Problem Statement Human resource development is a very important component of the labour system in both the private and public sectors. This means that the development of the labour market; and by extension the development of private and public organizations, institutions and companies depend on the kind of human resource development that takes place within these outfits (quote). This is because the human resource serves as the lifeline of these outfits and they inject a high level of predictability of the survival rate of the outfits. Sadly though, there has not been an effective way of measuring the impact of human resource development in Oman. Once this continuous, it becomes very difficult to tell whether or not human resource management in its entirety is effective in the country. Research Questions 1. How well are companies in the private and public in Oman adhering to human resource management practices as outlined for Gulf Cooperation Council countries? 2. How has human resource managers in various private and public institutions instituted the use of technology in the development of the skills, knowledge and abilities of their human resource? 3. How has the present state of human resource development impacted on employee turnover and employee performance? 4. What systematic plans are needed in the human resource development agenda to ensure effectiveness? Aims and Objectives The overall aim of the study is to identify the effectiveness of human resource development in the private and public sectors of Oman. To achieve this overall goal, the following specific objectives will be targeted so that the collective achievement of the objectives will constitute the singular achievement of the research aim (quote). 1. To identify various structures but in place by organisations in both sectors towards the adherence to human resource management practices outlined for the Gulf Cooperative Council countries. 2. To ascertain the place of technology in the development of skills, knowledge and abilities of human resources in various institutions. 3. To find the impact of human resource development on employee performance and employee turnover. 4. To identify new systematic planners needed to lead the pace in what may be termed the new face of human resource development. General Methodology The present research follows the qualitative research method. This means that the researcher is going to dwell on the use of personalised and focused system of data collection rather than the use of numeric indexes that makes the use of complex mathematical calculations and presentations (quote). The need for the qualitative method emanates from the structure of the research questions and specific objectives, most of which are structured with inductive focus. A major advantage that will come with the qualitative method is that the researcher shall have the opportunity of widening the scope of data collection by using not just primary data but secondary data as well (quote). Data Collection Mechanisms In relation to the use the qualitative research method, the data collection mechanism is going to be selected on a basis that shall allow for the collection of subjective inductive data (quote). In line with this, a structured interview is going to be used in the data collection process whereby open ended questions are going to be posed to respondents. These open ended questions are the type of questions that do not limit respondents on the selection of specified answers but gives them the freedom to undertake thorough analysis of questions (quote). Research Justification Significance of the Study The significance of the study is one that can be termed to be multivariate. This is because the significance of the study cuts across several sectors and involves a lot of people. For instance, by the end of the study, it is expected that human resource managers in the private and public sectors in Oman will be enlightened on the current state of effectiveness of human resource development models used in human resource development. This means that the research shall serve as an evaluation tool to the human resource managers. What is more, the research shall outline systematic planners that can be used for modern practice to achieve desired goals. Once all these happen, the labour front is expected to become better off in their rates of productivity because productivity has always been related to the level of capacity building available to the human resource (quote). Value and Rationale of the research The value of the research and for that matter the rational for undertaking the present research is related to the fact that Oman as a country is seeking to better its lot as an instrumental economic figure among the Gulf Cooperation Council (GCC) countries and the emerging economies of East Asia (quote). Clearly though, this objective cannot be achieved in the absence of an effective human resource base as the human resource of various private and public sector businesses will be the engine of economic growth towards the achievement of the goals (quote). As the engine of growth, the human resource needs to be empowered through effective human resource development that identifies human resource practices that meet not just the interest of Oman as a single country but the collective interest of the Gulf Cooperation Council (GCC) countries and the emerging economies of East Asia. Contribution of the Researcher In order for the proposed significance and values of the research to be achieved, there are a number of stakeholders whose contributions to the study ought to be clearly stated. Key among these stakeholders is the researcher. As a researcher, the major contributing role that will be played will be the role of a facilitator. By this, reference is being made to the fact that the researcher shall not directly be involved in the achievement of the goals such as in the direct organisation of human resource development seminars as this is not an action research. Rather, the researcher shall make the path that should lead to such changes clear to industrial stakeholders to implement. Research Community It is important to note that as a qualitative research, there is going to be a lot of dependence on the research community, meaning that the researcher shall not carry out the data collection process and other components of the research all alone (quote). One significant research community that is going to join the study indirectly is going to be researchers whose completed studies shall be used as secondary data for the data collection process. The role to be played by this research community is to ensure the validity and reliability of the study, and this is known to be a very component of every academic research (quote). Commonly, it is said that because qualitative research is subjective, research findings are not empirical and this undermines validity and reliability. However, as the results are compared to the works of these research communities, there is going to be a firmer grasp for achieving and empirical study because their research works shall be a basis for empirical comparison (quote). Limitations of the Study At this point, the major limitation that the study is envisioned to face has to do with the availability of data and the release of it thereof. Research Schedule As an academic study, the timeline and schedule on the project delivery is very important to ensure that the research is not delayed. As much as possible, each stage of the research shall be carried out independently for each week but there shall be weeks that data are going to be collected in an overlapping format as the table depicts.
