Download file to see previous pages The PL 94-142 Education for all Handicapped Children Act (1975) or EHA is a piece of federal legislation that requires every State of the Union, with the exception of those states that do not provide free public education to children between 3 to 21 years of age; to provide free and appropriate public education for all the children in the age group of 3 to 21 years. Moreover, such education should be provided irrespective of physical disability or its gravity. This law is the first of its kind that ensures Free and Appropriates Public Education or FAPE for all the physically handicapped children in the US (Law and Exceptional Students).
The Individual Education Plan or IEP is an individualized education program for a disabled public school student who is to receive special education and related services. It constitutes a basic building block in the education of disabled students and permits parents, students and educators to improve the educational results of disabled children (Office of Special Education and Rehabilitative Services).
If a child is eligible to receive special educational services, then it is entitled to receive the Free Appropriate Public Education or FAPE. Therefore, the parents of disabled students need not pay for the education of their disabled children (A Parents Guide to Special Education).
A regular education teacher must be a member of the Individual Education Plan team. Such teachers should participate in meetings that intend to make important modifications, such as changing the curriculum. The participation of regular education teachers ensures that the students show progress in the general curriculum and that they take an active part in the regular education environment (Office of Special Education and Rehabilitative Services).
