This proposal based on the research of the economics effects of implementing temporary or convertible structures to insure that the goals of hosting accommodations are met with fiscal responsibility. The research team assessed the effects of using alternatives for hosting an event of this magnitude, minimizing the cost of the host city and demonstrating viable and private sector embracing measures to overcome the short term demand, leaving a positive long term heritage for the people of Rio, without creating a financial crises or a hosting problem for all the visitors to come.
According to the research, Rio expects to receive WYZ thousand people during the Olympic Games, more than half of will need some type of accommodation. The results of this study reflect the type of tourists and their needs for accommodation during the Olympic Games, which is shown in Figure 1: 45% out country tourists, 25% in country tourists, 14% Media, 10% staff and 6%Athletes. There are many signs that private sector do not want to invest because of the profitability of the investment after the games, on the other hand the people from Rio does not want to finance with public funds something the they think government should not be involved. The heritage from this type of investment it’s the object of our research. Consequently, research urged the authorities to make new rules and perform flexible or temporary changes in this particular market. Meanwhile investments needed to better accommodate the demand different sources of accommodations only rise with the appeal of a touristic destination.
However, after review the literature on this subject; researchers in Brazil say the claims of private sector stay still as if waiting for some flexibility of the very complicated Brazilian Labor Market, They state that even if they could build everything for the Olympic since the temporary hiring can only stand by 3 months, that would not be enough time to train all the staff necessary to run the development, and if that 3 months time is surpassed, the cost of employment would prevent the investment.
Many researchers said that the efficient allocation of resources would greatly benefit the people of Rio by generating a enormous surplus of work opportunities. The lack of commitment will generate a burden in to the city budget or a not very good experience for the tourists visiting Rio during the Olympic Games. Base on these evidences, we propose to study deeply for the alternative, convertible and flexible manners to best use private and public resources, generating the best social outcome possible.
We also advocate for a educative campaign to demonstrate that some changes, even though temporary, are necessary to the best use of general funds, so people will know more information about the changes needed.The following sections of this memo include the proposed tasks, the schedule, expert researchers, and the references cited.Proposed TasksWith your approval, we are going to perform the following tasks to determine the best way to address the problems of accommodations currently building in Rio for Olympic and the best way to reuse the accommodations for another use. 1. Identify the problems of accommodations in RioFrom the Camara Dos Deputados article, it shows that there will be hosting problems in Rio for people who come for Olympic such as traveler and athletes.
There will be more than enough people who will visit Rio during the Olympic season and Rio will need more accommodation or alternate way to provide the accommodations. Also, Rio is thinking of how to use the accommodations after the Olympic. 2. Investigate the possibility of using the cruise ship for accommodation in RioWe will use the article from Camara Dos Deputados and veja, which contains information of the cruise ships. Rio is looking at the previous experience of other Olympic hosting cities and since Rio is surrounded by water, Rio is thinking about using a waterway by using cruise ship as London did back in 2012.
We will need information to estimate if using a cruise ships for providing hosting is possible and efficient. 3. Investigate the possible problems of using cruise ships for accommodation There can be possible problems with using cruise ships only for Olympic Using a cruise ships for providing housing may save Rio from building any new unnecessary accommodation, but there still will be problems like economically and environmentally such as manage of waste from cruise ships. We will need to find out more possible problems in various aspects for these problems. 4. Investigate the previous Olympic cities problems and solutionsThere were many Olympic cities that encountered same problems and managed to solve in their own way.
Journal Article from the TheEpochTime shows the review of London Olympic’s accommodations problems and how they dealt with it. There will be more sources for other cities such as Beijing and Seoul. We can look through their experience and find information. 5. Research for availability of accommodations in RioThere will be research for accommodations that will be available in Rio currently and how many accommodations will be available by 2016, which is the year of Olympic. We will need exact information for what kind of accommodations and the usage of accommodations by Olympic and then think of how many cruise ships should be needed sand if cruise ships will be enough to provide hosting to people in Rio. 6. Research the cruise ship companies in Rio There will be need of research for cruise ships companies that are currently working and existing in Rio, and if they can provide cruise ships to provide hosting for people in Rio during the Olympic.
We need to gather a accurate data of cruise ship companies that can provide hosting.7. Interview the residents of RioEssential point is to provide best way to satisfy people who will be living in Rio even after the Olympic. So, we will interview about using what residents of Rio think of using cruise ships for hosting and safety and environmental issues for people in Rio. 8. Interview people from other Olympic hosting citiesWe can obtain more information from interviewing people who had suffered discomfort or disadvantage by interviewing people who had gone through this problem already.
We can start from interviewing people in London as they used cruise ships to provide hosting to people in London during Olympic. 9. Evaluate the cruise ship companies in RioWe will evaluate the cruise ship companies that are available in Rio based on information gathered and consider the result. 10. Prepare a recommendation reportWe will prepare a recommendation report that explain our research methods, our findings and the problems and possible problems that will arise with accommodations usage after the Olympic by using cruise ships for providing hosting.
