The Public Facilities, Services and Safety element in the general plan of urban planning in San Diego City Introduction Various towns and cities are planned in various ways depending on the needs of the people as well as the resources that are available. Other factors that determine how the towns and cities are planed include the cultural practices and the beliefs of the people. In this varied types of urban planning plans, there are a number of elements that are able to distinguish the nature or form of one area from the other. Such elements include the housing element, urban design element, mobility element and the public facilities, public and safety element among others that play a vital role in the strong sustainability focus in the effort to provide the locals with policies that address the global change and climatic change issues. One of the major, important and practical elements is the public facilities, services and safety element that aims at providing the public facilities and services that are needed to serve the existing population and the new growth of population in the future. The public facilities, services and safety element in the general plan of the City of San Diego The plan of the city of San Diego depicts its constitution for development. It possesses several elements that make this vision possible. They offer a comprehensive slate for the citywide policies and the wider smart growth strategies that concern growth and development for the villages in the city further. For example, the public facilities, services and safety element in the general plan of the city of San Diego in involved with the provision of the necessary facilities to the locals. It addresses the facilities and services that are supposed to be publicly managed and possess a direct influence on the location of the land uses. They include vital services as well as ensuring that there is adequate security at all times. Some of them are police waste water, fire rescue, water infrastructure, storm water, schools, libraries, seismic safety, disaster preparedness as well as the information infrastructure (The City of San Diego, 2015). Most of the policies within the public facilities element are also inclusive of the improvements on the public transport, the development of recreational and park facilities as well as services that offer additional guidance from the recreational and the mobility elements. They involve the conservation element that encompasses the need to manage, preserve and utilize the natural resources. This public facility, services and safety elements covers what has been learnt in class in the sense that it covers much of what was mentioned to determine the kind of elements that are included in the city’s general plan of urban planning. For instance, one of the important elements is that the public facilities, services and safety is concerned with some of the basic requirements of the local population. They include the vital aspects that lead to the overall growth and development of the population. This importance is mainly because of the fact that the element is made up of the need to use natural resources and the need to make proper use of land among other available resources. It also involves the need for a proper projection into the future as it can be stretched by the number of individuals available to use them. This means that there should be appropriate consideration to ensure that the resources and items provided can sustain the population for a number of years to come (The City of San Diego, 2015). In this case, it makes a lot of sense for the City of San Diego since there are many aspects of the city that are affected by the way that land is used as well as the public health and safety. These are vital and important areas in the city where the citizens require the proper planning of these facilities in order to enhance their daily activities and experience growth in different areas. Additionally, it considers the various demographic changes that are likely to take place in the city. It means that with the changing number of people in the different areas of the city, necessary facilities should not be concentrated in one area where they are not needed. Instead resources should be made available to the right number of people at the correct time when they need it. The time frame for the City of San Diego with regard to this element is highly reasonable because with this policy, the major significant areas that include financing, the setting of priorities, development and the responsibilities that come with city funding are considered. These help to determine the most important components to be addressed first depending on the need of the individual and the urgency to get the facility in place. This time frame has made the necessary considerations based on the growth management program that was established to deal with the rapid growth on the periphery of the city. It also looks at the declining growth at the central areas of the city (The City of San Diego, 2015). For this reason, the public facilities, services and safety element cannot be merely considered as an idea because of its high level of practicality and achievability. The element considers very important components of the city that should be provided for the continuity of normal and comfortable life for the locals. It includes the various changes that take place from time to time in relation to very vital resources and amenities. It encompasses resources that are highly required for the growth of the individuals. With this, there is a need for prioritization to ensure that the facilities are developed in the right order to satisfy the needs of the people in the population within the City of San Diego. Conclusion The general plan of the City of San Diego reflects the many elements of growth and development that may be required by the city. Although it was updated in a unanimous way and given the legal certifications and adopted the necessary associations, this plan did not include the land use designation or the zoning changes that form a very significant purview of the community plans in the city. Nonetheless, it still possesses some very important components that will make use of the land and the natural resources and if used in the proper way, will be in a position to sustain the growing population for a longer period of time.
