to adjust services to suit those of business needs and ensure efficient systems that make sure that there are no no-core activities deliver value for money. The tactical aim of facility management at the national level is to ensure that there are improved infrastructure and logistic backing to businesses of all kinds across all sectors. However, at the local level the primary objective is to ensure an efficient management of facility resources and services in providing support to the operations of organizations. Therefore, it can clearly be stated that the core function of the facility management is resource administration, at tactical and functioning levels of support. According to [Atk09] the most important function of the facility management is to operate, maintain and improve supporting services so as to create an environment that will support the primary processes objectives an organization. The performance measurement emphasizes on the quantification act, whereas measurement is the quantification and action lead to performances. The role of a facility manager and the discipline of the facility management is evolving to an extent that many managers have to perform and operate at two levels: an operational level and the strategic level. Security Manager One of the most significant personnel’s in any given organization is the security manager. Despite the fact, the roles of a security manager may differ from one organization to another, the primary function of the security manager involves the overseeing of the security operations of that firm. The security managers formulate and enforce security measure so as to ensure that the business has a secure and safe business environment to carry out its functions. The security measure also involves that of the visitors and the employees. Security managers have key responsibilities that are important for the business to ensure a smooth daily operations. A security manager in charge of an information technology company has the responsibility of making sure that the computer network safety is always active. The network security should also ensure that no persons with or without access can penetrate through the network. Network security is still fairly young, and new threats emerge each and every day thus regular updates for the network security are necessary. It is thus the responsibility of the security manager to ensure that the system is at all times secure. Should at any point the security manager realise a breach in the network, instant changes are made to ensure that the system is secure once more. An IT Manager has one primary role that is to control the access to valuable information. Better understanding of all the technological threats that exist in the present world of computing is a major trait the manager must have. Network firewalls must be established, and an intranet must also be maintained. Data traffic monitoring by the manager should also be taken into consideration while still making sure that the network is secure. It is necessary for the information security manager to familiarize with the possible threats associated with the vulnerabilities in all types of operating systems. Millions of people would be affected if a hacker ever gets hold of sensitive material that the security manager was in control or charge. Classified information, military information, or even personal information could get into the wrongs hands if a hacker ever got into an organization's database and network. These are some of the key areas that the security manager should be very keen to monitor and always deal with on a daily basis. It is the responsibility of the manager to deal and stop this kind of issues if they ever happen. There is another type of the security manager in charge of security operations at an airport terminal known as Transportation Security Administration. This kind of leader is in charge of superiors, leads, and transport safety officers. They oversee the daily routine operations schedule and training schedule to make sure of optimal security coverage on the screening checkpoints. The roles of the manager are to manage screening checkpoints, recognize and recommend corrections to any improper use of equipment or testing procedures. They also manage the performance of the employees, coordinate incident response on a local level and most important coordinate with other airport officials to maintain security throughout the terminal. The duties of the security manager correspond with the goals of the organization that is to ensure and provide secure travel and protect their customers and employees. Any security manager should have self-confidence and instil the same confidence in their workforce. This helps ensure that the travelling public, airlines and all person’s on an aircraft arrive at their destination safely and in a no worry environment. It can be an involving task for the security manager dealing with a physical security presence and personalities of everyone involved. The management of the screening operation is the primary key responsibility of the TSA safety management[Suc95]. It is the duty of the TSA security manager to ensure that all procedures are followed according to the formulated standard requirements. Any deviation from the required procedure calls for an immediate action from the security manager to rectify it before it can cause panic to the employees and the traveller in the terminal. In the case a situation is left unresolved; an incident may occur where it is discovered that procedures were not followed, and disastrous happened to the aircraft. A security manager also has the responsibility of evaluating the performance of each employee. It is the work of the security manager to ensure that the security manager all staff know the required standard procedures that are to be followed and are proficient in their work. A threat could occur if, for instance, an employee who is unfit for a certain task was allowed, by the manager, to continue working, this could result to an aviation that. TSA is also responsible for the coordination and resolving of an incident in case it occurs. In any terminal, the security manager is regarded to as the point of contact for all operational needs [Suc95]. The security manager makes informed decisions and acts as a liaison with the Federal Security Director based on the situation at hand. If a situation were to occur and the decision-making process involved multiple people, the information may not be conveyed quickly or accurately and would lead to further disruptions or results to more dangerous scenarios. Facility Manager A facility manager in any organization is a strategic planner that helps with the daily routine functions of the industry, paying particular attention to the premises on which the business is located. The facility manager is in charge of many different aspects of the company’s operations ranging from the vendors and contractors to arranging for maintenance and looking for new ways to lower costs. Multitasking ability is a requirement that a facility manager should portray so as to be effective in their work[Smi85]. One of the key tasks of a service manager is the maintenance. Maintenance could include building, premises and any equipment that is located on the property. Maintenance is reflected as one of the most important priorities for the facility manager to ensure that all the areas are well maintained and are in good working condition. Cleanliness of the property is also a part of the maintenance, and as a facility manager one should make sure that any catering place meets the required codes. The facility manager does operational cost. It is usually the responsibility of the facility manager to search out to help cut cost while at the same time marinating the business premises. The manager creates a budget for all the expenditures of the respective department and works through the year to keep costs within the estimated amount. The service manager makes any adjustments in the budget. The service manager has the duty of ensuring that business resources are effectively managed and that every expenditure works towards creating a more efficient work environment[Smi85]. Contract negotiation with the clients and vendors who work for the organization is the work of the facility manager. The contracts range from advertising to lawn care and catering. A facility manager obtains bids for a service from many different providers before agreeing to contract services from the vendor. This act of first analysing the requests helps the facility manager to make sure that the firm will receive the maximum net gain from the money that it spends. It is the responsibility of the facility manager upon agreeing on the price, to draft and make any necessary reviews of the contracts and prepare documentation or presentations on the work being done for the company owners. It is the work of the facility manager to ensure that work is completed on time and according to the contracted agreement once it starts. A facility manager is concerned with the operating and maintenance of commercial and industrial properties. This function be carried out by a staff, by in-house corporate or an outside firm specializing in facilities management. The services may include sports complexes, hospitals, hotels, retail establishments however in business the term is mostly used to refer to factories and office buildings. It is the work of the facility manager to provide janitorial and maintenance services, security and managing telecommunication and information systems. It is the obligation of the facility management to create an environment that encourages the safe production that pleases both the customers and the clients and meets building regulations. A facility manager may be an employee of a company that deals with a facility or is increasingly advancing the use of the facility. The work of the service manager in such a situation is to ensure that the facility management company works to the right and the appropriate order. Due to the complexity and different scope of the facility management arrangement that exceeds the capability of any building occupants the management has become very common complicated. It leads to the hiring of contract managers who perform and work in the interests of the company so as to achieve its goals. Some companies hire contract facility managers to manage an entire complex or just one part of an extensive operation. The facility managers engaged may specialize in operating mailrooms or even in the provision of janitorial services. The appointed facility managers are expected to realize a profit for the business from their expertise in their field of work. For instance, a contractor whose work involves the management of data processing systems may bring technical know-how that its employees may have great difficulty in cultivating in-house. Contract managers also have other benefits apart from just efficiency and expertise. They help reduce the owner’s liability related personnel. If a firm hires a contract manager to manage one of its factories, then the organization can substantially reduce headaches related training, staffing, employee benefits and worker grievances. It also helps eliminate general management and payroll responsibilities rather that wrong and tracking cheques for the entire staff since it directly pays the facility management firm. Companies that hire facility managers can easily without worrying of hiring legalities reduce or increase the number of employees as it wishes[Smi85]. Conclusion The security manager has very many responsibilities and is a vital asset to any organization. In each and every society security is the key and most prioritised objective for those who are selected for the position of the security manager. Security can involve performing and checking performance evaluations on the safety officers, ensuring that there are no outside threats, safety and security are the primary objectives. The TSA security manager are based on protecting the travelling public and maintaining order within an airport terminal. The roles of an IT security manager are to ensure that private and confidential information in the cyberspace does not at any time become unsecure. The security managers ensure that people do not cause any harm to the public and ensure the safety of the people. In any business, the facility manager is expected to contribute to the overall business strategy by providing cost savings and return on investment. Large plant manager now routinely use integrated computer systems that track building functions, space management, staffing and finances. The large portion of the benefit provided by the contract managers is not directly related to facilities management. The facility manager in any firm acts on horizontally oriented market. The relationship between the plant manager and enterprise functions concerning human resources, real estate and information technology functions has increased. The key responsibility of a service manager is to guarantee that there is life safety. The task of ensuring life safety is accompanied by a myriad number of duties.
