Crimes become highly syndicated and were done in a magnitude of devastation that could negatively impact to lives, properties and human psychology. Bombings, kidnappings, drug cartel, syndicates, terrorism and other complex crimes are may be rooted from varied causes: of ideological etymology, or business conflict of interests, or maybe of unaddressed anger and maybe a desire to control some states for access of utilization of natural resources. Thus, it is imperative that police and military intelligence operation should be adequately equipped for effective information gathering; of substantive analysis or interpretation of crimes for operatives to confidently and efficiently address it; and to prevent cycle of felonies so that lives and properties, whether publicly or privately owned, are amply protected. Mott (2006) believed that substantive amounts of actionable intelligence must be done to ensure that the police and military institutions could preserve its credibility as peoples’ agents for peace and security. Theoretical Framework This is a qualitative study that will explicate the necessity, significance and consequence of organizing an Analytic Unit within the police ranks tasked to analyze, interpret and validate gathered information in order to provide criminal intelligence and to be able to conduct substantive and critical review of information to strengthen its capabilities in triangulating crimes in relation to the dispensation of criminal justice. The researcher will therefore explore the significance of organizing an Analytic Unit that will employ significant approaches for criminal investigation and explicate that this is a significant body that will help contribute to increase crime rate resolution or reduction. This will also elucidate that crime resolution require intelligence or analytic unit apart from simple administrative or operative procedures (Greenwood, Chaiken, Petersilia, Prusoff, Castro, Kellen and Wildhorn, 1975). The subject of this proposal will be explored using the theories of Human Resource Management in the hiring and organizing of a criminal investigation and Analytic Unit within the police military institution of XXXXXX country in accordance to its national policy for security. This will be substantially detailed with Transformational Leadership and Theories of Motivation that is goal and outcome-oriented. As such, theories will be able to explicate the mission, roles and objectives of this Analytic Unit. Statement of the Problem There is lack of organized criminal investigation and analytic unit that will interpret gathered information for criminal intelligence and an able body who can adequately interpret events and crimes with accuracy and clarity for effective reduction of crime rates. Both military and police forces have intelligence units except that there is eroding confidence to organized analytic unit because recently, authorities tend to rely on operative measures to quell crimes. Purpose of the Study The purpose of this study is to explicate the dire necessity of organizing an Analytic Unit within police military force; appreciate its contribution for efficacy and effectiveness in crime prevention and to increase the rate of crime resolution; and, provide a process on how Analytic Unit be organized in accordance to national laws on security and crime prevention. The research will also specifically (a) describe the state of criminal investigation of XXXXX place; (b) assess and explicate the contribution of police investigation and crime analysis in relation to the completion of criminal justice goals; (c) to reassert the significant role of police crime investigation and analytic unit in enhancing crime prevention and resolution; and (d) explicate the procedural mechanism on how this Analytic Unit will be organized in accordance to national policies of state security. Review of the Literature Managing security through crime prevention and crime resolution is a tough job that requires analytical minds to read latent causes of crimes and determination of suspects. Preventing and quelling crimes do not only need operational and administrative measures but also an analyst’s taxonomy of cognition, distinct from those aggressive thoughts of the operatives. Intelligence work require analysts that are possessed of knowledge, systemic comprehension, theoretical application, analysis, creative synthesizing of information as well as evaluative ability. Police mission and goals The police forces are agent of the state for national security. It is its avowed mission to protect the lives and properties of civilian communities from criminals. All of its tasks are geared toward the success of the mandatory functions of the criminal justice system. It is their primary role to mitigate crime rates and prevent recurrence of crimes. This is only possible if police force has developed a system of community-based intelligence network who can sift information for police experts to analyze. As such, this need for Analytic Unit is classified since it demands persons with professional cognitive expertise on forensics; brilliance on knowledge on social security management; clever analysis on crimes, its commission and its impact as well as sound judgment in forwarding recommendatory statement for operative measures in the arrest and prosecution of suspects. Police Analysts Role Analysts are experts on diagnostic processes and imbued with critical thinking in identifying reliable, accurate and complete information. Analysts are experts in knowledge and databases management, including the scheme in raking confidential sources. As an expert, analysts are connoisseur on flowchart; chart of analysis; association chart; telephone toll analysis; methods of electronic surveillance; financial analysis; and the like. Frei et.al (2003) pointed that analysts use tools or instruments to organize facts sequentially for the development of assumptions; in identifying patterns, norms and deviations; and, investigating the root causes of crimes or problems. The sequential manner of reducing series of events and circumstances can be gleaned by historical mapping and by determining the cause-effect relations. Historical mapping will chronologically arrange the series of events that will detail information which will bare inferences that are distinct and deeper than investigators’ analysis (Frei et.al, 2003). Root cause tools will utilize interpretive structure to explain level of phenomena. It will also determine the uncertain facts (other wise known as fault tree analysis tool) as well as alternate scenarios to balance information on account of uncertain data that needs to be clarified. Analyst will seek for the accuracy of information using the test of reasonableness or of the factors analysis (Kingston et al, 2004) Analysts are expert in clarifying complex issues by putting matters in a level of abstraction using the scale of investigation which will factor on (a) potent severity of consequences; (b) incident’s complexity; (c) independence and impartiality; (d) accuracy of information; (e) gathering perceptions of stakeholders and (e) enjoyment of opportunity for staff development. (Frei et. al, 2003) Noting how ramified are these matters, expert analysts are indeed necessary for criminal investigations for determination of crimes’ causes and prosecution of offenders in an overarching goal of contributing for the success of the criminal justice system. The researcher proposed that analysts will be hired on the bases of professional competence and in accordance to policies set out by the national security authorities. Aspirants will undergo application, physical and mental examination and interview procedures. Passers will undertake capability training which will include, but is not limited, to refresh of Criminology course; Security Management course; Organizational Development; Laws and Public Administration; CAPIM Course; the Antiterrorism Program Manager Course; i2 Analyst's Notebook certifications; Anacapa Sciences training; the Laboratory for Scientific Interrogation (LSI) Scientific Content Analysis Course; Analytical Investigative Tools Certification; Basic Police Intelligence Operations training; IT and Digitized Analysis; Compstat Crime Control Strategy; and Criminal Investigative Analysis (Psychological Profiling) Course.  Questions and/or Hypotheses This research will attempt to explore qualitatively the relevance of organizing and institutionalizing an Analyst Unit within the police department. It will specifically investigate and delve into the following hypotheses: 1. The crime investigation and analytic unit is relevant in increasing the rate of crime resolution and crime prevention; 2. The crime investigation and analytic unit is a major contribution to the criminal justice system of the country in preventing and reducing crime rates; 3. The crime investigation and analytic unit is essential in effective or accurate intelligence analysis; systemic decision-making; efficient deployment of forces and resources; and unrelenting assessments of crimes causes and in ascertaining guilt or innocence of suspects as part of the role of criminal justice system; and to improve the accountability of police force in the delivery of services for community peace. The Design--Methods and Procedures This is a qualitative study that will use narrative explication to assert the need of organizing an Analyst Unit in the police force to strengthen the criminal investigation in preventing and resolving crimes. A qualitative inquiry is a systematic research with predefined procedures to collect evidence and to understand a problem or topic (Family Health International, 2011). It is effective in obtaining specific information about the values, opinions, behaviors, and social contexts of particular populations by textual descriptions of peoples’ responses and perceptions (Family Health International, 2011). It also clarifies conflicting behaviors, beliefs, opinions, emotions, relationships of individuals, and anthropological factors. Researcher may use participant observation, in-depth interviews, and focus groups to gather specific data, behaviors, norms and perceptions (Family Health International, 2011). Information generated will be recorded either by field notes, audio or video recordings, and transcripts. Sampling The researcher will purposively choose respondents for interviews using structured questions. Shavelson (1988) posit that sampling is critical to external validity where generalization is drawn based on respondent’s perceptions or situations other than those observed in the study. Respondents are selected on the basis of criteria set by the researcher which will include, but not limited to, age, place of residence, profession, gender class, and status. Instrumentation The researcher will make use of primary and secondary data that can be sourced from interviews and publications. Researcher will also avail online scholarly information. Interviews will be conducted using structured questions in sourcing necessary information. Further, in the consolidation of data and information, researcher will use APA system. Data Analysis Data analysis will help draw information, understanding and substantially aid in decision-making. Data analysis is intended to ultimately gather an informed decision to clarify meaning on an issue such as the creation of Analytic Unit within the police force. This research will procedurally utilize descriptive tool to substantially explicate with conviction the significance of organizing an Analytic Unit. Limitations and Delimitations This study is limited to the thematic discourse on the imperativeness of organizing Analyst Unit in the police force. Queries for respondents and data analysis in relation to this study will revolve around this topic. The research is limited only in XXXXX place. He/she will use information sourced from purposively selected respondents. The generalization derived from this study is limited by respondents’ capacity to perceive and their level of participation in the discussion. Significance of the Study This study is significant because (1) it will aid in the decision-making of authorities within police ranks to organize it Analytic Unit for criminal investigation, forensic analysis and social investigation that are relevant processes in preventing crimes; (2) it will improve the competence of the police force in its analytical capacity to prevent and reduce crime rates in XXXXX place. It will also contribute to the numerous literatures relating to criminal investigation and detection; and (3) it will motivate academic discourse and consequentially inspire others to conduct studies of similar undertakings but of different geographical scope.
