Administration Scenarios al Affiliation Administration Scenarios Assignment Introduction Incarceration period per inmate depends on perceived rehabilitation duration and act as punishment for offenders. The plan would entail a procedure in which the inmate’s will transit from prison life to the parole program that would require community- based supervision. The plan would suggest procedures to be followed by the department and integrate these procedures with existing curriculum hence ensuring a successful transitional process. The mandate of the director of program would be to design models that will be followed and recommend programs to be followed at the parole departments. The report will identify programs that would not infringe on the inmate’s rights and at the same time not constraining the prison’s budget. Reentry Program Curriculum The objectives set by the commissioners aimed at developing strong initiatives to be undertaken by the prison department. The duration each individual should undertake will be defined in this report. The internal and external environment will be the focus while developing the report. These elements are what will either derail or enhance the success of the reentry program. The curriculum outline will focus majorly on the mentorship programs and collaboration with non-profitable organization hence maintaining the operational cost and enhancing service delivery (Fletcher, 2007). Program Elements Education and training The program will ensure those under parole acquire skills that will enhance their survival in society (Fletcher, 2007). The program would be a continuous process and would commence a month after an individual has been convicted. The parole period will be an assessment period and further training will be undertaken upon which the inmate will be issued with certificates. The aim will be to ensure that individuals do not experience recidivism after their release to society. Training would be based on talents and individual skills. Skills acquired would offer the inmates a competitive advantage in the cooperate world. The training would be based on the budget allocated to the parole department. The training will involve the prison staff with volunteers being allowed to offer services. Mentorship programs The report will be focused on structures of the mentorship program with the desired output being used as an assessment tool. Two models would be applicable in the mentorship program. Group mentorship would be preferred as it saves on time and resources. The one on one approach would be recommended for those individuals who require special attentions. The program will be enhanced by the existing staff and at the same time will collaborate its services with local nonprofit organizations. The mentorship period would be the initial set in ensuring the inmates successful transit from prison life and embrace communal life. The suggested period for the program would be six weeks, which thereafter an assessment would be done, and the result will determine the next step. The main topics to be addressed at this period would be behavioral changes and interpersonal skills. The six-week classroom period will ensure that each pending issues are addressed. The session will be an open one with the inmates expected to ask and suggest a way forward. Case management The program will be determined by the outcome of the mentorship program. The players at this stage will be nonprofit organization and the federal government. The program will ensure that the parole department sets a period in which each inmate released are able to access vital documents including driver’s licenses and offer housing for these inmates for a specific timeframe. After ascertaining that the inmates have undergone a mentorship program, a discharge plan will then be designed. The vital documents will be arranged for and housing provided for a specific period. The main aim for this program will be to monitor closely the released inmates and hence ascertaining behavioral changes. The drug addicts under this program will be monitored to avoid a relapse during the recovery period. The prison correctional department will be mandated to ensure the released inmates undergo a full recovery program. The Nonprofit organizations will ensure the logistics and financial aspects of the program are catered for. Employment opportunities The parole departments should ensure the period in which the inmates undergoes the case management, mentorship, and education programs is adequate enough and that the released inmate would be able to seek employment in any organization. Inmates have difficulties in seeking job opportunities in state and federal organs upon their release. The parole will work with selected organization, which will offer job opportunities for a specific period. Upon expiry of the period, the organizations will offer recommendations and referral to other firms. Being a state organ, the correctional facility will formulate a memorandum of understanding with other state organs to offer employment opportunities to the released convicts depending on the nature of crimes- committed. The final approach will be to collaborate with community-based organization, which will offer centers where these individuals will display their talents through music and art. The collaboration with these organs will ensure that the facilities operate within the set budget limit and at the same time offering quality service. Assessment process The parole departments will determine whether an inmate is ready to be released to society using various approaches. Upon the completion of training, the individuals will be assessed through tests and exams upon which they will be recommended to join a mentorship program. The six-week mentorship process will involve assessing behavioral change. The department will depend majorly on recommendations and individual monitoring to ascertain a successful transition. The result of the two programs will ensure that each inmate is released to society. Coordination of staff The institution staff will be mandated to coordinate services with the parole department with an aim of achieving a common goal. The mentorship and training process would be coordinated between the two departments and upon recommendation from the institutional staff; the parole staff will design an action plan. This will enhance an informed decision-making and create room for improvement. The rehabilitation process needs to be continuous and the coordinated activities will be the ones to ensure the set obligation under the correctional facility are realized. Assignment 2 Overview In order to ensure the smooth operation of the correctional facilities, a proper plan and budget needs to be formulated. The budget should focus of the activities of the facility within a ten-year period. A budget is driven by goals and number of programs to included in a given facility. The report will focus on the priorities of the institution and will develop programs to in accordance to value and objectives of the facility. The challenges facing the institution range from employee’s welfare and the increasing population of inmates in the facility. The facility is then challenge to expand its capacity and innovate methods that will ensure that the population is sustainable within a ten-year period. The work of the program officer is to evaluate the impact of existing programs and introduce new programs to supplement existing ones. Challenges Overcrowding Overcrowding at the facility is imminent; this is resulting from an increasing number of juvenile offenders and female offenders. The increasing number is threatening to stain the available capacity hence may result to human conflicts and management crisis. The other projection in the coming years is that there will be an increase in the number of hardcore criminals. These criminal are required to be detained over a long period. This hence describes an influx trend of inmates being admitted while less being released. The result is congestion in the facility and hence need for a cause of action. Other factor to be projected is the increasing number of petty offenders. They tend to service shorter term, but the ever-rising number has posed a major challenge. Their undefined number then makes it difficult to account for programs to ensure appropriate measures have been undertaken. Overstrained staff An increased inmate population means that the number of staff needs to be increased to ensure quality service. The current staff is effective and has the ability to manage the current population. The next 10 years would see the size of the inmate double and hence constrained prison staff. The staff needs to be used to address challenges that face the facility and use them to avert future problems. Models to ensure additional staff and improved quality would be determined by the number of inmates being added to the existing population. The staff also lacks the essential element required to operate high technological equipments hence they resolve in using ancient models in managing the facility. The workload per staff is likely to increase over the next ten financial years and hence need to address the issue before it escalates into a human crisis. Technological advancement The current staff has the ability to handle only the existing technology at the facility. In order to ensure advanced management, there is need to introduce new technologies to handle both the inmates and the staff. The ten years will mean that the facility introduce a biometric register for its staff with an aim of accounting for all its staff and increasing effectiveness. The facility also needs to introduce Radio Frequency Identification tags (RFID) to tract and manage inmates. The current technology involves only the CCTV camera, which are vulnerable to manipulation. They method is also involving as close supervision and attention is required from the staff. Staff management has been a major challenge to the management department and hence most of the staff tends to ignore set procedures and terms of service. The biometric register would manage the staff and provide data on staff’s activities. It will be used to design schedules and assign work leaves for applicants. Action plan Expansion program The current capacity is constrained and need to offer both capacity expansion and program expansion. There is need for the prison department to offer alternatives to petty offenders. Community service and organizational- based programs should be included in the long-term programs to ensure that fewer inmates are handled at specified period. There is need to expand existing capacity and repair idle capacity hence paving way for space. This will ensure that within the ten years the capacity of the facility is in line with the number of prisoners being admitted. The expansion program will increase the capacity hence dealing with the congestion problem. Staffing The department needs to ensure that the available labor force is proportional to the number of inmates. The available staff should also undergo training to ensure that modern models of operations are utilized and effective means of case management is aired out. The training period needs to be defined; the initial cost of training will be higher as the process will involve outsourcing. The third year will see existing trained staff mandated to carry out the same service to their colleagues. A recruitment process would be undertaken based on the capacity available and the number of inmates admitted. Technology The introduction of technology will be aimed at ensuring the staff operates effectively. The introduction of RFID will enhance surveillance and increase the effectiveness of the existing staff. The management will be required to use biometric register to manage staff. The usage of the technology will be base on a training program enhanced by the human resource department. The procurement of the equipments will be based on competitive bidding and the lowest bidder given the tender to supply and install the systems. Training of staff and familiarization would be undertaken during the first year of the plan. Budget estimates The estimates will be based on the current market prices bearing mind depreciation and appreciation of equipments. They would be drafted based on the annual budget requirement. The plans to develop the facility and ensure effective models in the administration of the facility will be in line with the mission of the facility. The aim of the programs is rehabilitation of 1000 potential inmates under new programs and utilizing traditional programs to enable effectiveness. Programs in this report will be implemented depending on the nature and magnitude of the offenses committed. The incarceration period would be a factor in assigning officers and prison. Action Programs Education and recreational program The program is design for all inmates regardless of their incarceration period. The non-compulsory program is aimed at equipping the adult male inmates with basic skills to undertake a general education exam at the facility. The requirements of the program depend on the facility’s assessment of the inmate and a test done to gauge the levels of knowledge. The education program contains different levels. In order to transit to the next level one is required to complete the previous level and profile proof of completion. The length of conviction is not a factor while enrolling inmates into the program. The staff would facilitate tools needed to enhance this program. This program has been in use and should be replicated at the new facility. The other form of education would be the computer literacy program, which will equip the new inmates with computer skills and enable them access an online facility library. Recreation program for the male inmates are entertained during their incarceration period. The program includes sports, talent shows and television sessions. The aim of the centre is to ensure inmate do not suffer from stress and trauma hence affecting their rehabilitation programs. The program entails a number of group and individual activities that will entertain and ensure prisoners take a shorter period to reform. The programs also are in relation with the basic law principles that allow every citizen to enjoy rights under the constitution. The only right deprived is the right to movement which will be granted upon the completion of their sentence. The prison staff will coordinate these activities with specified periods assigned for the privileges. Transitional program The program would monitor and determine the prisoner’s effort to change. The program would depend on the nature of crime with the drug related offenses taken through a drug recovery center prior to their involvement into other prison programs. Enrollment into this program will be undertaken on grounds that the inmate has served 2/3 of their term. The process will entail each inmate acquire skills that will ensure their survival in society after their release. The program will ensure a time-to-time mentorship and counseling sessions (Thigpen et al, 2007). A correctional officer will determine successful candidates. Successful candidates will immediately be enrolled. Those who fail to meet the requirement will be offered alternative programs in preparation of the program. The period prepares an individual to undergo a reentry program. Reentry program Cognitive- behavior programs The aim of the approach would be to reduce recidivism and high cost that would related from the action. Various models will be design to offer various approaches in assessing offenders before their final release to society. Recidivism would be reduced using Evidence- based practices. Cognitive treatment programs would essential in reducing the number of recidivism. The design approach will be based on each participating inmate is sensitized on the importance of change. The success period would be developed and efforts done to ensure change of models if the approach tends to fail. Assessment of each individual will determine the success of the program. The aspect to be assessed will be behavior changes. The positive behavioral change will call for an action plan to the next phase of the program (Landenberger & Lipsey, 2005). The negative behavioral change will mean the program is below expectation and hence improved and revised models will be designed. The cognitive behavioral treatment will be based on equipping the inmates with life skills and inmates will undertake manager management program. The aim of these skills will be to ensure the individual identifies his life goals and arrange them according to priority. Methods to achieve these goals will be set by the program. This will be an alternative to crime and hence increasing the inmates’ survival to society after release. Family and societal expectation will also be described with the inmate being ready to reconcile with family and for drug user, they will be able to recover and avoid drug intake. The final objective of the program will be to ensure each released inmate has what it take to become an employee. The program will be available for those inmates who have less than six months to serve in prison. Classes will be designed to offer the skills separately and assessment made after completing the entire program. Parole department The department will be added a new program that will ensure that there are models available to monitor inmates after their release. The program will be designed to ensure the inmate reports to specified organs as approve of behavior change and reforms. Other state organs will corroborate the effort and upon negative recommendation, the released suspect will be mandated to undergo a specific program that does not involve incarceration. Those with positive recommendation will be enrolling in a program to mentor inmates and use life experience to advocate for change. The program also will ensure that those qualified inmates upon release, access other social amenities and organize jobs for them. The action will reduce the chances of recidivism. Change evaluation The process will be undertaken under each program and the result will determine the next cause of action. Supervision will be supplemented with behavioral change evaluation. The department will evaluate the inmate at specified periods and upon release, recommendation from the state and society will ensure the objectives of the institutions are attained. The assessment of previous inmates will enhance changes in existing programs. New programs will replace those ineffective and advancement of effective once made upon approval by the management.
