1. An international airline while looking to draw an Emergency Response Plan need to consult different managers and external stakeholders so that a proper plan which looks at developing contingency plan can be ensured. Some of the managers and external stakeholders who should form part of the emergency response plan are the flight crew which includes trainer and examiner; the air traffic controller responsible for controlling airlines; the managers entrusted with the role of airline flight operations and ground operations; managers at all levels who are associated with the development of a disaster contingency plan; consultants having knowledge and experience in the field of aviation related contingency and consultants who are related to aviation business. In addition to the different managers the external stakeholders like supplier of contingency equipments, fire fighters, disaster management team and other skilled and knowledgeable personnel need to form part of the emergency response plan. The prime reason for having so many people at different position is that the emergency response plan to be executed properly will require the coordination of different managers and personnel at different levels. This makes it imperative that while drawing an emergency response plan all concerned people are included so that they have the required knowledge regarding the information and can act in the determined manner. This will facilitate the process of carrying out operations and having experienced and knowledgeable personnel will ensure that people different skills and experience of the person will be sued while dealing with the contingency plan. This will help to maximize the chances of recovery and having all people involved which included the internal and external stakeholders will maximize the chances of dealing with the different issues in relation to emergency response plan in the most effective and beneficial manner. 2. The crisis management centre for managing the aircraft emergency event will require different people to come together so that different roles can be carried out in the best manner. It will require different personnel to carry out the different roles which are as described below. The different roles of different personnel are flight crew which includes trainer and examiner will look at determining the manner in which flight takeoff and landing is maintained. The air traffic controller is responsible for controlling airlines and reducing the risk so that no accidents take place. The managers entrusted with the role of airline flight operations and ground operations and having all the equipments and other tools in place so that in case of contingency the plan can be developed and used. The managers at all levels who are associated with the development of a disaster contingency plan need to ensure that they are executed properly and if required a contingency plan should also be developed in case the main plan fails. The consultants having knowledge and experience in the field of aviation related contingency and consultants who are related to aviation business should ensure that they provide required expertise and advice to the team. To execute the plan properly workstation need to set all around the airport so that in case of any contingency response plan can be activated. This will also require that the different people involved in the contingency plan have a communication tool so that they can talk to each other and carry out the necessary steps. This will require a communication tool like a walky talky so that all the responsible person can talk with one another in case of a disaster and are able to take appropriate steps which will help to reduce such the impact of such a mishap. 3. In case of a fatal accident the staff welfare team will be responsible of carrying out the rescue operations and look towards preserving and saving lives of people. On the forefront the process will require having fire fighters so that in case of fire the fire fighters are able to act to extinguish the fire and at the same time evacuate people from the accident site. It will require having a team of doctors, nurses and other ward boys so that necessary treatment can be provided to the needy and at the same time ambulance has to be provided so that the seriously injured ones can be transported to the nearest hospital. In addition to it the process will require a team of police to cordon of the areas so that movement of people is restricted which will help to reduce the chance of creating panic and will also help to ensure that the different operations will be carried out easily. The rescue team will also require people who are willing to help so that the entire process can be carried out in the most effective manner. To support the rescue operations having a team of people whose task is to deal with relatives and friends of the injured and deceased is important. Having a proper help desk which will provide all the information will help to reduce the chances of spreading panic and will thereby help to control the manner in which different strategies are adopted. The different team which has been developed will have to look at continuing their work till the entire rescue operation is carried out and will continue to work till the situation is fully controlled and the required help to the different needy personnel is provided. 4. It was important that the risk associated with volcanic ash to be foreseen as the prime job of the aviation sector is to ensure the safety of passengers and all other aspect comes after it. This clearly states that it is imperative that the process looks at identifying even the slightest risk which can impact the lives of passengers as the opportunity to save life of people will be largely limited after the occurrence of the incident. It was important that the aviation management team along with the disaster management team to identify the risk much beforehand. Since, the volcano was active for the last few days and environmentalist were saying that the eruption could occur any time so it was imperative that the aviation team should have identified the risk and should have developed a contingency plan to deal with it. They have rated the importance of safety prior to the financial analysis as the impact of an incident could have been huge and would have raised questions regarding the manner in which the aviation sector carried out different roles and responsibilities. Instead some analysis and expenditure was required in that direction so that they have better resources and information available to them. This would have also required having a plan and team ready in case of a mishap so that things could have been controlled. To reduce the financial loss the route of airlines could have been altered and the area where there was risk could be used as a no flying zone. This would have helped to reduce the financial loss and ensured safety. Maybe the airlines could have also rescheduled their flights and operations and would have provided prior information to the people so that the flights could have been used in other routes as the airport was shut down for operations. 5. The work which is carried out by the ramp crew staff is a job which has high risk associated with injuries exposure. Firstly, since the process requires the staff to pick up heavy bags and luggage will result in back pain and other type of muscle related injuries. In a similar manner since the ramp staff don’t have enough space to stand still and have to remain on their keen so it increase the likelihood of having problems in joints or problem on the neck. The major risk for the personnel is injuries which could also arise during the process of transit as throwing and passing the luggage from one personnel to another due to acute shortage of time will result in increasing the chances of having an external injury. The staff are thereby liable to both external and internal injuries as the need and requirements of the job are so stringent that it maximizes the overall risk and increases the chances of injuries. The risk can be reduced by increasing the size of the space where luggage is kept so that people can move freely and are able to carry out the different role without any hurdle. Further using a more mechanical process and relying on machines will also help to reduce the risk as carrying out the entire operation with machines will reduce the dependence on humans and will thereby provide an opportunity to reduce injuries. The airlines further have to increase the time which is provided to store the luggage so that they are able to do the different job at ease and while carrying out the different operations are able to preserve their lives and recue injuries. The process thereby requires looking at different dimensions and angels and developing a process which identifies the risk and helps to reduce those risks. 6. To reduce the exposure to noise while handling the baggage at the airport one of the best way would be to use earmuffs. This would have reduced the magnitude of impact which noise pollution has on ears and would have provided an opportunity through which overall impact would have been reduced. This would have been matched by improving the comfort level especially at times when no work is being carried out. This would have to relax the ears and would have ensured that the relaxing again activates the person to carry out different activities. Further, to ensure safety regular checkups need to be carried out and based on the advice given by the doctor the process has to be carried. Also, the overall mechanism can be slightly refined by ensuring that communication is passed on to the person who is concerned with the job and all other people are not communicated. This will require that the communication method is developed and having push buttons which helps to link with different people concerned with different roles will relief the personnel from being communicated. This will help to directly address the person concerned and the other people don’t have to undergo the process of hearing to the communication not meant for them. This has to be matched by developing a process where the volume and decibel at which message is passed is low and doesn’t impact the ear very strongly. This will adhere to the safety aspect and will help to develop an overall mechanism through which better control will be achieved. The entire process needs to be further streamlined and developed so that the manner in which communication takes place is effective and helps to pass on the correct message to the concerned person.
