It acts as an umbrella to the working community as it is focused on identifying and eliminating threats in a working environment. Health and safety has a rigorous. ‘Health and safety management system standards’ is a program designed to demonstrate the indigenous aspects of management as a service. Management is an authoritative field that is meant to cater for the needs of the workers in an organization. Health and safety policy Health and safety management system is made of several elements. Among them are the health and safety policies. Health and safety policies are structured to monitor the operations of the organization regarding the welfare of workers. Some of the major specifications of the health policy specify the role of individuals while others outline the roles of an organization. Health policy gives specific individuals the mandate to assign responsibility for the identification of applicable regulations and acts. The document elaborates on the use of health procedures. Under this section, the organization is subjected to monitor health and safety legislations, building codes as well as health and safety legislations. The document also deals with the recording of data and keeping of health and safety information. Health and safety management system also advocates for the involvement of workers in the reviewing of policies, procedures and programs in their various working departments. Involving the workers in decision making plays a big role in ensuring workers safety. This is because the management is able to identify the risks and hazard encountered in the working environment. One of the obligations of employees according to the occupation health and safety act is to report to the administration or management the hazards and risks encountered in a working environment. This also helps the organization to meet its obligation of ensuring that the working environment is safe for human activity. Occupation health and safety act therefore advocates for the eradication of a threat before it causes harm to people or the environment. The employee has a right to participate in legal and planning activities. Occupation health and safety act provides the employees with the rights to be represented by a legal committee (Hughes & Ferrett. 2009). In the case the employer is obligated to work with a committee that has been selected by the employees. The committee helps in monitoring the health and safety rights thus ensuring that all workers are protected by the act. This involves the buying of protective gears for the workers as well as ensuring that the workers are given enough time to rest. The committee’s role is to structure a system that enables the employees to work in shifts of the time specified by the occupational health and safety act. Joint health and safety committee is an example of an umbrella committee that comply with the occupational health and safety act in ensuring that employees’ rights are met according to the occupational health and safety act. It also ensures that the environment is free from risks and hazards. This is because it acts as a consulting agent in regards to testing in the workplace. Health and safety management systems standards respond to rights of participation as an entity to employee health and safety. Health and safety management standard system is made up of several entities. One of the components of the health and safety management policy is the health and safety policy. The health and safety policy outlines the requirements, specifications and responsibilities of the system. The requirements of health policies state that health and safety shall be drafted, implemented and maintained. This aspect outlines the format in which the health and safety system should be managed across the organization. The responsibility of the health policy is to ensure that the health and safety management system standard works according to the occupation health and policy act (Hughes & Ferrett. 2009). Health and safety policy is obligated to display the commitment of the health and safety system in the provision of a healthy and safe working environment. It also outlines the responsibilities of workplace parties, accountability, performance expectation and annual reviews. Roles and Responsibilities The internal responsibility systems is another is another entity of the health and safety management system standard. The internal responsibility of the health and safety system advocates for the establishment of a committee which will act as a protective agent as well as a medium between the employee and the management of an organization. Its primary obligation is to ensure that all the responsibilities of the organization which are aligned to the occupational health and safety act are implemented in a working environment. It acts as an enforcement agent of the occupation health and safety act. The health and safety management system standard’s basic objective is to manage the health and safety of personnel in the organization and ensure the working environment is free from risk and hazard. The health and safety roles of an organization are responsibilities of the management which is made up of the president, vice president, operation managers, Health and service manager, supervisors, joint Health and safety committee as well as the workers. Goal, objectives and statistics are other elements that make up the health and management system standards. Health and safety system management standard has specification which stipulates the roles of every member in the system hierarchy. President: The role of the president is to make decision over all legal matters related to health and safety of the employees in the organization. The president is also entitled to provide directions on the operations of various departments in the health and safety departments. Vice president: The vice president is entitled to perform the duties of the president in his absence or under his authority. He is also entitled to chair committee board meetings and report to the president. Operations Managers: The operation manages role is to ensure their departments run under the basic guidance of occupation health and safety act. They also manage the funds allocated to their departments. He authorizes the buying supplies and equipments as protective gears at work. H & S Manager: The H & S manager oversees the risks and hazards in the working environment and report to a higher authority through the committee meetings. He represents the workers in the joint health and safety committee. Joint health and safety committee: The committee represents the health and safety rights of workers. They determine the operations of the organization in relation to health and safety compliance as stated in the occupational health and safety act. Workers: The role of the workers is to perform their operation duties in the working environment. They are also entitled to reporting any risks and hazards in a working environment. Goals, Objectives and Statistics The goals reflect the values of the organization as well as describe its performance. The values of the organization include employer and employee relationship together with the organization and customer relations. The objectives describe the actions to be taken in the management of health and safety measure inside and outside the organization. This includes the justification of whether the actions are specific to the needs and objective of health and safety practices. It also outlines measurable, achievable, realistic and time limitedness of health and safety related activities. Statistics include a series of reports, goals, objectives as well as H&S performance. They record injuries attained as a result of risk and hazard involvement in the organization. Risk management is another crucial element in health and safety management system standards. The Health and safety management system standard’s role is to identify risks in a working environment in order to ensure that workers operate in a safe and healthy environment. In this case, responsibilities shall be assigned to various faculties in the organization to ensure health and safety systems are implemented and effective. Therefore responsibilities shall be specified and assigned to facilitate the running of the program. Contractor management and document control The program needs materials which can help to eradicate risks in a working environment. In order to develop mitigation measures to impending risks and hazards in an organization, the management ought to device or acquire materials that can prevent the identified risks and hazards from occurring. Management training time costs 2500, worker training time $4,400, Record keeping $1.200, committee meeting time $6,000, engineering controls $5,600 and personal protective equipment $10,000. Communication and management review The program is anticipated to improve the performance of the work in the organization to 89% effective compare to the current situation which lies at 74%. This is because of the confidence that the program will instill on the workers. The program will be reviewed at the end to the year and the report subjected to the projected committee for amendment.
