E-145 GRADUATE PROJECT TOPIC PROPOSAL La Guo HUID: 40745971 Project Three-river-source ecological environment protection strategy Three-River-source is located in the Qinghai Tibet Plateau, which is the source of the Yangtze River, the Yellow River and the Lancang River. It has a total area of 2350 km2. This region is the source of 42% of the total volume of water of the Yellow River, 25% of the total volume of water of the Yangtze River and 15% of the total volume of water of the Lancang River (Wang2008).
Therefore, this region has a significant ecological value, as it maintains the ecological balance of the Qinghai Tibet plateau. The region is known as the “water tower” in China. Moreover, as the world's highest and largest plateau wetland eco-system, the region accounts for 2.32% of the total area of national wetlands (which is around 7.33x104km2) (Wang2008). Wetlands, Alpine meadow, grassland, shrub forest, farmland, dunes; as well as fish, birds, and other rare, wild animals and plants together constitute Qinghai Lake's unique ecological system. However, natural climate changing and human irrational activities have had a double impact on Three-River-source region since the last century. The region’s ecological environment has rapidly deteriorated.
It is evident that its rivers’ water level has continually been dropping; wetlands have been shrinking; some parts of the grasslands have been experiencing degradation and serious desertification; and rare wildlife resources have seriously been threatened (Cheng2002).?????????????????????,????????,???????????????: To achieve ecological and environmental protection in this region, an innovative environmental protection strategy is required. New developments in environmental policy, coupled with a new global awareness are sure to help the environmental cause.
The establishment of a permanent ecological conservation zone will serve as a model for the region. The establishment of the Three-River source region’s ecological protection foundation is crucial, and so is building a long-term ecological environment compensation policy. The compensation policy serves for relocating people, who depend on the region, to towns and cities, in order to restore its rivers’ ecological environment. The establishment of an ecological conservation zone has become an important protection activity in natural areas around the world.
The establishment of an ecological conservation zone is not only beneficial for conserving the flora and fauna, but it also generates economic benefits for communities living in rural and remote areas. Generally speaking, conservation strives to practice the sensible use of natural resources and maintains the biological diversity. It limits the adverse affects of human activities by establishing an ecological conservation zone. It serves to restore timber, improve water quality and provide an area to graze livestock.
Conservation practice concerns all kinds of disciplines. It is relevant for subjects- such as philosophy, economics, and sociology- that are concerned with the social environment, as well as disciplines such as law and education that can shape the ways to practice conservation (Jacobson1990). My paper will focus on an evaluation of Three-River-source region ecological protection strategy and will address the following question: how can the conflict between protection of the region’s ecological environment and using the natural resources for commercializing be best resolved?
My approach is to, first, review the literature on the Three-River-source in order to assess and evaluate the background, as well as the ecological and policy history of the region. Second, I will research the local government policies of environmental protection in the region. And third, I will do reseach on wetland conservation and protection strategy. Other related topics will be used to compile a broad base of data and information to help reveal the best practices estalished for environmental protection, and how they might be extrapolated to the strategy for protecting Three-River-source.
