The first decision involves choosing a suitable location for establishing anew hospital that would serve Mid Southern district hospital efficiently besides meeting the consortia requirements. We have decided after thoughtful analysis and evaluation to choose Derelict Woolen Mill Complex located within Woolen town in Mid Southern District as the preferred location for building the hospital. Woolen town represents one of the remote regions of the district with relatively higher population that ranks second after Alderman Town. The second decision involves whether to build one large hospital facility or establish strategies that would ensure renovation of the existing health centers. The group decided that It would both technologically and economically imperative to construct a single large health facility within Woolen town to act as a referral center for the whole district and serve the Mid Southern district hospital (Covert 2014, p. 14). Why did you come to that decision? Various factors remained significant in locating the potential site for building the Mid Southern Hospitals NHS trust including political influence, population demographics, health conditions, medical staff interest, labor demographics and possibility for future expansion. The aforementioned factors were indispensable during decision-making that involved choosing Woolen Mills as the preferred location for the hospital (Ferrell, Fraedrich & Ferrell pg.204, 2010). Political factors contribute fundamental role in economic and health decision issues. Most importantly, political stakeholders consisting of community members, private entities, and businesspersons have an immense role influencing in health issues and associated decision-making process. Mid southern district and its population have an inherent and remarkable political history that influences decision-making processes within the region. The district consists of two influential constitutes that have history of political rivalry mainly due to economic growth and development. In most cases, development projects either associated with the public or private entities results into political crises involving great opposition and protests. Therefore, it was imperative to make skillfully informed political decisions before deciding the locality of the health facility (Gupta 2007, p. 155). First, there existed politically caused rumors concerning construction of the new hospital facility around the region. Community members within the district had received information that the project of building the new hospital would involve private organizations who seemingly have unwelcomed public image. The political stalemate over involvement of a private organization in making potential bids for construction of the hospital had raised opinion polls concerns that indicated viable protests groups. Interest groups including local trade unions have reportedly established action groups that have remained staged to conduct rigorous high-scaled protests within the near future in any case private entities get involved. Based on the aforementioned discussions concerning political stalemate of the district, it was imperative and timely to choose Woolen district to represent the western part of the town. Selection of the western part of the town especially Woolen region would help in ensuring economic and political balance following abandonment. It is essential to comprehend that most of the development projects have always favored other towns and establishing a modern state or the art hospital within the town would be essential. In addition, Woolen town represents the largest politically favored population that ranks second after Alderman Town. The population would demand political favors and consequently development oriented projects including building of the new hospital. Besides influence from politically inflicted protests, the current parliamentary boundary politics coupled with the upcoming elections remained imperative factors in consideration. The raised boundary concerns have heightened politics between the east and west constitutes with politicians hoping for development opportunities that would aid their campaign. For instance, Hillary Thompson the current member of parliament of the west constituency has focused on the new hospital building project as a tool that would help her win the upcoming elections. Hillary Thompson has maintained that the new health facility should remain established within the west and declared the agenda as her chief campaign strategy. Thompson has great political and media influence, and she submits to no failures with her quests. With Jerry Bourne, the east Member of Parliament having decided to retire after a long tenure in office, the decision to agree to Thompsons’s decision remained obvious. Moreover, locating a new facility at the west of the district would help eliminate media focus on the project and minimize private organizations involvement protests. It is imperative to understand that elimination of media focus would be essential for continuity of the project and consequently reduction in political involvements. Besides political factors that influenced the choice of locating the hospital, health condition and demographics of the woolen town was influential. According to 2000 and 2001 research statistics, the rate of hospital admission exceeded 30 per thousand with respect to Woolen Mill town. Majority of the hospital admissions involves patients suffering from complex cardiovascular diseases that have also affected other regions of the district. Based on the urgent need for a technologically advanced health facility in Woolen town and the west constituency in general, it was vital to choose the region over other potential sites. Moreover, Derelict Woolen Mill Complex site would easily remain accessible for the population after comprehensive construction. The decision of choosing an establishment of a single large hospital also remained dependent on the health demographics. Health demographics indicated high mortality cases reportedly caused by complex conditions including cardiovascular diseases. Building a single technologically advanced health facility would be imperative in provision of modern devices for treatment and management of complex diseases including vascular disorders. The benefits and timely nature of building a single equipped large hospital that would solve the inherent complex diseases outweighed those of renovating the existing health facilities. In addition, establishing a single large health facility would economically improve the Woolen town and the district as a whole as it will attract more health specialists. Moreover, attraction of experienced health professionals would consequently uplift the education standards of the district and assist in offsetting demand for skilled labor. Advantages of Derelict Woolen Mill Complex site There exist various advantages of Woolen Mill as a potential site for locating the newly proposed health facility. First, the region surrounding Woolen Mill has spacious land that would permit expansion in the future. Besides, the spacious surrounding would meet the requirements and inherent needs for the medical staff who would work in the new health facility. The medical staff would have expansive land for establishing their homes besides a serene environment. Secondly, Woolen Mill site have the second highest population within the district. The high population would help in creating diversity in providing labor and enabling potential health research for the new hospital facility. In addition, the high population would remain cost-effective for the NHS trust and the consortia who would wish to receive profits from their investment. Thirdly, Woolen Mill site region remains surrounded by an inherently inexpensive labor. The inexpensive labor would be vital for the project that aims at cost-effectiveness. The inexpensive labor that consists mainly of unskilled persons would be domineering during construction of the new health facility. Lastly, Woolen Mill site remains politically favored following Thompson declaration that she would ensure that the new health facility remains established within the region. Problems and Possible Solution to the site The main problem of Derelict Woolen Mill Complex site remains as inaccessibility mainly resulting from the dense residential area. Besides inaccessibility, the other problem exists as little opportunity for building accommodative car parks. With the current engineering and construction technology, providing solutions to the aforementioned problems would remain easier. Architectural design by competent personnel would ensure establishment of accessible infrastructure. In addition, the advent of new technology would help in maximizing space and establishing adequate vehicle parking facility for the new hospital (Gupta 2007, p.155). Part B As aforementioned, the decision to choose Woolen Mill site over the other remained the novel idea of made as a group after discussion and thoughtful analysis. The discussion involved discussing the SWOT and PESTLE analysis for the sites to assist in establishing the most significant and conceivable decision. It is vital that the group preferred open discussion process in making the above-mentioned analysis and decisions. Decision making process As a group, we decided to follow closely the concepts of bounded nationality model mainly because the choice of a potential site required comprehensive research. Besides, comprehensive research due to limited information, the decision made by our group would remain costly and influential in ensuring acceptance of our proposal by the NNHS trust and consortia (Forsyth 2010, p. 310). Therefore, it was imperative to understand that the decision would ultimately affect us both positively and negatively. Most importantly, the political factors limited the alternatives of choosing other locations other than Woolen Mill and using bounded rationality model concepts in decision-making process remained appropriate. It is indispensable to comprehend that inherent political motives over building a new health facility influenced us to use closely the garbage can model. Factors that influenced decision-making Propensity for risk remained as the most fundamental factor that greatly influenced our decision making process as a group. All members of the group had the understanding that the proposal remained influential and important for NHS and the consortia. Therefore, making an informed decision based on the existing uncertainties remained influential during the decision-making process. Besides risk factors, maintaining appropriate values was vital for the group. For instance, the group operated under individually developed pressure to perfume exceptionally well in providing the most conceivable proposal (Forte 2012, p.418). Moreover, the feeling of an eminent failure in achieving assigned tasks greatly influenced the group’s decision-making process. The group engaged in constant consultation and brainstorming in overcoming inherent challenges and making informed decisions.
