Youth and Substance Abuse: Caritas Implementation Project Project design There are a number of humanitarian services that are offered by the non-government community institutions (Sivan, 2000). The institutions engage in service provisional activities that are directed towards achieving developed and enhanced welfare of individuals across different cultures and demographic environment. The services offered targets needy individuals from local, national and international divide. Apart from providing the basic human wants like food and water, the non-governmental humanitarian organizations extend their services to resolve conflicts and maintain peaceful traditions through which individuals peacefully co exists with each other. In Australia, Caritas has proven itself to be an outstanding organization that provides humanitarian services. The ability of the Caritas to enhance the humanitarian activities requires developing a report that will focus on project design, development and implementation. The report will specifically focus on mechanisms that Caritas may adapt to help in a solving the substance abuse problem among teenagers. Achieving goals of a project entails a combination of combined effort and skills from both state and non-state organizations (Sivan 2000). The efforts and skills should aim at achieving the goal of having reduced number of young individuals that indulge in excessive use of drug substances. While employing skills in implementing the project, there will be need to understand the basic drug prevention ideas and, the general causes of substance abuse among the youth. Models on public health have shown that the drug use among teenagers revolves around the drug victim, the drug and the ecological condition under which the victim associates (Reynnells, 1997). The idea should be embraced in responding to the substance abuse issue through prevention and elimination. While the passion for psychotic substances among the youth may grow through experimental purpose, the passion may result to serious addictive behaviors. The Caritas will embrace both preventive and curative measures. Caritas should consider adopting drug abuse prevention mechanism. The organization will be required to present to the teenagers, information and important resources that educates on the dangers of substance abuse use. Similarly, the information provided will help young people adopt and develop important values that will help them avoid indulgence in drug use. The organization will be required to involve the youth in adopting and developing drug prevention mechanisms. Improving the sociological skills among the youth through developing their knowledge provides them with the interactive abilities through which they learn about self-awareness (Bukoski, 2003). The skills are acquired through sharing of personal experiences and feelings while getting involved in participating in group projects organized by the Caritas. Engaging in the projects will help in reducing social influence among the youth while helping them embrace important goals in life (Bukosk, 2003. The organization should work towards providing job opportunities to the youth through providing enhanced performance related to vocational skills. The youth will develop culture on embracing and building social responsibility which may help them resist social pressures in life and engaging in dangerous peer influence. Apart from directly targeting individual youths, the organization may adopt environmental approaches as a means of eliminating the drug menace among the youthful population. Youths may get their attention diverted from engaging in using psychotic substances. The protective mechanism should be extended to involve the family and schools through encouraging family members and teachers to provide support to young people under their care. Caritas may involve the government in enacting anti-drug laws that requires tutors to learn the methods of identification of drug use among their students. Organizing sporting activities for the youth provides a basis for reducing the chances of students being exposed to harmful substances (Cleveland 2010). The institution should consider providing healing conditions and processes through which the affected youth will overcome their addiction problems. Project development The ability of the organization to realize its designed substance abuse prevention goals among the youthful population will depend on a number of procedural processes. The non-governmental organization will initiate the project development process through assessing the prevalence of drug addiction problem among the youthful population. The result of the assessment made will help the non-governmental institution to identify the means and methods of intervening in the actual challenges facing the youthful population in a given community setting. Assessing the problem prior to implementing the ideas will help in achieving an effective process of evaluating the post project interventions (Cleveland 2010). Similarly, the assessment may produce unique challenges that may require the organization to adopt new mechanism of solving the substance abuse challenges. The development stage involves focusing on what the project will aim to realize, the mechanisms through which the organization will realize its goals and the parties that will be involved in achieving the set objectives Monitoring and indicators The development processes used should put into account the overall objectives to be met and the indicator to each of the objectives. Setting the indicators will help in understanding the level of progress of the project. The process will be effective through appointing individuals that will mobilize the community members within a given time frame. Along the development stage, the organization will be required to check and plan the methods used in substance abuse prevention. The planning process will also involve monitoring the resource usage, time of usage and any problem that may arise while intervening in solving the drug problem. The objective set will play an important role in achieving the overall goals to be achieved by the Caritas. The objective to be implemented will follow relevant procedure. One of the goals to be achieved may involve the organization to implement peer education techniques in specific neighborhoods that are high potential areas that are likely to be affected by the drug abuse problems (Bergen-Cico, 2012). There are a number of ways through the monitoring process should be used to be considered relevant. The process should be significant in implementing the psychotic substance use prevention techniques (Bergen-Cico, 2012). The process should help in achieving steady values that determines whether the prevention mechanisms have been realized. There are a number of indicators that may be set by the organization. The institution should determine whether there exists a project designed to implement a number of processes designed to tackle the drug challenges. The indicator should determine the geographical location within which the implementation process will be conducted while focusing on a number of demographic factors such as age and gender. In addition, the indicator may involve determining what has been learned by the targeted youth regarding substance abuse. Apart from being developed through a consensus method, the monitoring process should be understood by the number of individuals using it. Similarly, the process should conform to the structure of the project and maintain flexibility through remaining relevant in the life span of the project. It is important to adopt cost effective monitoring mechanism to reduce the overall cost (Cleveland 2010). Impact Evaluation It is important to evaluate the achievement of the project over a given period of time while determining the extent to which the project has been effective (Lowinson, 2005). The data acquired from the monitoring processes will help in determining whether changes should be applied in the earlier substance use prevention goals set by the organization. The evaluation process may provide a basis through which the overall project may be re written and re planned to acquire a new project that is relevant and efficient. Implementation The implementation process will involve working on the result of the design and developed project. The resources required to achieve the objectives of the project are properly coordinated within the required time frame. The urgency of solving the substance use among the youthful population will depend on the assessment conducted regarding the involvement of the community in solving the imminent substance use problems. As the first step in the implementation process, Caritas will mobilize individuals who will encourage the community members and the youth to support the project. Proper methods of community encouragement should be used to realize the overall viability of the project. Community participation should be encouraged at all levels, and each participant should be delegated responsibly. The process should engage members across different culture and religion as a way of reducing the prejudice. Young people should be involved as a means of promoting personal goals among the youth while ensuring that the process is legit on its course (Lowinson, 2005). As an implementation technique Caritas should engage in recruiting and training individuals that will participate in solving the drug challenges among young individuals. The recruitment process will put into account a number of demographic factors such as literacy level, religious background, age, race and professional background. A registration form should be developed. The form will aid in keeping track of individuals that will be willing to participate in solving the drug problem (Lowinson, 2005). There will be need to motivate the participants through providing them with certificates that recognizes their efforts. The individuals will also be invited to special events organized by Caritas. Before the service of any individual participant is terminated, the organization should make prior consideration and give the individual time for defense. The organization should encourage networking among the participants. The process will aid in sharing of ideas about the project.
