The simplest way any government can influence the human resource policies of a sector of the industry or the economy is through government regulation (Robinson, 2005). Of course, a country can also influence company policies through greater means such as the economic system it follows (Stiglitz, 2002). For example, communist countries and capitalist nations often have very different approaches to management and the administration of human resources but for the larger part, government regulations on certain sectors can greatly affect individuals within the country.

Education is certainly one such sector since education and the delivery of education itself is strictly regulated by the government. Who can teach? What can be taught and who can it be taught to, are all issues which are strongly regulated by the department of education on a federal level while individual states have their own systems for ensuring that schools and colleges function as they want them to. Of course, there is nothing stopping a school from hiring unqualified teachers or teaching what they want to teach but in such cases, the subsidies given by the government can not be taken while other regulations may step in if the graduates of such schools have to function within our society.

Thus, I feel that through the simple means of government and state regulations, the HR policies of a school can become very friendly and accommodating towards teachers and at the same time, they can be very hostile if the political situation is not favorable to the educators.
