Community Policing Case Study # 3 2007 While the area of concern represents a combination of commercial, single family dwellings, and multi-family apartments, the surrounding residential areas being a combination of privately owned residences, federally subsidized single-family dwellings, and federally subsidized multi-family dwellings, the stakeholders are: the community residents, the local authorities, businessmen and owners of the commercial buildings. The goals are to remove the sources of trouble in the district, guarantee the safety of the residents and commercial facilities, and improve the quality of life of the people.

The criminal activities in the community include: drug dealing, gang and related crimes of violence. It is necessary to solve the issue within the shortest possible time, the entire period of operation being no more than two months. 1. To appoint two community officers, preferably from the local residents, for alternating foot and motor patrols and dealing with the community. Such an organization is needed for quick response in extreme situations. The officers are the permanent community officers representing the law enforcement agency in the area.

They are to deal with community, commercial establishments situated in the area and local authorities. They are responsible for stabilization of the situation in the community and the whole set of actions, needed to improve the quality of the resident life. On the base of communication with the residents they are to set the priorities of work.I. Objectives: to set the rapport with the community, business community and local authorities of the area, to organize the budget committees, drug and gang committee, the petition committees, and watch patrol.

Time frames: one week. The officers are to organize community meetings, where they are to introduce the community to the philosophy of community policing, explaining the roles of the community and stimulating the organization of the committees, responsible for gathering funding, dealing with drug and gang issues, gathering signs for petition to local authorities and establishing volunteer watch patrol. The community members are to prepare petition to the local authorities concerning the closure of the tavern, which is the source of the trouble in the area.

The drug and gang committee is to cooperate with the police revealing the individuals and sites related to drug and gang activities and carry out the preventive and rehabilitation work with young juveniles. Within the same timeframe the officers are to meet the representatives of the commercial organizations, explaining the benefits of cooperation and organizing a funding and petition committees. The community officers represent the community before the local authorities, who are also to be involved into troubleshooting, providing funding and cooperation in the community safety issues.

While the community is classified as the sub-standard, the major funding burden should be put on the commercial organizations and federal government. II. Objectives: to reveal the drug and gangs related sites and individuals, to perform drug rates, referring young juveniles to rehabilitation, to carry out the warning work with the owners of the tavern. Timeframes: one-two months. To carry out the warning work with the owners of the tavern, offering cooperation with the police and community or threatening closure in case of cooperation rejection.

To set permanent observation over the tavern and enhance patrols in the neighborhood of the tavern and the commercial area, as well as in the area of single family dwellings (volunteer watch patrols and hired guards as well as police officers being involved). Basing on the indications provided by the community and tavern personnel, to uncover the criminal elements and sites of the area. To set observation over the drug sites and carry out drug raids and arrests of drug dealers (the specific police subdivision being involved). III. Objectives: to remove gang activity in the area (one-two months), carry out the rehabilitation and preventive work with the youth (ongoing process).

After the gang members are revealed, they are to be referred to rehabilitation. The work is to be carried out permanently with the participation of the police officers. The officers are to establish the rapport with the local schools, organizing specific groups and sections aimed at preventive work with the local youth, as well as engagement of the young people into maintenance of the order. The community being classified as sub-standard, the preventive work with the youth acquires special importance.
