Such must also be consistent to the vision, mission, goals and programs of the institution. Being focused on governance and organizational capacity enhancement, administrators are concern on transparency, devolution of functions, and analytical discourses in the disposition of cases and issues involving administrators and the public it served (Stefan, 2009). Science of Decision-Making and E-management In such context, public administration is therefore a science of decision-making based on existing regulations, done by public officials, done often in writing, and is always in congruent to the national policies and laws of public administration (Stefan, 2009). When officials are called to resolve on issues as a quasi-legal body, the administrators decides to appoint, discharge, suspend, dismiss or transfer public official based on policies which is maybe inclusive of imposing disciplinary penalties as the law bestowed and in according to legal provisions required under administrative proceedings (Stefan, 2009). Recently, there is a national effort of integrating information and technology in public administration management that is still sensitive to the structure and consistent to the corporate management (Stefan, 2009). Laws passed on this matter are inclusive of enforcing laws, on the collection of taxes, on public acquisition, on public services such as issuance of public records, in according legal status and of population records (Stefan, 2009). This process hasten the disposition of public services specially on income taxation, social security information, personal and real property registration, building construction authorization, police matters documentation, public libraries, civil matters registrations, change of address notification and of health services delivery (Stefan, 2009). The public databases are nowadays centralized and accessible in all departments of the government, agencies, and its regional administrative units (Stefan, 2009). The classical theory for instance explicated that organizational management must also focused on technicalities, commercial aspects, financial management, security management, accounting services and managerial matters which include the generally adopted system of planning, organizing, coordination, command and control (Suciu & Lazar, 2010, pp. 1020-1024).
