?Answer Incidents numbers, 4, 5 and 8 actually require Mr. Smith’s persona attention. Incident number 4 and incident number 8 are regarding official posts and emails to update Mr. Smith with important tasks that need to be addressed urgently. The various tasks like detailed information about accidents in outpatient to the Regional Board, communication to local community committee regarding arrangement about the visiting times to fit in with local bus timetable and minutes about last week’s advisory committee must be addressed promptly. These are also tasks which can be delegated for prompt actions and therefore require personal attention of Mr. Smith so that they can be given to appropriate department for quick response. The incident number 5 also raises important issue of operating theatre’s technician report as it considerably impacts hospital’s overall performance outcome and thereby impacts its credibility. Moreover, as general manager of acute hospital in rural areas, it must take into account the problems of the local community and facilitate access to healthcare to local populace. The visiting arrangements constitute vital part of accessibility factor as they refer to the timing of local bus service. As key rural transport service, the bus time table becomes critical issue for local patients to visit hospital. As hospital is catering to rural population, it must also rearrange its visiting hours to coincide with the local bus timetable so that people requiring hospital services could come easily. Answer 2 As a General Manager of main Acute Hospital in rural area, Mr. Smith has important task of delegating authority and ensuring that various jobs are done to the work specified. The hospital also lacks hierarchy of job specification, timeliness, efficiency and most importantly, accountability in actions and responsibility towards the given job. Mr. Smith himself has not set good example of managerial leadership and distinctly lacks time management and is not good at delegating work. He needs to divide work amongst his subordinates and create proper hierarchy so that various tasks are efficiently and effectively completed. Delegation is vital aspect of managerial leadership where priorities are set and targets assigned to the workforce. Mr. Smith seemed to be overworked because he tends to involve himself in all the work which could easily have been delegated. Managerial role entails getting work done efficiently people so that time can be utilized optimally. At the same time, delegation becomes important as it helps to exploit the competencies of the workers and provide them with sense of achievement and job satisfaction. Various managerial styles are adopted by different managers to ensure that organizational goals and objectives are achieved within the defined parameters of organizational constraints and their effectiveness is often judged from the results achieved and productivity of the workforce. Thus, delegation of work and empowering workers so that they are able to make decisions based on informed choices and achieve work targets with higher efficiency. The workforce under Mr. Smith was neither empowered to make independent decisions nor was they clear about their role within the different department. Hence, their work targets were adversely impacted, resulting in low performance and low organizational productivity. Answer 3 As a management consultant, I would advise Mr. Smith to undergo managerial leadership training and learn the art of delegation. Work related training has not helped Mr. Smith as he has not been able to optimize his performance nor been able to motivate his workforce for more effective teamwork. The managerial leadership training would facilitate understanding of various aspects of effective management and importance of delegation. It would also motivate him to apply learning modules into his work area. It would help him to realize that delegation is hugely important aspect of managers which helps them to utilize the talents of their workforce for optimal organizational productivity. Human capital is important organizational resource that significantly contributes to organizational performance and provides it with competitive advantage within the industry. Managerial roles are distributed throughout the organization and senior management needs to prioritize work and delegate so that various departments work cohesively and achieve organizational goals and objectives (Cottrell, 2008). Mintzberg (1989) has emphasized that managers need to be flexible to adapt to the changing environment in order to meet new challenges and maintain edge in the market. This is very important issue in the current times of fast changing socio-economic and political environment. The flexibility in approach facilitates managerial leadership to motivate workforce to encompass change and use it as new opportunities for personal and professional growth. Managerial leadership training would help Mr. Smith to set priorities and equip him with skills and knowledge about the various leadership styles that can be used in the organization for best outcome. In the current times, participatory approach helps to empower workers so that they are better equipped to make empowered decisions for higher performance. It would also promote accountability and responsibility of actions (Cottrell, 2008). Most importantly, empowerment of workforce inculcates better understanding of contentious issues which could adversely impact work performance and help resolve conflicts for higher productivity. It also promotes mutual respect and higher job satisfaction that leads to retention, quality and consistency in work paradigms. Rees and Porter (2008) strongly assert that managerial leadership and managers must constantly monitor and evaluate performance so that shortfalls could be addressed timely and job specifications could be effectively matched with the competencies of the workforce. This is vital issue which helps to delegate work effectively and promote accountability within work environment. Moreover, Maslow’s hierarchy of need is hugely crucial factor that helps to understand human relationship and exploit human competencies for organizational development (1943). The training would help Mr. Smith to critical evaluate his style and move from individualism to collectivism which promotes motivated teamwork. Most importantly, it would help to align individuals’ needs with that of organizational requirements for improved performance. The training would help Mr. Smith to prioritize his work and inculcate stronger sense of accountability and importance of his co-workers within the broader precincts of organizational goals and productivity. Last but not the least important would be the vital issues of reflective practice that would enable Mr. Smith to critically evaluate his work and assess his strength and weaknesses so that they can be exploited within work for streamlining work and optimizing productivity.
