Any organization that lacks machinery to evaluate its programs, cannot know how effective those programs are or how productive they are in terms of delivering their objectives. This means that it cannot clearly demonstrate the commitment it has to its mission and it will be difficult for such an organization to secure long term funding from the funders. An organization such as HCZ with a mission to educate a poor child in Harlem must know the long-term goals it has and should be in a position to explain clearly to the funders how they are planning to meet their objectives.

This will convince the funder to give it the support it requires to continue growing. Fundamentally, the organization should find a way to manage their setups to a success level. It needed an instrument to assess the working programs and discover areas to work more in the organization to increase productivity. Finding long term funding will enable them to grow and achieve its mission and objectives.How to solve the resource problem is of the essence especially at this time when some of Hcz’s primary funders such as various clients of Bernie Madoff and Lehman Brothers Holdings are going through the financial crisis.

(Spector, 98). Canada laid off staff members because of this issue. This is an obstacle to expanding the services of the organization. HCZ is a good social asset. The problem that rocks it is how to protect funding from private sectors. For instance, when HCZ was planning the 2003 budget, it allocated $11,300 annual spending per student in the promising academy. Funding crises forced the reduction to $7,900 in 2011. From the HCZ documents, 450 employees are serving over 8000 children and 5,000 adults.

This is a disparity caused by a lack of funding. Canada recognized that measurement and evaluation are of importance, and it invited a $250,000 grant from Edna McConnell Clark Foundation, (EMCF) to enable Rheedlen to hire bridge span, a firm in Boston. The firm was to give consultancy on management and strategy to HCZ. It had a team of experts under the leadership of Jeffery Bradach and paul carter. The team carried out research to understand the theory of Rheedlen’s change and who was it to help.

They also had to find out which programs were to work with the change. The five-month study also was to answer the question of funding required to sustain HCZ and the instrument that was to be used to assess the performance of the HCZ. For such an organization to realize success, indicators of success for every program should be set. There should be a mechanism to collect and analyze information. This will improve the performance of the organization. To find a cost-effective and reliable method and instrument to measure a long-term performance is a complex problem that the organization would have to deal with to succeed.
