Q The problem Swift identifies in the text is the poverty, which has made women and children roam the street begging for alms from the passerby. He further finds out that children living in the deplorable condition end up to be thieves, or join enemies in fighting against their own country. Swift thinks that it is a problem assisting the growing number of underprivileged families in the country. The government will not be able to build houses, or offer food to such families for a long time; hence, a solution of helping families to be stable has to be found.

The general solutions that Swift recommends include; giving out ten repine, which is the charge of nursing a beggar’s child. The individuals he names as the donors of money are the cottagers, laborers, and four-fifths of the farmers. He also recommends that the underprivileged should be dressed skin that is artificial and the suitable person responsible for this plan is Dublin (Swift).Q 2The advantages Swift observes in his plan is that, it will reduce the number of papists, poor tenants will have something valuable of their own, country’s stock will be increased by fifty thousand per year, the food would likewise bring great custom to taverns, and lastly, it will be a great inducement to marriage (Swift).

Others include the addition of thousand carcasses in the exportation of barreled beef and the enhancement of the art of making good bacon. Q 3The clues showing that Swift is not serious about his proposal is when he confesses that he is not ready in endeavoring to promote his plans and recommendations of assisting the underprivileged.
