Children look at what the other children eat and drink there. After that, they start consuming food in the same way. In this situation, harmful and poor in nutrition but tasty and fast food and sugar products appear more often on the table of schoolchildren. Resulting of this, American society suffers from obesity and heart problems in general, both adults and children. Because of this, the government should start regulating the sphere of nutrition in schools, and the role of the Food and Nutrition Service as an agency within the United States Department of Agriculture is important. In the text of the proposal, the role of the above-mentioned department has a key influence in terms of improving already existing programs and making them work. Due to the role of this institution, it has the authority to solve both food and nutrition problems and propose a unified response to this problem.

This proposal will have a direct influence on dining in schools. Currently, there exist already established programs to regulate school nutrition. Nevertheless, the presented regulation has its aims to improve means of control, integrate already existing programs, improve risk management, and introduce Resource Management into the field of school nutrition regulation. Because of this, the list of food and drinks offered in the school dining hall can change.  

On the presented change, the selected regulation concentrates on the administrative modifications of school nutrition control. While maintaining the existing CRE Administrative Review, the key changes consider an off-site portion of the review, new tools for review, correct consolidation, and recording of lunch counts by State agencies and specific areas for review. On the off-site approach, it aims to make reviewing more effective through the appearance of complex documentation. In addition, the regulation specifies administrative review materials through an Off-site Assessment Tool, an On-site Assessment Tool, a Meal Compliance Risk Assessment Tool, a Dietary Specifications Assessment Tool, and a Resource Management Risk Indicator Tool. In the text of the regulation, there is specific attention to the on-site review on whether “students select at least three food components at lunch and at least three food items at breakfast … and that these meals include at least ½ cup of fruits or vegetables” (‘Administrative Reviews’, 2015, p. 26850). Finally, the proposal determines the existence of five general areas of administrative review, “free and reduced-price processes, civil rights, monitoring responsibilities, reporting and recordkeeping and food safety” (‘Administrative Reviews’, 2015, p. 26851). In short, the presented regulation aims to deepen already existing procedures of school nutrition regulation and create a more comprehensive reviewing mechanism for it.
