? Streaming DVDs via NBN Project Executive Summary Developing a project plan is one of the most critical aspects of project management. It takes intoconsideration careful decision making capabilities of the project manager. The services offered by the National Broadband Network (NBN) need to be successfully deployed in various pertinent areas which would lead to providing benefits to the stakeholders by a considerable extent. Each project has certain risks and gains that needs to be properly analysed prior to the implementation of the plan. Estimates of time and budget are also essential in order to make the project successful. Identification of the target audience is also of significant help for the project manager. The aim of this report is to present the (DVD streaming service) via the National Broadband Network NBN in the library. It is to be noted that the target audience are individual users such as the library patrons. The project shall further take into consideration the overall project plan, the potential benefits that can be obtained from implementing the plan, the target audience for the new service, the stakeholders and the resource requirements. It shall also consider the impact of new service on current library service. The National Broadband Network (NBN) is considered to be one of the Australia’s first speed internet services, which includes three technologies such as optic fibre, satellite and fixed wireless (Media Access Australia, 2011). It has been recognised from the case study that the Department of Broadband, Communication and the Digital Economy offered funds so that it can extend the Digital Enterprise and Digital Communities initiatives. After the creation of the National Broadband Network, it will be significant for the service provision agencies to initiate to identify the ways in which they can exploit the increase bandwidth as well as connectivity that the network is capable of providing. It can be mentioned NBN is linked to the libraries. The project aims at identifying the ways of involving with the NBN in order to improve the services offered to the users. Accessing the DVDs Streaming Permission Through public libraries the members are capable of accessing a variety of services as well as programs. It has been identified that the DVDs are considered as one of the topmost formats for movies and most of the users consider libraries to be the main source for movies. Hence, in light of the altering media landscape there is greater demand for the DVD streaming services by the individual users (Swank, 2012). A wide range of services that the libraries offer can gain advantage from the use of NBN services such as computer as well as internet class, story time along with author events. The main idea of this project is to make use of NBN so that the library services, in particular, DVD service can be supported (Alemna & Adanu, 2005). Availing Permission It is significant to avail the permission of streaming DVDs from the production companies prior to its implementation. This step is the most crucial step which might involve huge efforts. Selection of Name Once the library patrons avail the permission for streamlining the new service in the libraries, then it would be vital to select the name for the new service. The name selected must be attractive so that the potential customers can be attracted towards it. Planning For Interactivity The new service will interact with vast range of users. This interactive platform will comprise the embed questions, notes as well as discussion points into the streaming video platform. Through this interactive platform, the users will be capable of attaching the supporting documents. Estimate Labour Cost It is during this stage when the overall labour cost estimation will be done. However, prior to the cost estimation, it is significant to determine the total number of labourers required for completing the project. Look For Employee Advertisements shall be posted in the media in order to attract a significant number of labourers to complete the project. Planning For Guidelines It is quite vital to plan what the new service will comprise. Hence, project guidelines need to be prepared. Adding To Library Pamphlet During this stage, the guidelines that have been prepared for the new service shall be added to the library pamphlets. Advertisement It is significant to design and hence advertise regarding the new service to all the potential users and thus attract them towards the service thereby increasing the sales and revenues. The advertisement shall be done via library website regarding the facilities that the users can avail from the new service. Link to Service Library It can be mentioned that the streamed DVDs will be made available to the users via link in the library webpage. The streaming shall be limited to the users of the library. It will be important for the users to install client software prior to use (Crawford, 2012). Send Email for Library Membership It is essential to increase the number of users for the new service which can be done by sending an email to all the existing users of the library as well as to the potential users. The names can be identified from the database of the library. Introducing the Service to the Market Introduction of the newly developed service to the market is an important step. In order to launch the new service, a small campaign can be set and all the potential users can be invited. Free subscriptions can be offered to the attendees for one day to test the service. Potential Benefits The DVDs can be streamed directly to the patron of the library online by means of NBN. This can be quite helpful for the patron of the library and hence will remove the traditional mode of borrowing the DVDs. The DVDs that the libraries use confront certain issues as well as problems. The availability of the DVDs is quite limited. DVDs might be damaged as well. In such cases by streamlining DVDs through NBN, such issues can be easily resolved and the services of NBN can be made available to everyone. Streaming server is utilised in order to offer online streaming of DVDs by the library. Target Audience The main audience of the new service can be the individuals such as businessmen who can use DVDs streaming services in their day-to-day operations such as giving presentations, and transferring of data from one department to another department among others. Local communities can as well make use of the DVDs streaming services in order to download movies and songs or for downloading software. Remote patrons can as well make use of the services in educational and healthcare sectors. Initially, the pilot implementation of the plan will be held. Once the plan initiates offering the benefits as anticipated, it will be implemented in full (Media Access Australia, 2011). Stakeholders There are many parties holding vested interest in the project. The CEO, the librarian, government and the individual as well as the institutional users are the key stakeholders possessing major interests with the new plan. The CEO of the project shall have major stake as he shall be responsible with the overall implementation of the task. He will be benefited with the increased subscription of the services by the users. His main task shall be to promote the services in order to generate the awareness. The project team would be managing the progress of the report on a fortnightly basis. The librarians can be the other major stakeholders of the new plan and their progress shall be monitored on a weekly basis. The government shall be benefited in terms of tax collection from the users of the net services. Their progress would be monitored by downloading government reports and journal (The University of Sydney, 2012). Anticipated Resourcing Requirement In order to complete the project, there will be a need for different resources such as labour, equipment, technology and materials. Labourers Labourers are required in order to run the project. The labourers shall include the library staff and the library technicians who shall be responsible to offer training to the users, manage digital hub, and create link to the new service on the library website. The library staff will need training in order to understand the new technology. They will be trained regarding how to operate the process of streaming DVDs in the library. Lawyers will be needed in order to negotiate with the publishers and shall play an active role in the overall project implementation plan. Furthermore, there will be requirement of the marketing team whose main task would be to design and advertise for new service on the library website. They would further be responsible to link the DVD streaming service with the service library website. In order to avail membership, they would be needed to send emails to the potential users. Finally, they would be required to introduce the product into the market. Equipment: Various tools and resources shall be needed such as training manual, computers, and a trainer among others. The different equipments such as hardware and software will be needed to run the program. The project further requires streaming Server, DVD drives, customised DVD streaming software, network routers as well as communication hubs The user will require having internet connection with NBN. Impact on Current Library Services This application is likely to impact the prevailing libraries to a substantial extent. The current library will require bearing extra cost in order to implement the new services. Extra cost in terms of maintenance of the new plan will also be incurred. The potential benefits are that the current library will be capable of offering its users with wide range of services. The current library can offer its clients with greater convenience as the clients will be capable of viewing movies through DVD streamline process (Ross, 2012). Issues/ Areas for Further Exploration The plan is likely to encounter numerous issues. The cost of content licensing might be high. Competition is the other considerable challenge for the new services which needs to be worked out in order to survive in the market. Generating customer loyalty is a vital area for the new services. Along with the above mentioned issues which are likely to occur once the project is implemented, there are certain other issues such as legal issues; security related issues and service stability issues which the new service need to bear prior to implementing it. DVD copyright licence is one of the main issues that the new idea is likely to face. It can be mentioned that DVD copyright licensing has been subject to debate and litigation since a long period of time. Prior to running the DVD streamline facility, it is quite essential to take permission from the copyright DVD holders in order to avoid any kind of litigation from taking place. For the non-commercial or educational users there are a few exceptions. However, if it is for the commercial use, it becomes essential to take the permission from copyright holders (Swank, 2012). The production companies may as well hinder the successful operation of the new services as their sales are likely to be hampered because of the new services. The other issue is related to security. Managing and controlling the access to the services can be considered as a significant issue for the new device (Osei-Bonsu, 2000). Conclusion Project plan is considered to be one of the cumbersome tasks for any project manager. The project managers are required to consider the potential benefits as well as difficulties while preparing the plan. This will assist them in making significant improvements to the new plan. In accessing the DVD streaming services offered in correlation with NBN, the stakeholders have a crucial role to play.
