Introduction

Human resource management is a complex process involving directing as well as coordinating series of employees’ activities so that their contribution can be maximized within the organization to achieve the set goals and objectives. Human service resource thus involves itself with the processes of recruitment, staffing of the human labor, employee retain in addition to the operational management through the organizational policies that are laid down. The system of production consists of the used equipment and the behavior of the organization (Gunta, 2000). Several companies and organization use quality management process in conducting the assessment of control and control in order to increase the profits and promote the satisfaction of the customer. Hence, this paper will decipher through the human resource plans of the Walmart Company.

Human resource managers need to have sound information and knowledge on the system of production and manufacturing, the policies of the company’s management, equipment maintenance, analysis of system, planning of materials, control of costs, policies of manufacturing and the analysis of the entire production. Every human resource manager need to be championing the employees’ interests as well as guiding continuous transformation of the professionals (Bronner, 2000). This involves the process of selection of the right people for a specific job, the monitoring and evaluation of the employees’ performance, and the systems of appraising and rewarding the employees. Other areas where human resource involve include designing of jobs, issuing procedures on employee grievances, compensation of incentives, assessing employees attitudes and offering criteria for promotion.

The Human resource is also responsible for managing the entire human resource in terms of the organizational work force through planning, recruitment, designing jobs, and training, appraising employees, offering a link of communication to employees as well as offering compensation and fostering effective labor relations among the employees in the organization. Another interviewee contends that the human resource field is gaining a huge significance in the contemporary corporations. Appraising the employees is an important function being carried out by the administrators of the human resource. Rating done through appraising is basically phrases and figures that are assigned to offer a description of the employee’s general performance (Bronner, 2000). The direction to improvement in a company must put in mind the broader perspective of the specific variables to an organization. Those variables that require modification to meet the needs that are unique include the mission, size, funding, structure and the human resource.

The human resource plays the significant role of connecting the employees. For instance, the alumni of the leadership development program could participate annually in reunions that bring together the top brass in the firm and acting as an inspiration to the current students in the program (Giunta, 2000). Strategic planning as a function of the HR is a process by which the senior management of a firm sits down and determines the fundamental goals of an organization and ensures that means of achieving them are explored in the long term while still providing other adaptive short-terms. Some of the challenges faced by the HR team are the effects of globalization and the influence of technological advancement in the business environment. Other challenges were cost containment, managing change and human capital within an organization as well as containing employee’s responsiveness.

The human resource managers work hard to explore the navigation route through the possibilities to enhance growths of the organization in the future. An important part of the management involving the finance implication and dimensions is the decisions on commercial choices (Giunta, 2000). The improvement of the performance of an organization encourages as well as support the operation of the firm to optimally utilize the resources in the organization and facilitate the achievement of outcomes that are meaningful. The coherence of the organizations model as a narrative could emphasize the structure of the organization as mechanism that is described by the entrepreneurship that is created in a successful business growth. The resources, tools and techniques of an organization are well positioned to offer support to the staff to achieve the organizational goals and maintain the outcome that the organization desires.

Summary of the business

Walmart is a famously known corporation in America. It is a retail whose operational chain includes the grocery stores, hypermarkets and the departmental stores that are discounted. This is a multinational company whose headquarters is located in Bentonville in Arkansas. The company was founded in the year 1962 by Sam Walton. Today, it has over eleven thousand stores and clubs that are spread across the globe through twenty eight companies. In 2014, Fortune Global 500 ranked Walmart Company as the biggest company in the world by collection of revenue.

In addition, it was also the largest employment creating company in the private sector where more than two million employees working in the company. In 1972, the company was listed on the New York stock exchange. Initially, Walmart had some limitations of geography to the southern America as well as the Midwest region after which it grew and established itself from a regional firm to a strong national and multinational firm (Merkley & Stevens, 2009). After years of hard work, by the year 1989, the company rose and became the most profitable company in America in terms of revenue. Later on the next year, the company decided to launch its branch in Pennsylvania in so doing shifting the main store of the company to the northeastern region.

Recruitment and selection plan

Formulating a valid and reliable selection and recruitment plan is a fundamental role of the human resource team. The HR mandate is managing the human resource. The administration of the human service needs leadership that is quality to keep the organization smoothly running as well as satisfying the employees (Thompson, 2008). On the other hand, the organizational mission forms the foundation of the entire activities that are taking place in and within the organization for a given purpose.

The Recruitment process in the Walmart Company will be a competitive process based on merit. Recruitment of the technical staff will take place periodically based on need. Applications to the vacancies will be posted on the online media and the company’s website for prospective applicants. This will be done 45 days to the intended day of interviews. Each position will have the prescribed prerequisites, skills, and professional requirements that will be considered during selection vis-à-vis the experience of the applicants. The applicants to various positions will be identified with a given reference number devoid of their personal details to guard against bias (Thompson, 2008).

Designing a training and development plan

All the managers of the human resource need to champion the employees interest in the organization, in so doing the employees will be motivated to achieve the goals of the organization when their grievances are all met and solved amicably. The human resource involve in selecting the right people for certain job tasks, monitoring, evaluating performances and organizing trainings after appraising employees and noting the areas of weakness that would need improvement. The programs will target departmental heads and a few staff based on merit. The trained staff will be expected to impact their departments with the new knowledge. The Walmart Company, being a multinational firm, would facilitate exchange programs for the employees to ensure that the staff grow together professionally and are able to articulate the new knowledge in various sectors.

Designing a compensation package for the people hired

Staff compensation and reward is a vital component of the roles of the human resource team. In addition to designing the compensation packages for those employees who are hired, the human resource team also takes into consideration the grievances that pertain to salary and remunerations as well as job promotions (Merkley & Stevens, 2009). Compensation and reward issues are fundamental to a business as they could impact the employees’ job satisfaction and performance.

The positions in the company will have prescribed compensation package depending on their competencies and level of operation. The employees will also be subjected to allowances that will vary based on their geographical locations. The allowances will not exceed the monthly net salary and should not be below 30% of the prescribed net compensations. The employees will also enjoy an annual leave allowance equivalent to their one month pay. Other compensations will include a health insurance scheme and housing allowance based on the rates of the geographical placement.

Legal issues the company should consider

The Walmart Company just like any other business organization is bound by the local and global labor laws. Business firms must, therefore, engage in conducting continuous assessment and moral ethical dilemmas with different levels of sophistication. If the current ratio is overstated then that would affect the firm in a couple of ways. Business ethics is a significant field and plays an important role in regulating the operations and conduct of business and their customers even though its universality and applicability remains a subject of debate (Weiss, 2009). Many questions have been asked about the existence of universal business ethics and their applicability. Business firms must, therefore, engage in conducting continuous assessment and moral ethical dilemmas with different levels of sophistication.

The United States Equal Employment Opportunity is one that prohibits particular forms of job discrimination in various workplaces. The Labor department has two divisions that deal with the Equal Employment Opportunity enforcement and monitoring. The agencies are the Office Contract Compliance Programs and the Civil Rights Center. The two agencies are charged with the responsibilities of overseeing federal contracts of employers and to facilitate an equal opportunity for all job applicants respectively (Weiss, 2009). Pegged on the above principles, the Walmart human resource management will make all positions open for competitive appointment that is based on merit. The positions will be open to people of all walks of life irrespective of the race, religion, socio-cultural, political, and sexual inclinations.

Performance appraisal system

The appraisal system designed relies on numbers as well as phrases in appraising the employees performance. The appraisal ratings are basically tied to the annual salary increments as those who get an excellent score are often entitled to a maximum salary increment. Experts suggested that new rating systems should be introduced and the appraisals should not be attached to promotions or salary increments. The rating scales and the measured traits could encapsulate the significant indicators of the employee’s performance. The system assumes all indicators deemed as appropriate are included and those which are undesirable are excluded from the process of appraisal. The rating method is able to capture some of the traits that influence the employee’s performance thus this method disadvantages others.

The human resource of Walmart Company should have monitoring and evaluation strategies that are effective as well as good ways of measuring the employees’ reliability and validity in the work place. The human resource could achieve this through appraising the employee periodically, observing the employees at the work placing directly, measuring the overall outcome of the operation and lastly conducting the employees’ appraisals (Kaufman, Beaumont & Helfgott, 2003). A new rating system that will be devoid of graphical scale but simply have standardized rating scales should be developed to allow for easy comparison and contrast among the employees. This would enhance equality among the employees and foster standard measures of performance across the board.

Conclusion

Indeed, having a predetermined human resource plan in the Walmart Company would enhance stability and promote efficiency in the firm. The process of improving the abilities of the organization in entirety is by giving the employees the needed support that will increase his or her morale in achieving the organizational objectives. The improvement of the company’s quality will help in attracting more clients, spreading the business as well have experiencing low employee turnover. In improving the company’s quality, the employees understanding of the variables and the performance of the company will be enhanced tremendously.

Therefore, in conclusion, it is mandatory and necessary to formulate a viable human resource plan for any organization to improve its outcomes and competitiveness. Hence, a company’s performance must be boosted through organizational planning, monitoring, evaluation and assessment of the process (Thompson, 2008).

The designing of a proper human resource plan requires strategic thinking. Strategic thinking involves the process where the HR administrators in an organization strive to develop systematic and logical approaches in creating new ways of dealing with an issue. Some of the major challenges faced by the HR as cited by the respondents were the effects of globalization and the influence of technological advancement in the business environment (Giunta, 2000). Other challenges were cost containment, managing change and human capital within an organization as well as containing employee’s responsiveness.
