Introduction The financial variation which has been taking place all over the world has developed great challenges to professionals who have engaged in housing and regeneration process. The housing and regeneration policy is on the basis of social and economic variables which are firmly bonded by legal matters. Inflation and cheap credit has got some roles in molding economic status and lifestyle of people in a country. Moreover these two factors are also capable to affect the real estate business in a country to a great deal. The policy of housing is to provide full range of shelter to people under unfavorable factors. The housing financial sectors can play very essential and important roles in this process. As a policy officer I had great chances to work with governmental homes, communities, agencies and council of members of that particular locality. With respect to my vast experience in this field I have some views regarding housing and regeneration, which I want to share with the people of Chesterfield Derbyshire. Policy of Housing and Regeneration The proposal for housing and regeneration is on account of the great demand of people who cannot forward their housing demands to the open market. The local council members have got the authoritative power of local housing. They are responsible for conducting researches and analysis regarding housing matters and trends. They organize funding for special housing schemes according to social environments. Moreover the environmental factors are very much related to housing and health policies. The awareness regarding these matters will enable to manage the housing and regeneration policies so perfectly. The center for planning and housing research often conduct seminars to verify the currently prevailing situation of housing and housing finance. This enables the housing and planning authorities to adopt methods and schemes to be implemented for the uplifting of the project. These types of seminars are too much worth since they can provide certain views regarding housing schemes and mortgage market. Sometimes these seminars are helpful for designing houses at affordable prices according to market trend. The main disadvantage of this process is the instability of the global economic condition. If the economic instability is prevailing for a prolonged period that will effect the housing and housing financial sector so inversely. In such situations the central and local ministry can do something positive to countercheck the falling trend in housing sector. The authorities of housing, financing, planning and regeneration can do a great deal if the governmental agencies are ready to support them. This associated event will enable them to find out fresh alternatives to deal such unfavorable situations so successfully in both social and private housing sectors. The very common alternative at this juncture is to develop plans to construct houses at affordable costs irrespective of the economic down fall taking place globally. While undertaking this task the government must simultaneously launch measures to reduce the price hike and cost of living among common men, so that the government can succeed in bringing the poverty under control. All these miraculous measures are capable to make the ordinary people feel anything unfavorable with respect to economic recession taking place globally. Role of housing and planning research centers Housing and planning research centers can be commissioned by governmental authorities and community personnel. This is a very suitable suggestion to estimate the improved housing schemes. These innovative housing schemes can be made popularized among people of any concerned locality by providing them suitable awareness and advice. This is very essential to eradicate any existing misunderstanding among the people regarding housing and regeneration process. The advices and awareness class are capable to familiarize people about affordable schemes such as low and medium housing projects. The community planning division can also do a great deal in this juncture. These divisions can provide technical and planning assistance to communities together with the campaigning on affordable housing schemes. This community division is also capable to conduct researches and provide reports, assessment, guidelines and suitable policies regarding economic and reliable housing schemes. If the communities can attain adequate technical training regarding these key points then the task of housing, planning and regeneration can be made easier. Regeneration process in streets For the regeneration process in streets some factors are to be performed in advance. Demolition of the old, unfit and inconvenient constructions is the main one among these factors. This is an inevitable matter as far as the current strategy is concerned. For this task very great support from the residents of the concerned street is essential. Demolition can be done only after viewing resident’s preference and circumstances. Second factor is the thinning of terraced housing projects. This enables to reduce the number of terraced houses considerably. This can also be brought in to practice by the renovation of the old constructions. But the very important thing to be considered is to prepare a useful master plan by which the thinning process of the terraced houses can be performed so successfully. The concerned master plan should be with respect to the interests of the local residents. Third factor is the demolition and remodeling of constructions on a large scale. All terraced houses which lack amenities and totally outdated are to be demolished and remodeled according to current strategies. The maintenance of such buildings will be uneconomical and not so ideal. The demolition and reconstruction of terraced houses enables the residents of that locality to secure newly constructed houses which cope up with their current view on amenities and environments. Thus this regeneration schemes are capable to generate long lasting benefits to communities and societies. Importance of financial availability Another key factor for the housing developmental programs is the availability of financial sources. The finance resources in the case of housing, planning and regeneration can be met from certain federal organizations as well as from state and central governmental organizations. They are committed to provide all types of financial assistance for constructing affordable houses for individuals. Usually the top official of the finance department meant to assist the housing and regeneration process will be one director. In addition to this there will be three service directors also. Their portfolios are property maintenance and regeneration process, creation of suitable environments and safer communications respectively. The finance manager of this financial organization gives adequate support to these three service directors. The responsibility of the directorate body is to verify the constructional cost of the building often and to see whether the expense is exceeding the proposed budget. Thus the affordable housing programs can be kept alive with respect to the words given to the clients. Urban land capital markets in developing countries Urban land capital markets in developing countries are capable to provide faultless financial support and concerned advice to the residents of the locality. Proper availability of adequate fund is the green signal to develop initiative and confidence in the construction process which is considered as the center of gravity of the housing finance development program. This quality cannot be assured at places if there are limited arrangements for financial assistance. At regions where high financial support is needed the authorities can rely on public sector financial organizations to meet their huge demands. The World Bank can transform the expensive construction process to a cheaper one. Another financial technique is to boost investments from clients. This should be carefully planed and designed before the construction tenders are invited so that the clients can invest affordable amounts according to their convenience. If there is a comprehensive investment planning with strategic approach the clients can welcome the program so gracefully. They must be able to digest and justify the key points hiding in such programs. For this purpose consultation and advice should be provided to clients who require them highly. This is very essential to boost the commercial development and residential investment programs. These are beneficial and effective as far as the construction processes are concerned. Usually the developing countries show least interest in urban land markets. The process of land acquisition is really a task to almost all governmental agencies. The market trend is capable to affect the public investment programs irrespective of the strategic norms. Hence, the urban developmental programs require proper planning and organization. This precaution is capable to make the market force completely ineffective. The study on affordable housing schemes has pointed out the regional policy formulation and investment programs in the future. On analyzing the market trend in all major cities of the world, the attachment between international financial services and office markets can be revealed. This is the interacting process between financial sectors and office markets. In order to find out more inter relationships it will be better to go through financial activity of office markets and returns in the real estate business. The study is capable to provide very clear ideas and structures of international capital systems, the role of finance in real estate business, the processing of office markets and the evolution in city systems. This also points out the need of understanding the financial market evolution in real estate and office markets all over the world. Understanding of social inequalities Inequality in housing, planning and regeneration process is a social concern. Since this is a very complicated task, social, economic and political backgrounds should be employed according to the need of the community in a very result oriented manner. The use of policy, development and evaluation requires very effective disciplinary approach to make it a successful attempt. Moreover this event must be based on economics, sociology, political science and social work. The application of this event must be according to the currently prevailing social matters. Tremendous skill is needed to tackle this serious issue. The person who is an expert in human management services and who can deliver and evaluate community development programs can deal the matter so successfully. The aim of conducting such research is to develop programs, guidelines and strategies of equity and social justice which are based on firm principles. This is a coordinate activity with vision, mission and core value to develop knowledge among people. Thus this happens to be a service to community. Critical appreciation of funding social policy The capital works on housing, planning and regeneration under social policy are the main attractions of this event. The communities as well as the local government are benefited from these social policy undertakings. This can be achieved successfully by organizing this event by a group of social landlords who are committed to serve the society. The concerned local government can authorize an agency or corporation to assist the landlord entrepreneurs by providing proper guidelines according to requirements. Thus the social housing sectors can be improved through efficiency and effectiveness. Moreover the governmental agency is capable to recommend for adequate funding from the government’s end for boosting this social policy. Efficient and devoted officials in the governmental agency can assist the landlord consortium by conducting awareness programs to implement social, economic and cost saving programs for housing, planning and regeneration. Thus by managing the consortium efficiently they can develop local employment, skills and small business proposals which may help them to meet the important social objectives and benefits. Conclusions The high requirements of social and economic housing programs and its regeneration process have forced the governmental agencies in Chesterfield Derbyshire to study briefly about housing, planning and regeneration in the construction sectors. The aim of this study and research was aware the society about the need to renovate old residential for the security of the dwellers. The concerned study also urged the government to remodel the housing finance system with respect to the advanced global technologies of economics. This enabled people of the country to enjoy loan facilities from bank and capital market based on channel systems. The outcome of these recommendations was the demolition of Derbyshire Street and reconstruction of new pavements including residential for the inhabitants there.
