The government has the obligation to ensure that all children and grownups have access to education. The government uses the available resources to ensure that this is accomplished. A commission is elected to oversee the implementation of information technology at all levels. The commission will ensure the information systems are installed from the pre-unit to tertiary levels to streamline education. Teachers will use information system to teach students and analyze their performance details. The students on the other hand will use the information system for learning and for various activities in their respective classes. The education commission will work under the government of Australia to ensure all the levels of education have access to the information system. The commission will also ensure that cost is minimized ad quality is maintained since the government is having a financial shortage. Introduction This report highlights the various ways business analysts can improve the newly formed information system in the education commission of Australia. The information system will provide information technology and proper communication systems to the employees and the various government schools. The system will help in monitoring all the levels of education in Australia. The report indicates the challenges that the schools face and the government and will provide various solutions to the problems. The report also gives the various ways the information system will deliver communication in high quality and information technology to commission officers and other sections of government schools. The commission education projects are majorly directed to enhancing the quality of the tutor, improving the students learning skills and the overall improvement in the process of learning. The commission and the government must play various roles in ensuring the correct measures are put in place so that the educational projects are operational. In the education sector, the information system will improve the competence of the tutor in the various institutions of learning for the teachers. The whole learning process will improve by enhanced the quality of learning materials and improving the curriculum (Vahdani 2014). Since the Commission seeks to provide education of high quality in the country, it must do so through education commission of Australia. High-quality education is one of the requirements that every government must fulfill to its people. The information systems application will boost the levels of education, and this will lead to mere developments in Australia leading to more economic developments. The government must play a major part in ensuring the quality of education in Australia is meeting the set standards and will have positive impacts on the country. The Australian government has brought together various educational parties to monitor education from the pre-unit led to the tertiary levels of education. Serious measures taken by the government will ensure that quality education is dispensed; the government must ensure that the human resource is properly managed due to the merging aspect (Vahdani 2014). The information system division will assist the government in the reduction of financial expenditure, the government aim at reducing operational costs will be met by ensure that labor costs are reduced. Quality education will be ensured when information systems are put in place since this will help monitor everything closely. Information system division ensures the quality education that will meet the required standards and will help the individuals and the country. Though the information system approach is expensive to start, the long-term benefits are more. As a business analyst I will recommend various ways that will help reduce the cost of operation, for example, the information system handlers must be well qualified and that the systems put in place are productive ( Pace 2014) The information system must assist in the alleviation of this situation and ensure the success of the of the policy outcomes. That's why the information technology division must ensure all the laid down procedures will lead to the required results. The Commission needs to start from scratch and ensure that the system is incorporated into the various required organizations. Therefore, good information technology policies should increase productivity and efficiency of the Commission. In the setting up of the systems, the Commission must take into account all information system aspect since this will give ideas from different perspectives leading to the application of the best approach. The desired attempt is the one that fits the situation while the inappropriate ones will not offer the desired results. The implementation of the system will require opinions from the co-workers since this will indicate what suits them well (Pace 2014) Cost reduction All costs must be reduced since the government is facing financial strains. Various strategies need to be applied to ensure this is achieved; the Commission needs to ensure the information system applied will effectively reduce costs to the government and for a long period. The installation of the information system needs to be done by experts who will work faster and with competence. The commission setting up the system must ensure proper assessment of the areas being equipped with the system are properly studied to establish all costs and help to minimize the ones that are adjustable. The Commission needs to adjust well to the government's budget and incorporate only the crucial details of the project, and this will help reduce the costs of this undertaking (Pace 2014) Application of efficient technology will lead to the efficiency of the entire process; this is due to the time it will take to implement the plan. Technology is fast and accurate; the information system to be applied in the pre-unit level to the tertiary level is efficient in the performance of various tasks in the organization. The entire process of adopting information system will be fast since the use of computers will allow fast processing of information. Retrieval of information will be easier, and this will reduce the number of physical workers needed. The information system will reduce the number of human errors, and mistakes are greatly reduced, the time taken to complete various operations in the completion of the task is greatly reduced when applying technology. The information system will assist in keeping information to date and hence the entire process will be completed in time (Debosere 2012) The Commission must take into account that Australia has a government educational system that incorporates six states and two localities. The Constitution of Australia gives essential obligation regarding school work to state and local governments. Australia has both public and non-public schools that are normally referred to as "government" and "non-government" schools. Government schools run under the direct rule of a local leader while non-government schools are made and run under government. Non-government schools can be systemic or totally free. Many non-government schools have some religious connection, most of the Catholic Church and in that capacity; the non-government division in Australia is divided into "Catholic" and "independent" for reporting purposes ( Debosere 2012). Amid 2009, 3.48 million students went to class in 9 529 foundations across Australia. Of these, 2.29 million students (66% of aggregate) went to 6 802 administration schools and 1.19 million students (34%) went to 2 727 nongovernment schools. Of the non-government schools, 1 705 were delegated Catholic schools and 1 022 as Independent. The structure of school training changes over the eight states and locations. Formal school training in Australia includes primary and auxiliary training. As a commission, we saw that Australia has clear national objectives and an effectively thought out information system, there is a clear explanation of how it can produce desired results in the education field. The Council of Australian Governments helps to guarantee that the diverse levels of government cooperate to solidify an effective information system division. In the meantime, there are set rules and practices that will enable the Commission to meet various targets. Understanding the full capacity of the general information system includes laying down procedures to strengthen the linkages between classroom performances (Trinder 2000) Framework assessments apply clear standard structures for reporting key performance measures. There are various measures to be applied by the school and a method for monitoring the progress of the system. There is a need to reinforce data frameworks that will give information to students. So that they can advance towards the desired results Schools will be relied upon to perform self-assessments together with the people in charge to monitor the progress. Education with the information technology component will have to show improvement. A few issues at the national level can be adjusted or reviewed to ensure the system works efficiently. Adjusting self-assessments with outside assessments will provide a great measure of performance, for example, by applying basic criteria could be advantageous leading to a proper assessment of the project (Trinder 2000). The various schools in which the system is to be applied must follow the laid down rules, various experts will follow up the project to enhance its effectiveness. The various experts must ensure that they are responsible for their practices, and they should act professionally. The school heads must give regular reports on the information system and carry out various surveys to ensure the system is of help to the students. The commission must receive this information for adjustments where the system does not meet the expectations and does not improve the well-being of students (Hall 2014). The commission knows that there is a rational framework for evaluating student learning against national objectives. The present procedure for school student evaluation by the use of information systems is a mix of the National Assessment Program, Literacy and Numeracy (NAPLAN) and teacher based appraisals. These suggest a significant interest in the tutor limit. The present noticeable quality of NAPLAN inside the student evaluation structure obliges specific thought of not decreasing the significance of teacher based appraisal. It also contributes to the degree to which NAPLAN is adjusted in its representation is of the insight and broadness of proposed student learning objective (Hall 2014). Applying the information system will lead to quality education at all levels, but the system ought to be cost efficient. The commission has the task of making sure that that the system minimizes cost at all levels. In the provision of quality education, the Commission must ensure the system is fully applied and that a number of strategies are established to monitor the use of the information system. The commission has the authority to access the various parts of the information system and hence they can monitor the effect of the system on the education system from various levels. Cost reduction can be achieved by use of qualified personnel in handling the system, a few competent people will be able to handle the system and ensure that cost is reduced, and quality education is ensured. The Commission must ensure the correct systems are applied for the various levels of education and maintenance of the system is regularly done to reduce the risks of breakdown and slowdowns that will increase costs to the government (Igbaria 2004). Evidence based practice Evidence-based practice will involve methods and issues that will constitute "evidence" in classrooms for education development. The information system must focus on the experiences of tutors and other educational practitioners. The system must, develop, strengthen and support the education system and help in understanding the strengths and weaknesses of the education system. The weight of the evidence in not necessarily enough to change the education quality, therefore the finding carried out will be well comprehended if they are transformed into practicality. Proper measures taken in learning will lead to greater achievement and will improve the evidence base of teachers so that they can create sound decisions (Igbaria 2004). The commission will confront more perplexing key difficulties as the undertaking progress. Strategic management will apply to the analysis of the projects external and inside environments, detailing and usage of strategic planning, and strategic control. The commission must know that Projects expected procedure regularly requires modification before it has been completely executed because of changes in ecological and hierarchical conditions. Since these progressions are regularly difficult to foresee, various changes in nature may change the project's methodology to one that is not the same as it was proposed. Note that the strategic management field has been influenced by various viewpoints as current organization hypothesis, asset based hypothesis, and opportunity hypothesis. The Commission must take into account broadly changed believes about what prompts high project performance, each of these viewpoints are legitimate and take part in the establishment of the system detailing the immediate obligation of the various participants. This additionally depends on a group of different people, including the top managerial staff, teachers, and students. Implementing the strategic human capital is a key step in ensuring the projects progress. The commission ought to recruit, acquire and motivate and reward top performing workforce. The plan will ensure continuous improvement and will produce the desired result in the project (Chew 2009). The Commission will have to establish that the common goal of strategic management of this project will be to align human capital. The mission for the project must be well comprehended by the parties involved through, analysis, planning, human capital management's and investment. The human capital plan will involve policies, programs and practices that will lead to a common vision that will ensure project implementation. In establishing the various requirements of the project, the commission had to carry out research to ensure all the details are captured. The commission started with defining the research problem that is the establishment of an information system division at all school levels. The commission also made a review of the concepts and theories of the project and analyzed the research and findings. There was the formulation of a hypothesis and designing of the research using the provided research design. The commission the collects the data, analyzes and interprets in form of a report for actions to be taken (Chew 2009). Business process management The project implementation will incorporate BPMN (Business process management) that determines a single business procedure outline. The Business Process Diagram (BPD) has to establish to shoe the flow of processes. This graph is intended to do two things. The Commission can use it to rapidly and effectively display project courses of action, and it can be used by the other parties to the project. Second, it will simplify extremely complex project details, and can be regularly mapped to the project implementations. For the Commission to model a business process management, it must demonstrate the reasons for starting the project, the methodologies that are applied, and the decisions made in the process of the project execution (Lazar 2010). The Commission notes that Business procedure implementation is an optional development model to traditional growth techniques. The traditional development will not fade away and, in fact, is basic to supporting the execution of business process management servers (BPMS's). Modeling with BPMN is necessary for understanding and communicating the project processes across the venture. Use of BPMN provides a commanding augmentation to new modeling techniques such as relational data modeling, application and organization design with UML, XML schema design, and network architecture design. These modeling techniques facilitate a firm to comprehend and design its project architecture, which enables it to respond to change faster, and in a safer way (Lazar 2010). The reason that the commission applies CORMS is because it is a user-friendly system that helps the commission to organize and manage computer resources. It also helps in covering resource distribution, handling and configuration status tracking, repairs alerts, design updates, software operation and license management. All this gives the information officer just the type of monitoring that is necessary to exploit the benefits from the organization's hardware and software assets. CoRMS takes concern of allocation and tracking of Software licenses physically and thus helps an organization ensure their conformity to software vendor licenses. CoRMS operate in both LAN and WAN environments within one workplace or amid multiple locations, or between a business and its subsidiaries. Companies that trade in today's competitive times know that the point is linked to efficient and optimal usage of all corporate assets. CoRMS help the commission to manage the departmental assets in the most efficient manner, thus delivering 'value-for-money' to the organization (Lazar 2010). Asset design and Detection capability, which tracks both hardware and software IT assets, automatically records inventories workstations in the internet or offline, tracks and audits configuration change history, helps spot presence of the unlicensed software. Asset Allocation and Reallocation at the component level are applied to authorized applications for both hardware parts and software parts. They are given a hand by application reminders, application escalation, and buying authorization when the applied resources are not available in-house. Asset Maintenance at the primary level, assist in tracking at the department section. CORMS provides client friendly reporting in various formats and structures, and a help desk attribute that provides easy administration of service requests. Process Maps are applied in documentation processes; give a reference to conferring how things are done. They explain and comprehend the work we do, evaluate and advance on processes. The process maps recognize the areas of difficulty and re-work to make ideas for development. They illustrate course improvements Brainstorming and similarity. There is no one established a way to creating a Process Map; it is an instrument to learn about the business and work. Process Maps can be applied in a range of settings like exterior Quality Improvement. The places include Orientation of new workers, revising policies and procedures that hold up the process creating procedures that identify logical outcomes of a project (Zhao 2013). Potential connection to the VIA Signature Strengths Exercise Note that the Commission will have various kinds of strengths to the establishment of the system; these may be skills, interests to complete the task and the resources. The strengths do not reflect the reality of the commission and the project hence they just show the originality, uniqueness and the engagement to the project. The VIA Signature takes only a short time and provides a lot of information the help in comprehending the core characteristics of the project. The commission had to carry out a VIA survey to establish the various signature strengths and came up with a list of five. The strengths included competent personnel, Availability of resources, Government support, compatibility of the system and availability of the required resources (Zhao 2013). Later a comparison is done to compare it with what was predicted based on our assessment that is subjective and of others who know the commission well. The commission opted to concentrate on the cluster of five strengths following the various questions laid down in the survey. The strength manifestation can be observed from the past undertakings, and the same strengths will be applied to the information system project. The advantages of the commission strengths are that they provide a strong base to ensure that the projects taken are completed and meet the required standards to ensure quality results. The downsides of the strengths are that the commission must invest heavily in time and qualified personnel to ensure competence and accuracy in the assessment of the projects. The VIS strengths have positive impacts in the running of the commission since they ensure the commission's projects are completed on time and deliver satisfactory results that will change the education system to a better one (Madison 2007) . There are potential downsides of the commission's strength. The weaknesses emanate from the desire to give great results within the desired time, and the commission is hence forced to overwork with the available resources to give excellent results. Various conditions must be available to ensure the development of these strengths to ensure the quality of the information system; the conditions will incorporate setting of standards and time span that is required to complete the projects. The commission ought to follow the laid down procedure to ensure desired results. The VIA survey used helps to show the signature strengths of the Commission and will greatly help in concentrating on the areas of strength. If the commission takes some hints from the VIA signature survey, it will be equipped with the necessary information to help it undertake this project effectively m(Madison 2007). Potential connection of the project to the "Brand You" exercise The project has been given to a good commission, and this will ensure completion of every detail of it. The Commission will aim at reducing the cost of operation to increase productivity and returns coming from the education sector. The Commission has invested a lot of time and resources in branding; the commission also ensures standard charges for various projects to be undertaken. This is what ensures the commission brand is very competitive compared to others in the locality. The commissions past projects have well completed and have worked to the expectations. The task of installing Information system that is one of the projects the commission is tasked with must confine with the laid down procedures of the commission (Madison 2007). The Commission has established a good brand from the professionalism it has shown from the past projects it has completed. The company in making the brand had a purpose and then this led to the establishment of this brand. The company observed that it has a commission that is well motivated, willing and produces quality work. The brand is valuable and provides the commission with advertising of its skills to be able to acquire various projects. The selection of the commission to ensure completion of the exercise will largely depend on branding. The strong brands are given the competitive projects. The pricing of the project will also incorporate branding considerations. The commission gives prices that are standard and that are detailed to the government. The government will provide various resources to ensure completion of the project as per the Commission budget. This budget provided by the commission must minimize the cost of implementation of the project and, on the other hand, ensure that the project is of good quality (Brocke 2014). Potential connection of your project to the "New CIO" assessment exercise Note that the "New CIO exercise" ensure the option of the project due to following of the rules and regulations laid down. When the project of installing the information system division in the various learning levels adopts this principle, good results will be seen in the end. Therefore, the Commission must ensure the laid down principles are followed to make sure the project generate the desired results. The commissions Assessment Tool has been created by Information Systems Office to encourage directing appraisals by the education group. This strategy gives data that will be helpful in finishing the evaluation and incorporates test resources, dangers, vulnerabilities and shields that ought to be considered amid an appraisal activity. Long Form are Designed to be applied to Large, and Medium estimated activities, for example, new capacity frameworks, and new systems. The long term instrument is Excel-based and influences Excel's lookup table capacity to make application of the obliged data speedier and more predictable (Zhao 2013). The instrument being use to carry out the assessment has been sorted out into tabs that compare to the important venture in the risk and danger appraisal procedure. Data is naturally connected between these tabs to decrease the prerequisite to re-enter data for every resulting venture of the investigation. Short Form is Designed to be applied to Small IT undertakings. For example, new programming application advancement, redesigns, equipment or database changes, and so forth to ensure all data regarding this project is captured. The short term instrument is Excel-based and is intended to fit a whole evaluation on a solitary page. It ought to be applied to less complex IT frameworks and outline purposes (Chew 2009). The Role of Information Technology in Education is investigating the potential for innovation to rethink the terms of teaching and learning. With the devices of innovation, legitimately applied, the Commission will get through the boundaries to ensure the CIO exercise information is well applied. The commission must know what hinders the successful utilization of Technology and what are the apparent and the genuine furthest reaches of these tools of technology. The project assessment shows variables that are important to help information system achieve the potential for learning. From the pre-unit to the university setting, from the commission to the government, this guarantees every project the Commission undertakes is carried out as per the recommended settings and procedures (Trinder 2000). Conclusion Using IT successfully as a part of learning will involve changing the classroom learning settings, educating, and learning. Profitable use of the information system does not mean using it exclusively to help students learn fast it also helps the students in proper comprehending of the subjects. Where IT is yielding desired results, the classrooms are education focused, with educators as mentors and assistants having an easy time with students. The information system permits engagement, audit, and particularly evaluation in more extensive and more profound ways. The pace of progress achieved by the information system has had a noteworthy impact on the government and schools around the world. New and developing information systems challenge the conventional methodology applied in learning, and the way the studies are over seen. Data innovation, have a positive effect on all education, communication and provides a wide range of information. The information system ensures quick communication that will ensure timely decisions in the learning field. In the CIO exercise, all these considerations must be taken into account to ensure that the project will conform to the rules and that the project will yield profitable results.
