Schools had failed to produce a labor force that was fully equipped to perform different functions within the economy hence leading to the inadequate labor force in the Australian economy. Therefore, there was a need for the government to address the problem before the issue could hurt the economy (Goozee, 2001, pg.25).Due to the glaring situation, the government intervened to form the Technical and Further Education (TAFE) that was meant to ensure industries in Australia were in a position to get both the middle level and semi-skilled workers.

The establishment of the institutions was undertaken in a manner that the students from different walks of life were allowed to join different technical training institutions. They had been developed in a manner that the provision to collaborate with different industries to gain skills was smoothly undertaken. The government was key in making decisions regarding activities being undertaken, while industries played a subordinate role in ensuring that skills provided were helpful in undertaking different functions.

They all had a role in influencing development issues and other requirements.When the education system started bearing good results, the government was impressed and had an idea of expanding it so that it could play a more important role. Due to this, the expansion of the TAFE program in the nineteen seventies includes other roles that were broader compared to the original formation idea. Broader educational and social goals that included training those groups that were regarded as disadvantaged were brought on board.

The expansion program ensured that there is equity in the education systems in Australia. In the late 1980s, the government due to the increased role that it played in the industrialization sector, initiated reforms that show industries playing an increased role in ensuring that the VET system was viable for them (MEST 1995, pg.12).
