Organizations need to excel in their delivery of services and the provision of products in order to reflect good images among their stakeholders. Excellence in service delivery, as well as the production of products that are required by customers, depends on how innovative organizations are to determine the types of service and products that customers want. Service delivery in the public sector is premised on the systems that public organizations have in place to manage their various operations. The top management of organizations is thus charged with the responsibility of ensuring that organizations meet the needs that their stakeholders expect them to meet.

The operations of organizations can be said to be pegged on the institutions or rules that define them. These institutions are embodied through the organizations’ commitment to excellence in service delivery through their top management as well as other ranks of employees, the values that the organizations hold, commitment to deliver public value, commitment to service quality and innovation, and delivery of creative service among other factors. Organizations are thus subject to institutional pressures that call upon them to implement change, the top management’s commitment to the delivery of service quality and innovation, the obstacles that may hinder the objectives that organizations set. One of the potential challenges is organizational slack, which according to Nohria and Gulati (1997, p. 32), is defined as “the pool of resources in an organization that is in excess of the minimum necessary to produce a given level of organizational output.” However, organizational slack is not necessarily a bad thing as it can be exploited for the better of the organizations, as will be discussed in the literature review section on this paper. The interaction between these factors can be conceptualized in the diagram as shown below.


Against the background information that has been outlined above, the purpose of the proposed research is to investigate how institutional pressures affect the commitment of top management to service excellence and service innovations and how this is affected by organizational slack. The study will be conducted in a number of public sector organizations in Dubai in the United Arab Emirates including the economic development sector, the social development sector, the health and safety sector, the infrastructure and environment sector, and the security and justice sector.
