First responders should be equipped and well-trained to prepare for emergencies. The community should be vulnerable in case threats like a chemical emergency or explosion may occur. 

The first responders have the following responsibilities:
• Should have proper hazmat training and equipment.
• Conduct frequent drills and exercises for possible chemical releases.
• Communicate with the companies in their communities that deal with chemicals.
• Know the key facility contacts in an emergency.
The community should have the following responsibilities.
• Support and maintain an active Locals Emergencies Planning Committee (LEPC).
• Be prepared to evacuate or shelter-in-place if necessary.
• Establish multiple communication systems to notify residents of a chemical emergency.
Companies have the following responsibilities.
• Frequently communicate and openly with residents, businesses and emergency management officials about chemical hazards.
• Train employees to respond properly to chemical emergencies and to evacuate when appropriate.


LERP based on Conditions, Occupancies, Resources, Response Capabilities
A local Emergency Response Plan is a committee that provides information about the chemicals in the community to citizens and develops emergency response plans. LERP has local representatives, police, and fire as members. They have resources to use in case of an emergency like protective gear and trucks for fire extinguishing. The LERP has plans laid down in case of an emergency e.g. emergency response procedures, evacuation plans, training programs for emergency responders, and emergency notification procedures.

Helpful before incident- Training, Planning, Exercises
Local communities have the right and an obligation to know what threats are in their community to know how they will deal with emergencies. They should be aware of chemicals in their community and where they are located. Planning for emergencies, communication, training, and exercise should be done in preparedness for any emergency. Lack of training and communication for first responders and the community are some of the challenges that are experienced in the case of an emergency.

In case of an emergency, the initial responders should have sirens to notify the community that there is an emergency. The first responders should have protective gear and respiratory protection.

Typical ERP must follow the SOP (Standard operating procedures) of the company. This implies that safety training for all employees should be constantly done; as well as the availability of an accident/incident form in case of an accident. An emergency contact no must be available in the facility. Moreover; all chemicals must be stored well as per SOP.
