Duties: oversight and control of real estate Evaluation and appraisal of real estate investment Managing information systems NO.2 GAO research on the department of veteran affairs (VA) and Department of Defense collaboration found out that it has a number of opportunities and threats. The threats that hinder collaboration are lack of compatibility in procedures, methodologies of operations, and policies by VA and DOD. The incompatibility is attributed to both organizations’ missions and goals. The incompatible procedures and policies fall into four sections. These are difficulty in providing appropriate patient information for treatment as a result of different information technology(IT) systems, differing billing processes and overlapping efforts in credentialing procedure, balancing veterans needs and security needs in military bases, and misaligned medical facilities planning and construction processes that bar joint plan and construction efforts be the two organizations. Although DOD and VA do not possess systematically identified opportunities for collaboration that facilitate joint goals of improving quality, minimizing cost and enhanced quality, enhanced collaboration and identification of new opportunity is well achieved by the leadership of specific medical facilities. Identifying joint market opportunities sites has played a key role in seeking opportunities for enhanced or new collaboration through sharing risks, agreements and resources. No.3 According to the two sites, the instructions are clear that procurement services involving bidding processes have stipulated guidelines that must be adhered to. Failure to adhere to these bidding requirements may have profound legal, ethical and financial implications to both the bidder and the university. Bidding policies exist in order to ensure that bidding processes are fair to all parties involved, assist in minimizing fraud and illegal acts , ensures that the best bidder at a reasonable cost is contracted in order to provide satisfactory services ,and makes sure that all statutory requirements such as taxations are met by all parties. Application Exercises LM4 No.1 The states’ response to economic recession was cutting down their budgetary allocation to public services and increasing fees and taxes. These steps delayed economic recovery and extended the recession. The short term intergovernmental relationship that might be affected by state cuts include loss of hundred of jobs that have direct effect on both federal and state government in catering for unemployed people, poor education standards, and compromised policy of health. In the long term, the state’s response might result in slow economic recovery and may weaken national economy. In addition, by reducing access to affordable care and diminishing the quality of education, these cuts would have a negative effect on the competitive of US economy. The knowledge of the cuts and its effects on the public administrators is essential because it will enable them to analyze their policies and economic decision basing on both their short and long term impacts. As such, they will be able to balance between revenues and spending in order to prevent both short and long term effects on the economy. The information about recession would be beneficial to them because it will enable them develop appropriate strategies that would assist in minimizing future recessions. No. 2 The great recession has had several effects on public employment policies and the job economy. The recession, which has had a negative impact on the economy, has affected public employment by freezing hiring, increasing layoffs, increasing pay freezes, and reducing staff retention. As a result of layoffs and unemployment, the state and local government are likely to face several economic and social problems. The problems are insufficient workforce to drive the economy, insufficient revenue as a result of reduced spending by people, poor performance of business due to minimal circulation of money, increased spending to cater for unemployment benefit and welfare schemes and a raft of social problems such as crime. No.3 As an aspiring public administrator, the information I would include in my resume are competencies in information system management. The main duties involved are management of public information, developing procedures and policies for managing public information resources, using information to develop strategies that would be essential for organization success and developing and enhancing confidentiality measures when handling public information. No.4 One of the ethical l issues that I have encountered in this course is maintaining the confidentiality of public information. Public administrators deal with a wide range of public information that rouses interests among different stakeholders such as researchers, politicians and lawyers. The ethical dilemma was whether to release public information to researchers who wanted to study about specific income levels of a specified ethnic group .This was a great ethical dilemma and so I had to decline to give them information on the first instance unless they seek public consent. When approaching a similar dilemma, other factors that should be considered are ensuring high standard of integrity and trustworthiness when handling public information and being able to avoid fraud and corruption when dealing with public information.
