Introduction A major issue that has affected government institution work in most countries is poor service delivery. The culture of performance excellence in government employees is very poor considered to the private sector. Performance excellence has been recognized as a very vital part of reinvention. Performance excellence is aimed at helping the employees gain an understanding of how their efforts help the organisation to achieve success. The process of performance excellence helps people to accomplish their goals as well as those of the organisation. Through implementation of performance excellence framework, it becomes possible to have a workplace that is effective, efficient and where there is engagement (Macpherson, 2001). In the public sector, the bureaucratic nature of the organisation has been blamed for poor results. The management has not been able to work close with the employees which have led to poor performance of the organizations. Its suggested that incase the organisation does not discuss the poor performance; there are high chances of failure. The supervisors are supposed to reward employees on their performance. Exceptional performance should be always rewarded. There has been a lot of concern on the performance of the employees on the public organizations. As the project manager in a government work, employee performance is very vital. The success of the project is determined by the employees’ performance and dedication. If employees can reach excellence, the project goals can be easily achieved (Kaizen Company, 2012). It is in this context that this study intends to look into ways in which performance of the employees can reach excellence in governmental institution. Problem statements While performance excellence is highly practiced in the private sector institutions, its adoption in the government institutions is very low. Government work in most institutions does not apply performance excellence in their work. There is poor development of the government work in line with the performance excellence. Monitoring of the government work is also poorly carried out. This study is carried out with an aim to fill this gap. It is important to know how to performance excellence is carried out and how it can be adopted in the government institutions. It’s importance to know how to make the employees in the government institutions to reach excellence. As a project manager in a high government work, the success of the projects will depend on the employees’ performance. The project manager is expected to increase performance in all sectors. The project manager is supposed to work in excellence departments. Problems to solve /propositions How to develop the performance of employees to reach the excellence in a government institution What is the extent of adoption of performance excellence among government institution s’ departments. What are the contributing factors in adoption of performance excellence in a government institution? How do leadership traits, organisation culture and structure have impact on the adoption of the performance excellence in a government institution? Research objectives The main objective for this study is to determine how to develop the performance of employees to reach the excellence in a government institution. In doing so, the study will seek to; Develop all organisation work and monitor the government work. Look at the performance of all sectors in an organisation. Working in excellence departments in an organisation. Determine the extent in which the perfoamcne excellence is adopted in government institutions. Look at the factors that contribute to performance excellence in government institutions. Look at how leadership factors which include; organisation structure, leadership traits, and the existing culture impact the adoption of perfoamcne excellence. Background knowledge/ existing literature A report written by Kaizen Company (2012) indicates the importance of leadership commitment to enhance employees’ performance towards excellence. The report proposes a national program by the government which can help in encouraging employees in a government institution to deliver their services more efficiently and effectively. The management has the highest responsibility in making sure that the employees are committed. The report suggests six functions which must be fulfilled for the successful excellence programs. The functions are; sponsorship, incentives, technical implementation support, monitoring and evaluation, knowledge management and feedback. The reports suggest that the six functions must be coordinated for the long term goals of excellence to be attained. Despite the paper insight into the perfoamcne excellence, it does not cover the gap that exists between the private sector and government institutions in perfoamcne excellence. This research will be able to complement the work by Kaizen group by giving more information on the gap (Kaizen Company, 2012). Paper by Gebre et al. (2012) indicates the importance of the lean management in improving performance in the government institutions. Lean management helps in streamlining processes through reducing inefficiency and enabling the organisation to build management systems that are in line with new ways. According to the research, an organisation is able to enjoy risk management benefits. The work is standardized in the departments which enable them to predict the outcomes. The organization is supposed to have a culture of transparency which enables the staff to mitigate risks and inefficiencies. The paper is able to support lean management system with real life examples. The paper recognizes the need of leader in enabling employees’ performance excellence (Gebre, Hallman, Minukas & O’Brien, 2012). A paper by Eygelaar & Uys (2004) looks at the appropriateness of using performance excellence model to enhance health delivery and perfoamcne excellence. The model proposed looks at the ways in which performance excellence model can be used to help in ensuring that departments are able to excel through identifying their areas of weakness and working to improve them. The paper uses the South African perspective in its analysis. Excellence model is identified as a major source of benefits in an organisation delivery and excellence. The paper cites that the most important benefit is the improvement of organisation business plan and strategy (Eygelaar & Uys, 2004). Adoption of perfoamcne excellence have the capability to enable individuals attain their goals. This is through creation of an environment where leaders and teams can set the priorities which enable things to be done. The result is a workplace where there is high efficiency and effectiveness. The main aim is to have an environment where the employees and managers work together in drafting employees’ objectives. Employee performance is thus a product of employee and manager (Macpherson, 2001). Despite the fact that most of the literature has covered perfoamcne excellence, there has been very little research on employees on the government institutions. Most of the literature looks at the private sector with little research being done on government institution. Government institutions are cited as lagging in performance excellence among employees. Methods/approach The study will only look at the employees in the government institutions. This is to ensure that their performance is studied as they improve towards excellence. Unit of analysis The unit of analysis is the government institution. Data gathering The survey will be conducted to measure variables based on a structured questionnaire. The study will use likert scale in measurement. The study will also involve interviews in various government institution employees working on a project. Other data will be gathered from government institutions records on perfomance. Secondary data will be collected from government institutions, journals, seminar papers and relevant research. The research will select an ongoing government institution project and monitor performance excellence. This will enable the study to have the best results on ways in which employees can reach excellence in government institutions. Strategy and timetable The excellence model to be used in the study has four main steps. The steps are; briefing, individual rating, consensus meeting and action plan. Briefing -will involve introduction to the performance excellence model to the employees in a government institution. Individual rating-involves giving every employee a copy of the excellence model after the briefing. This will include a self assessment questionnaire and a workbook where the employees can rate themselves. Consensus meeting-this is where members of a team meet and hold a consensus meeting with a facilitator. The facilitator is supposed to help the team members agree on their ratings but should not access at this stage. Action planning-the assessment team comes together and uses the consensus ratings and notes to come up with plan of improvement and ways in which to implement it. The study will take a timeframe of approximately one year 8 months. This may be met with resistance from the employees and also hurdles in gaining approval to conduct research from the institutions.
