Hobbes believed that there would never be a society living with harmony so long as there is continual fear, risk of violent death, the light of man, friendlessness, poverty, and nasty and brutal hospitality. Locke represented a developing trend in the European community during the 1600s and 1700s to deploy cause for the last opinions of all humankind, including the conduct of governments. The shared assumption of governance stated that a common society is a submission of power by the state to support agreements and so forth (Gayley 47).
